ISSUING NATIONAL TECHNICAL REGULATIONS ON HYGIENE REQUIREMENTS FOR BOAR SEMEN PRODUCTION STATIONS
Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Animal Health Law 2015 dated June 19, 2015;
At the proposal of the Director of the Department of Science, Technology and Environment and the Director of the Livestock Production Department,
The Minister of Agriculture and Rural Development issues the national technical regulationsin the livestock sector:
Article 1. Issued along with this Circular is 01 National Technical Regulation: National Technical Regulation on Hygiene Requirements for Boar Semen Production Stations.

Foreword
QCVN 01-184:2017/BNNPTNT was compiled by the Livestock Production Department, reviewed by the Department of Science, Technology and Environment, and issued pursuant to Circular No. 16/2017/TT-BNNPTNT dated August 24, 2017 of the Ministry of Agriculture and Rural Development.
NATIONAL TECHNICAL REGULATION ON HYGIENE REQUIREMENTS FOR BOAR SEMEN PRODUCTION STATIONS
National technical regulation on Hygiene requirements for Boar semen production stations.
Chapter 1. GENERAL PROVISIONS
1.1. Scope of Application
This regulation sets forth hygiene requirements for boar semen production stations throughout the country.
1.2. Applicability
This regulation applies to organizations and individuals producing boar semen (the number of boars in a station must not be less than five).
1.3. Definitions
In this regulation, the following terms are understood as follows:
1.3.1. A boar semen production station is a facility that breeds boars and engages in the extraction, preparation, and sale of boar semen.
1.3.2. Hygiene requirements for boar semen production stations include: location requirements; layout and design; equipment and storage facilities; disease prevention measures to ensure safe products that do not harm human health or pollute the environment.
1.3.3. New arrival quarantine area: an area for housing newly imported boars for observation over two weeks before integration into the herd to prevent disease spread (if any).
2. TECHNICAL PROVISIONS
2.1. Location requirements
2.1.1. Must be constructed at a location consistent with local land use planning approved by competent state management authorities;
2.1.2. Must be situated at least 500 meters away from areas declared as environmentally polluted by competent state management authorities; must be at least 500 meters away from residential waste treatment zones, industrial zones, hospitals, schools, and night markets;
2.1.3. Well-ventilated, not prone to flooding, with a minimum distance of 2 meters between the floor of the pen and underground water levels, facilitating drainage;
2.1.4. Convenient for electricity and water supply from the local network or capable of self-supply;
2.1.5. Facilitates the transportation of boars, materials, equipment, pig feed, and products from the station;
2.1.6. Has sufficient area and conditions for solid waste and wastewater treatment as stipulated by current regulations.
2.2. Layout and design requirements
2.2.1. Layout
a) A boar semen production station must be designed as separate zones: breeding zone; semen production zone; isolation and new arrival quarantine zone; waste collection and treatment zone; staff working zone; other auxiliary zones (if any);
b) The breeding zone and semen extraction, preparation, and preservation zone should be located at the windward end. The isolation and new arrival quarantine zone and waste collection and treatment zone (manure storage house, wastewater pond) should be placed at the leeward end;
c) The breeding area must be surrounded by walls or fences. Separate areas within the breeding zone must be separated;
d) Disinfection pits must be installed at the entrance and exit of the breeding area, breeding pens, and each row of pens. Disinfectant solutions must be changed daily.
2.2.2. Design
2.2.2.1. Breeding zone
a) Pigsties for boars used for semen extraction must be built to ensure warmth in winter, coolness in summer, adequate lighting, protection from rain and wind;
b) The width of internal roads in the breeding area depends on the transport vehicles but must not be less than 3.5 meters. The road for transporting pig feed must not be the same as the road for transporting manure;
c) The distance between pigsties must not be less than 7.0 meters. Pigsties must be at least 15 meters away from service buildings and the semen extraction, preparation, and preservation zone;
d) Pigsties for breeding boars must be arranged in individual stalls. The minimum area for indigenous boars is 5.0 square meters, and for foreign boars, it is 6.0 square meters. Partition walls or railings between stalls must not be lower than 1.3 meters;2e) Inside the stall, there must be a passage for feeding, care, and moving boars. Behind the stall, there must be a manure transport road with a width suitable for the equipment used;2f) The floor must have a rough surface to prevent pigs from slipping and must have a slope of 3% to 5% for easy drainage during cleaning;
g) Feeding troughs and drinking troughs must be appropriately sized and made of durable, easily cleaned, and disinfected material.
