Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to the Law on Posts dated June 17, 2010;
WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;
Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications, and Decree No. 50/2011/NĐ-CP dated June 24, 2011 amending Decree No. 187/2007/NĐ-CP dated December 25, 2007;
Based on the proposal of the Director of the Department of Science and Technology;
The Minister of Information and Communications promulgates National Technical Regulations,
Article 1. Attached to this Circular are the following 08 National Technical Regulations:
1. National Technical Regulation on postal stamps of Vietnam Designation QCVN 69:2013/BTTTT
2. National Technical Regulation on frequency spectrum and electromagnetic compatibility for wireless FM broadcasting equipment operating in the 54 MHz to 68 MHz band. Designation QCVN 70:2013/BTTTT
3. National Technical Regulation on electromagnetic compatibility (EMC) of cable distribution networks for television signals. Designation QCVN 71:2013/BTTTT
4. National Technical Regulation on electromagnetic compatibility (EMC) of equipment in cable television distribution systems. Designation QCVN 72:2013/BTTTT
5. National Technical Regulation on short-range radio equipment in the 25 MHz to 1 GHz band. Designation QCVN 73:2013/BTTTT
6. National Technical Regulation on short-range radio equipment in the 1 GHz to 40 GHz band. Designation QCVN 74:2013/BTTTT

Article 2. This Circular shall take effect from January 15, 2014.
Article 3. The Heads of the Office, Department of Science and Technology, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, centrally governed cities, and relevant organizations and individuals are responsible for implementing this Circular.
