CIRCULAR

ISSUING THE "NATIONAL TECHNICAL REGULATION ON CINEMAS"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

On the basis of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

On the basis of Decree No. 76/2013/NĐ-CP dated July 16, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Department of Science, Technology and Environment,

The Minister of Culture, Sports and Tourism issues the National Technical Regulation on Cinemas.

Article 1. Attached to this Circular is the "National Technical Regulation on Cinemas" (QCVN 01:2013/BVHTTDL).

Article 2. This Circular takes effect from February 10, 2014.

Article 3. As of January 1, 2015, new cinemas constructed or renovated must comply with the provisions of QCVN 01:2013/BVHTTDL.

Article 4. The Cinema Department shall be responsible for leading and coordinating with relevant agencies and units to develop specific regulations regarding procedures and processes for designating organizations to assess compliance in accordance with the law, to be submitted to the Ministry of Culture, Sports and Tourism (through the Science, Technology and Environment Department) for issuance before the effective date of QCVN 01:2013/BVHTTDL as stipulated in Article 3 of this Circular.

Article 5. The Director of the Ministry's Office, Heads of the Science, Technology and Environment Department, the Planning and Finance Department, the Cinema Department, Heads of agencies and units under the Ministry, Directors of Provincial/City Departments of Culture, Sports and Tourism shall be responsible for implementing this Circular.

During the implementation process, if there are any difficulties, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Culture, Sports and Tourism for study, amendment, and supplementation.

QCVN 01:2013/BVHTTDL was compiled by the Cinema Department, reviewed by the Science, Technology and Environment Department, and issued pursuant to Circular No. 16/2013/TT-BVHTTDL dated December 25, 2013 of the Minister of Culture, Sports and Tourism.

National technical regulation on cinemas

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

This technical regulation sets out technical requirements and management requirements for 35mm cinemas including projection booth, auditorium, and foyer areas.

1.2. Applicability

This technical regulation applies to agencies, organizations, and individuals involved in managing, designing, constructing new, and renovating 35mm cinemas throughout the territory of Vietnam.

1.3. Definitions

In this technical regulation, the following terms are understood as follows:

1.3.1. Screen luminance (Screen luminance), unit of measurement is (cd/m2)

The intensity of light reflected from a unit area of the screen surface in a specified direction when illuminated by light from the film projector.

1.3.2. Undesirable image movement (Undesirable image movement), unit of measurement is (%)

Unwanted oscillations of the displayed image on the screen during film projection. Undesirable image movement includes vertical image movement and horizontal image movement.

- Vertical image movement (Jump).

Unwanted oscillations in the vertical direction of the image when projected onto the screen. Vertical image movement is denoted as ΔV, unit of measurement is %.

- Horizontal image movement (Weave).

Unwanted oscillations in the horizontal direction of the image when projected onto the screen. Horizontal image movement is denoted as ΔH, unit of measurement is %.

1.3.3. Image resolutionn lcủa hình ảnh (Resolution of images), measured in lines per millimeter (lines/mm).

The ability of the optical system of the film projector to clearly separate images.

1.3.4. Image rays (Image rays)

A straight line connecting the observer's eye to the bottom edge of the screen.

1.3.5. Time Reverberation time (Reverberation time)

The duration of sound from the moment the sound source stops radiating until the sound pressure level decreases by 60 dB.

1.3.6. Speech clarity STI-SR (Speech transmission index - subjective rating)

The percentage (%) of syllables heard clearly out of 100 meaningless syllables (logatoms) transmitted through a communication channel.

1.3.7. Background noise levelise (Background noise level)

The level of background noise or noise in the room caused by technical equipment within the room itself and external noise sources penetrating the room, measured in decibels (dB).

1.3.8. Pink noise (Pink noise)

A signal or process with a power spectrum density (i.e., energy or power per Hz) inversely proportional to frequency. In pink noise, the power distribution across each octave is equal.

Chapter 2. TECHNICAL PROVISIONS

2.1. General Requirements

2.1.1. Cinemas must include auditoriums, projection booths, and foyer areas.

2.1.2. Cinemas must have parking lots and wheelchair ramps for people with disabilities. The entrance and exit paths to the parking lot must not intersect with the main flow of people entering and exiting the cinema.

2.1.3. New or renovated cinemas must comply with current regulations on structural design, environmental protection, fire safety, and other construction-related regulations of specialized ministries.

2.2. Requirements for cinema rooms

2.2.1. Requirements for auditoriums

2.2.1.1. The auditorium area (including both seating and aisle space) must be designed to ensure that each seat has an area of at least 0.80 m2 and a volume between 4.0 m3 and 6.0 m3.

2.2.1.2. The technical parameters of the auditorium, screen, viewing conditions, and seating arrangement (Figure 1) must comply with the specifications in Table 1.

NOTE:

1) In the case where the audience room is located in a building with multiple functions, the above parameters may vary within ± 20%.

2) Allow changes in the image projection area of the screen in width for wide screens, and both width and height for large screens.

2.2.1.3. On the vertical plane, the angle formed by the viewer's line of sight in the first row with the top edge of the screen must be less than 35°. The viewing angle from the first row to the center of the screen must be less than 25°.

2.2.1.4. For wide screens, the distance from the last row to the screen should not exceed twice the width of the screen, and from the first row to the screen should not be less than 0.84 times the width of the screen.