2.2.2. Semen production zone
a) Training and semen extraction area
- The training and semen extraction area should be located at the front of the row of pens, close to the breeding pens. The size of the semen extraction area should be appropriate based on the number of boars extracted daily;
- The training and semen extraction area must be clean, well-ventilated, well-lit, and not directly exposed to sunlight;
- The training and semen extraction area must be divided into stalls with an area of 4 square meters for indigenous boars and 6 square meters for foreign boars. Each stall must have a jumping board for training and semen extraction;
- The floor must be solid and rough to withstand the weight of the boars and prevent slipping. Behind the jumping board, a protective mat must be placed to protect the hooves of the boars during the semen extraction process.
- The breeding and semen collection area for pigs must be divided into stalls with an area of 4 square meters for local pigs and 6 square meters for foreign breeds. Each stall must have a jumping board for training and semen collection.2 for native pigs and 6 meters2for foreign pigs. Each pen must have a jump bar for training and collecting boar semen;
- The floor surface must be solid and rough to withstand the weight of boars and prevent slipping. Behind the jumping board, there should be a mat to protect the hooves of the boars during the semen collection process.
b) Semen quality testing and packaging room
- The wall adjacent to the boar semen collection area must have a transfer box for transferring clean equipment (boar semen collection cups, clean cloths) from the inspection area to the semen collection area and vice versa, receiving the newly collected boar semen cups and bringing them into the inspection room;
- The quality control and packaging room for boar semen must have specialized equipment and tools for inspecting and evaluating boar semen before and after dilution; the quantity of equipment and tools should be appropriate to the production capacity of the boar semen facility;
- The area of the quality control and packaging room for boar semen shall not be less than 10 square meters;2, with a sink placed at an appropriate location;
c) Boar semen storage room
- Must avoid direct sunlight on the place where boar semen is stored;
- Must have refrigerators and other means of preserving boar semen;
2.2.2.3. Isolation and quarantine area
a) The distance from the isolation and quarantine area to other facilities must be at least 500 meters;
b) The walls separating each pen and play areas between pigs must be sealed;
c) The sick pig treatment room must be designed at one end of the row of pens, with an area of no less than 14 square meters. The sick pig treatment room must have a surgical table, sink, water faucet, and sample collection bags, as well as equipment and tools for storing diseased specimens or pig carcasses when disinfection or destruction is required;22.2.2.4. Wastewater and solid waste collection system
a) The wastewater and cleaning water collection channels for each row of pens must be designed so that the water flows directly into the wastewater treatment system and does not flow horizontally through other pen areas;
b) The solid waste and wastewater treatment systems within the boar semen production facility must be designed either underground or above ground depending on the specific area to ensure hygiene and prevent environmental pollution;
c) The solid waste collection area must be separated and designed to prevent pollution from spreading to the environment;
2.2.2. Requirements for equipment, tools, and reagents
2.2.2.1. The jumping bars must be sturdy, non-slippery, without sharp edges, and not wider than 40 centimeters; they must be adjustable in height to suit individual boars;
2.2.2.2. The materials and construction of the tools used for semen collection, inspection, packaging, and preservation must ensure that they do not affect the quality of the boar semen;
2.2.2.3. The boar semen filtration cloths must be clean and sterile before use;
2.2.2.4. Reagents used for testing and diluting boar semen must have complete technical information labels, including the date and place of manufacture, expiration date, and must be stored to maintain product quality standards;
2.2.2.5. The containers or tubes holding the semen doses must be clean, sterile, and sealed to prevent any impact on the quality of the boar semen;
2.2.2.6. The containers holding boar semen must be labeled with complete information including individual identification number, breed, semen volume; name and address of the production facility; main quality criteria; production date, shelf life; storage and usage instructions;
2.2.2.7. Refrigerators and incubators must be checked for temperature daily and maintained and calibrated according to regulations;
2.2.2.8. There must be management records for equipment, tools, and reagents;
2.3. Requirements for care, feeding, and semen collection of boar studs
2.3.1. Must meet breeding quality standards, have clear pedigrees, and have health certificates issued by authorized state management agencies (for imported boar studs);
