Issuing National Technical Regulations on Non-Electric Differential Detonators

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and Decree No. 44/2011/ND-CP dated June 14, 2011 amending and supplementing Article 3 of Decree No. 189/2007/ND-CP dated December 27, 2007;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Circular No. 23/2007/TT-BKHCN dated September 28, 2007 of the Ministry of Science and Technology guiding the development, review, and issuance of technical regulations;
Article 1. The National Technical Regulations on Non-Electric Differential Detonators are hereby issued together with this Circular.
Article 2. This Circular takes effect from July 26, 2012.
Article 3. The Heads of the Ministry's Office, the Inspectorate of the Ministry, the Directors of Departments, the General Directors, the Directors of Bureaus under the Ministry, the Directors of Provincial and Municipal Industry and Trade Departments under the Central Government, the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.