For films with an aspect ratio of 2.39:1, the viewing angle from the last seat (middle seat) to the screen must not be less than 26° (see Figure 2).

2.2.1.5. Seating in the audience room must be attached together in rows and fixed to the floor. Folding seats must ensure they do not make noise when used and provide comfort for the audience throughout the viewing time.

2.2.1.6. The distance between two rows of seats must be at least 0.95 m.

2.2.1.7. Seat dimensions:

- Width not less than 0.5 m

- Depth not less than 0.45 m

2.2.1.8. At least one-third of the seats in the first row must be removable for wheelchair users.

2.2.1.9. The audience room must have its own emergency exit.

2.2.1.10. The background noise level in the audience room must ensure that external noise does not exceed 40dBA.

2.2.2. Requirements for the Projection Room

2.2.2.1. The projection room must have a minimum size of 6 m x 3.6 m x 2.5 m. The equipment layout in the projection room (Figure 3) is specified in Table 2.

2.2.2.2. The projection room must be positioned directly opposite the screen. The partition wall between the projection room and the audience room must be designed for soundproofing.

2.2.3. The projection window and observation window must meet the following requirements:

- The projection window and observation window glass must be tilted at an angle of 7° to 10°.

- The projection window and observation window must ensure a size of 0.40 m x 0.25 m.

2.2.2.4. The projection room door must open outward, with a size not less than 2.00m x 0.85m.

2.2.3. Requirements for the Lobby Area

2.2.3.1. The lobby area is the transitional zone between the outside and the screening room, meeting the ticket purchasing requirements of the audience, providing a place for the audience to view film advertisements, dividing the audience into different screening rooms, and serving the service needs of the audience.

2.2.3.2. The lobby area (including ticket sales, public telephones, cafeteria - refreshments) is designed based on ensuring an area corresponding to the number of audience seats with an area not less than 0.30 m2 to 0.45 m2 per seat.

2.2.3.3. Each cinema must have at least 1 to 3 ticket sales counters. The prescribed area for each ticket sales counter must not be less than 1.5 m².

2.2.3.4. Cafeteria - refreshment and entertainment activities arranged adjacent to the lobby area must not communicate with the audience distribution corridor or rest hall.

2.2.3.5. The audience entrance must open outward, in the direction of evacuation. It must not be a roller shutter, sliding door, folding door, latch door, or inward-opening hinge door.

2.2.3.6. The audience restroom must be arranged adjacent to the waiting room but not connected to the lobby area or external spaces. Direct access to the audience restroom from the audience room is not allowed.

2.2.3.7. Male and female restrooms must be arranged separately, with buffer rooms. The minimum number of sanitary facilities for the audience is:

- 1 toilet, 2 urinals, 1 washbasin: for 150 male audience members.

- 1 toilet, 2 urinals, 1 washbasin: for 150 female audience members.

NOTE: Audience restrooms must take into account the needs of disabled persons according to relevant regulations.

2.3. Requirements for Image Quality

Requirements for image quality must comply with the provisions stated in TCVN 9826: 2013 Cinema - Technical Requirements for Images.

2.4. Requirements for Sound Quality

Requirements for sound quality must comply with the provisions stated in TCVN 9827: 2013 Cinema - Technical Requirements for Sound.

2.5. Requirements for Reverberation Time and Noise Level in the Audience Room

2.5.1. The reverberation time requirement in the audience room must meet the graph in Figure 4.

2.5.2. The maximum allowable ambient noise level is Lnoise = 40dB(AI) or equivalent NC 35.

2.6. Requirements for Electrical Equipment and Lighting Systems

The design of electrical equipment for 35mm cinemas must comply with the provisions in Article 6 - Lighting and Electrical Equipment Requirements in TCVN 5577: 2012 "Cinema - Design Standards".

3. TESTING METHODS

3.1. Test the requirements for image quality and sound quality according to TCVN 9828:2013 Cinema - Methods for Measuring Technical Indicators for Images and Sound.

3.2. Requirements for structure, design, environment, fire safety are carried out according to the inspection methods of the relevant ministries.

Chapter 4. MANAGEMENT PROVISIONS

4.1. Cinemas constructed or renovated using 35mm must be assessed for compliance with the provisions set out in Section 2 of this Technical Standard before being put into use.

4.2. Requirements, procedures, and processes for assessing compliance and designating the organization to conduct such assessments shall be in accordance with the regulations of the Ministry of Culture, Sports and Tourism.

5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

Organizations and individuals constructing or renovating 35mm cinemas are responsible for implementing:

5.1. The construction or renovation of 35mm cinemas in accordance with the provisions set out in Section 2 of this Technical Standard.

5.2. The organization of compliance assessment in accordance with the provisions set out in Section 4 of this Technical Standard.

6. IMPLEMENTATION ORGANIZATION

6.1. The Cinema Department is responsible for coordinating with relevant management agencies to guide and organize the implementation of this Technical Standard.

Based on management requirements, the Cinema Department is responsible for proposing the Ministry of Culture, Sports and Tourism (Department of Science, Technology and Environment) to amend and supplement the content of this Technical Standard to align with practical needs.

6.2. In cases where laws, regulatory standards, or standards cited in this Technical Standard are amended, supplemented, or replaced, they shall be implemented according to the new regulations./.
