RESOLUTION

On the allocation of the central budget for 2012

Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992 as amended and supplemented by Resolution number 51/2001/QH10;

Pursuant to the State Budget Law and Resolution No. 14/2011/QH13 dated November 10, 2011 of the National Assembly on the state budget estimate for 2012;

After considering Report No. 14/BC-CP dated October 11, 2011 of the Government on the plan for allocating the central budget for 2012; Report No. 135/BC-UBTCNS13 dated October 17, 2011 of the Finance-Budget Committee on the examination of the plan for allocating the central budget for 2012; Report No. 64/BC-UBTVQH13 dated November 11, 2011 of the Standing Committee of the National Assembly on the plan for allocating the central budget for 2012 and the opinions of the National Assembly deputies;

RESOLUTION:

Article 1. The total revenue and expenditure balance of the central budget for 2012

The total revenue of the central state budget is 493.675 billion VND (four hundred ninety-three billion six hundred seventy-five million VND). The total revenue balance of local budgets is 269.225 billion VND (two hundred sixty-nine billion two hundred twenty-five million VND).

The total expenditure of the central state budget is 633.875 billion VND (six hundred thirty-three billion eight hundred seventy-five million VND), including 151.633 billion VND for balancing and targeted supplementary from the central budget to local budgets (excluding 2.097 billion VND for supporting capital investment in urgent projects and 820 billion VND for supporting capital investment in tourism infrastructure for each locality as stipulated in Clause 4, Article 3 of this Resolution).

Article 2. Allocation of the central budget for 2012

Allocate the central budget to each ministry, sector, central agencies, and the level of targeted supplementary from the central budget to the budget of each province and centrally-administered city, increase by 3% the level of balancing supplementary from the central budget to provinces receiving balancing supplementary compared to 2011 based on classification into groups of provinces.

Article 3. Assign the Government

1. Implement the assignment of budget revenue and expenditure tasks and the allocation of the central budget to each ministry, sector, central agencies, and each province and centrally-administered city in accordance with the provisions of the State Budget Law, National Assembly Resolutions, Standing Committee of the National Assembly Resolutions, and notify each delegation of the National Assembly of the centrally-administered cities and provinces.

2. Direct the People's Committees of each province and centrally-administered city to submit to the People's Councils at the same level for decision on the state budget revenue estimate on their territory, the local budget expenditure estimate; decide on the budget estimate allocation according to the provisions of the law.

3. Direct ministries, sectors, central agencies, and People's Committees at all levels to decide on the budget revenue and expenditure estimate assignment for 2012 to each unit before December 31, 2011; implement public disclosure of the state budget estimate in accordance with the provisions of the State Budget Law; report to the National Assembly on the progress and results of the budget allocation and assignment of estimates by ministries, sectors, central agencies, and localities at the third session of the XIIIth National Assembly.

4. Direct ministries, sectors, central agencies, and localities to review and arrange investment projects in priority order; mobilize and allocate resources for basic construction investment; prioritize recovery of advance investment funds, allocation for repayment of construction investment loans, funds for ongoing projects, completion, and commissioning in 2012 and 2013.

Regarding support for capital investment in urgent projects of localities: The central budget will concentrate on supporting part of the investment capital for agriculture and rural areas in provinces with difficult socio-economic conditions and extremely difficult conditions, where local budgets can only balance up to 50%, prioritizing provinces in the Northwest, Central Highlands, and Southwest regions; support investment in projects and works as decided by competent authorities; based on these criteria, the Government will review and develop a plan to allocate 2,097 billion VND for investment construction support for each locality, to be submitted to the Standing Committee of the National Assembly for consideration and decision before December 31, 2011.

Regarding support for capital investment in tourism infrastructure of localities: Based on assessing urgency and the necessity of support, the Government will establish principles, criteria, and plans to allocate 820 billion VND for investment support for each locality, ensuring focused capital allocation, to be submitted to the Standing Committee of the National Assembly for consideration and decision before December 31, 2011.

5. Allocate regular expenditures thoroughly to save and prevent waste; prioritize important political tasks, ensuring resources for social welfare policies.

Article 4. Supervision of the allocation of the central budget

The Standing Committee of the National Assembly, the Finance-Budget Committee, the Ethnic Council, and other committees of the National Assembly, delegations of the National Assembly, and National Assembly deputies shall supervise the allocation of the central budget for 2012 by ministries, sectors, central agencies, and People's Councils and People's Committees at all levels in accordance with the law.