2.3.2. Must be managed, cared for, fed, and utilized according to current regulations, only healthy boar studs' semen can be collected, circulated, and used;
2.3.3. Must have a vaccination schedule for boar studs and implement vaccinations strictly according to the schedule;
2.3.4. Must isolate new imported boar studs for at least seven days before introducing them into the herd; monitor and clinically observe throughout the isolation period and supplementally vaccinate against infectious diseases based on local disease conditions;
2.3.5. Must carry out sanitation, disinfection, and decontamination of the isolation area before and after each import and export of boar studs;
2.3.6. Must have management records for boar studs;
2.3.7. Must manage feed and drinking water
a) Feed for boar studs must meet quality, nutritional composition, hygiene, and safety standards as stipulated;
b) Drinking water for boar studs must meet quality standards as specified in QCVN 01-39:2011/BNNPTNT on livestock drinking water hygiene;
c) Must have management records for feed and water quality;
2.4. Requirements for disease prevention and hygiene
2.4.1. The facility must establish hygiene and disinfection procedures for the following objects: boar stud housing area; semen production area; equipment and tools; disinfection pits; entry and exit vehicles;
2.4.2. Hygiene and disinfection procedures must include the following contents:
a) Implementation steps;
b) Frequency of implementation;
c) Timing of implementation;
d) Types of chemicals and concentrations used;
2.4.3. The facility must implement hygiene and disinfection according to the procedures established in Section 2.4.1;
2.4.4. The facility must establish the following regulations:
a) Hygiene requirements for workers involved in production and visitors;
b) Equipment and tool usage in livestock farming and their movement to other areas or outside the farm;
c) Solid waste collection (no waste should be stored for more than 24 hours without proper disposal measures);
d) Occupational safety and the use of protective gear;
đ) Collection and treatment of solid and liquid waste to ensure environmental hygiene in accordance with environmental protection laws; treated wastewater discharged into the environment must comply with QCVN 62-MT:2016/BTNMT on livestock wastewater;
e) Monitoring and inspecting solid and liquid waste treatment systems regularly every quarter and annually;
2.4.5. The facility must comply with the regulations set forth in Section 2.4.4;
2.5. Animal and pest control
The boar semen production facility must implement a rodent and pest control plan established by the facility;
3.1. Conformity certification
3. MANAGEMENT PROVISIONS
3.1.1. The boar semen production facility must obtain conformity certification regarding hygiene requirements as stipulated in this standard.
3.1.1. The pig semen production facility must be certified as compliant with hygiene requirements as stipulated in this Standard.
3.1.2. The conformity assessment method, certification conducted according to Method 6 as stipulated in Circular No. 28/2012/TT-BKHCN dated December 12, 2012 on declaration of compliance with standards and technical regulations and Circular No. 02/2017/TT-BKHCN dated March 31, 2017 amending and supplementing certain provisions of Circular No. 28/2012/TT-BKHCN issued by the Ministry of Science and Technology.
3.1.3. Certification organizations conducting conformity certification must register their activities in accordance with Decree No. 107/2016/NĐ-CP dated July 1, 2016 of the Government and must be designated by the Ministry of Agriculture and Rural Development in accordance with the prescribed regulations.
3.1.4. Testing for conformity certification purposes shall be carried out at testing organizations that have registered their activities in accordance with Decree No. 107/2016/NĐ-CP dated July 1, 2016 of the Government.
3.2. Declaration of Conformity
3.2.1. Production facilities for boar semen specified in Section 1.2 of this Standard must declare and register conformity with the Department of Agriculture and Rural Development where the organization or individual has registered their production and business activities and are subject to supervision by the competent authority.
3.2.2. The declaration of conformity must comply with the requirements for declaration of conformity at the Department of Agriculture and Rural Development where the organization or individual has registered their production and business activities.
4. IMPLEMENTATION ORGANIZATIONS
4.1. Organizations and individuals mentioned in Section 1.2 must apply this Standard.
4.2. The Ministry of Agriculture and Rural Development assigns the Livestock Production Department to disseminate, guide, inspect, and supervise the implementation of this Standard.
4.3. Departments of Agriculture and Rural Development of provinces and cities are responsible for organizing inspections and supervising the implementation of this Standard in accordance with the division of responsibilities assigned by the Ministry of Agriculture and Rural Development.
4.4. In case there are changes, supplements, or replacements to the provisions of this Standard, they shall be implemented in accordance with the new document issued by the Ministry of Agriculture and Rural Development./.
