CIRCULAR

Guidelines for the transportation routes of goods in transit through the territory of Vietnam

Pursuant to Decree No. 187/2013/NĐ-CP dated December 20, 2013 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries;

Pursuant to Decree No. 12/2017/NĐ-CP dated 10 month 02 year 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Department of Transportation,

The Minister of Transport issues this Circular guiding the transportation routes for goods in transit through the territory of Vietnam.

Article 1. Scope of Application

This Circular guides the transportation routes for goods in transit through the territory of Vietnam.

Article 2. Applicability

This Circular applies to organizations and individuals involved in the transportation of goods in transit through the territory of Vietnam.

Article 3. Transportation Routes for Goods in Transit

1. The transportation routes for goods in transit through the territory of Vietnam include road, rail, and inland waterway routes connecting to international border gates of Vietnam.

2. Road transportation routes for goods in transit include national highways as specified in Appendix 1 attached hereto and expressways, provincial roads, urban roads connecting to international border gates of Vietnam, bonded warehouses, inland ports, logistics centers, customs inspection stations (established according to the provisions of customs law).

3. Rail transportation routes for goods in transit include rail lines as specified in Appendix 2 attached hereto.

4. Inland waterway transportation routes for goods in transit include fixed inland waterway transport routes approved or announced by competent authorities; and routes connecting Vietnamese seaports.

Article 4. Effective Date

1. This Circular takes effect from July 15, 2017.

2. This Circular replaces Circular No. 15/2014/TT-BGTVT dated May 13, 2014 of the Minister of Transport guiding transportation routes for goods in transit through the territory of Vietnam and Circular No. 17/2015/TT-BGTVT dated May 14, 2015 of the Minister of Transport amending and supplementing certain provisions of Circular No. 15/2014/TT-BGTVT dated May 13, 2014 of the Minister of Transport guiding transportation routes for goods in transit through the territory of Vietnam.

Article 5. Responsibility for Implementation and Organization of Enforcement

The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments under the Ministry, the Directors of the Vietnam Highway Corporation, the Director of the Civil Aviation Administration of Vietnam, the Director of the Vietnam Maritime Administration, the Director of the Vietnam Inland Waterways Administration, the Director of the Vietnam Railway Corporation, the Directors of Provincial Department of Transport under centrally governed cities and provinces, and the Heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
