CIRCULAR
Issuing National Technical Regulations
on discharged produced water, drilling fluids, and drilling cuttings from offshore oil and gas facilities

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Environmental Protection Law dated November 17, 2020;

Pursuant to Decree No. 08/2022/NĐ-CP dated January 10, 2022 of the Government detailing the implementation of certain provisions of the Law on Environmental Protection;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Environmental Pollution Control Department and the Head of the Science and Technology Department;

The Minister of Natural Resources and Environment issues this Circular on the issuance of National Technical Regulations on discharged produced water, drilling fluids, and drilling cuttings from offshore oil and gas facilities.

Article 1. Attached to this Circular are two (02) National Technical Regulations on the environment:

1. QCVN 35:2024/BTNMT - National Technical Regulation on Discharged Produced Water of Offshore Oil and Gas Facilities.

2. QCVN 36:2024/BTNMT - National Technical Regulation on Drilling Fluids and Discharge of Drilling Cuttings from Offshore Oil and Gas Exploration and Production Activities.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular takes effect from March 26, 2025.

From the date this Circular takes effect, Clause 2 and Clause 3 of Article 1 of Circular No. 42/2010/TT-BTNMT dated December 29, 2010 of the Minister of Natural Resources and Environment on National Technical Regulations on the environment shall cease to be effective.

Article 3. The Director of the Environmental Pollution Control Department, Heads of units under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular./.
