Amending and Supplementing Certain Articles of Circular No. 25/2013/TT-NHNN of the Governor of the State Bank of Vietnam on Matters Concerning the Collection and Exchange of Circulating Currency Not Meeting Circulation Standards
Based on the Law on the State Bank of Vietnam No. 46/2010/QH12Based on Decree No. 40/2012/NĐ-CP of the Government Concerning Issuance, Custody, Transportation of Assets and Securities in the System of State Banks, Credit Institutions, and Branches of Foreign Banks
Based on Decree No. 26/2025/NĐ-CP of the Government Regulating Functions, Powers, and Organizational Structure of the State Bank of Vietnam; In accordance with the proposal by the Director of the Issuance and Vault Department;;
The Governor of the State Bank of Vietnam promulgates this Circular amending and supplementing certain articles of Circular No. 25/2013/TT-NHNN of the Governor of the State Bank of Vietnam on Matters Concerning the Collection and Exchange of Circulating Currency Not Meeting Circulation StandardsArticle 1. Amend and Supplement Paragraph 1, Article 2 "1. The branches of the State Bank in various regions (hereinafter referred to collectively as Branches of the State Bank), the State Bank Trading House, and the Issuance and Vault Department."Article 2. Amend and Supplement Paragraphs 1 and 2, Article 4 "1. Circulating currency not meeting circulation standards due to the process of circulation (group of objective causes):;
a) Paper money with color changes, blurred images, patterns, characters, numbers; wrinkled, torn, smeared, dirty, old; ripped or patched but still intact as one note;
b) Metal coins worn, rusted, damaged partially or entirely in terms of image, pattern, characters, numbers and the plating on the coin.
2. Circulating currency not meeting circulation standards due to the process of custody (group of subjective causes):a) Paper money with holes, rips; paper money patched; burned or deformed by exposure to high heat sources; printed paper, color, technical security features of the note altered by chemical action (such as cleaning agents, acid, corrosives...); written on, drawn on, erased; coin damaged due to other reasons but not due to intentional destruction;b) Metal coins bent, bulged, changed in shape or design due to external force or high temperature; corroded due to chemical exposure." Article 3. Amend and Supplement Paragraph 2, Article 5 "2. During the process of counting and receiving cash from exchange units, if a Branch of the State Bank discovers circulating currency not meeting circulation standards due to custody issues mixed in with bundles of notes that meet circulation standards, it shall collect and exchange such currency." Article 4. Amend and Supplement Article 6 "1. For circulating currency not meeting circulation standards as specified in Paragraphs 1 and 3 of this Circular's Article 4, the Branches of the State Bank and exchange units are responsible for immediately collecting and exchanging such currency from customers without limiting quantity or requiring documentation. 2. For circulating currency not meeting circulation standards as specified in Paragraph 2 of this Circular's Article 4, customers must submit physical specimens to the Branches of the State Bank and exchange units. The units will consider for exchange based on the following conditions: a) Circulating currency not meeting circulation standards is not due to intentional destruction; b) In cases where notes are burned, torn, or missing parts, the remaining area must be equal to or greater than 60% of the area of the same type of note; if patched, it must have a minimum area of 90% of the area of the same type of note and maintain original layout (front, back; top, bottom; right, left), while allowing identification of security features; For polymer notes burned or deformed due to exposure to high heat sources, the remaining area must be at least 30% of the area of the same type of note and retain the layout of a single note, while identifying at least two of the following security features: hidden image in the small window, colorless fluorescent ink, serial number fluorescence, security thread, golden shimmering strip, Chairman Ho Chi Minh's portrait embossed, color-changing ink, positioning image, intaglio shadow..
Based on the conditions for consideration as stipulated in this paragraph, the Branches of the State Bank and exchange units will process exchanges for customers. If not eligible for exchange, the Branches of the State Bank and exchange units shall return the currency to the customer and provide reasons.
In cases where notes cannot be determined for exchange and require appraisal, customers must submit a request form for exchanging money (Appendix No. 01 attached) to the Branches of the State Bank and exchange units so that they may conduct appraisals in accordance with Article 7 of this Circular."
Article 2. Amend and Supplement Clause 1 and Clause 2 of Article 4
"1. Currency not meeting circulation standards due to the process of circulation (group of objective causes):
Paper money with changed color, faded images, patterns, text, or numbers; wrinkled, torn, blurred, dirty, old; ripped into pieces but still intact as a single note;
b) Metal coins worn out, rusted, damaged partially or entirely in terms of image, pattern, text, or numbers and the plating on the coin.
2. Currency not meeting circulation standards due to the process of preservation (group of subjective causes):
a) Paper money with holes, partial tears; paper money that has been glued; burned or deformed by contact with high heat sources; printed paper, color, technical security features of the currency altered due to chemical action (such as cleaning agents, acid, corrosives...); written on, drawn on, erased; coins damaged for other reasons but not due to intentional destruction;
b) Metal coins bent, bulged, changed in shape or design due to external force or high temperature; corroded by contact with chemicals.
Article 3. Amend and Supplement Clause 2 of Article 5
"2. During the process of counting and receiving cash from exchange units, branches of the State Bank, if discovering currency not meeting circulation standards due to preservation mixed in bundles of circulating currency, shall carry out exchange."
Article 4. Amend and Supplement Article 6
"1. For currency not meeting circulation standards as specified in Clause 1 and Clause 3 of this Circular, branches of the State Bank, exchange units have the responsibility to immediately exchange for customers with no limit on quantity and without requiring documentation.
2. For currency not meeting circulation standards as specified in Clause 2 of this Circular, customers must submit the physical item to branches of the State Bank, exchange units. Units responsible for exchange shall follow these conditions:
a) Currency not meeting circulation standards is not due to intentional destruction;
b) In case of burned or torn paper money, the remaining area must be equal to or greater than 60% of the same type of note; if glued, it must have a minimum area of 90% of the same type and ensure originality and layout of one note (front, back; top, bottom; right, left), while being able to identify security features;
For polymer notes burned or deformed due to high heat contact, the remaining area must be at least 30% of the same type and maintain the layout of a single note, allowing identification of at least two security elements such as: hidden image in the small window, colorless fluorescent ink, serial number fluorescence, security thread, golden shimmering strip, Chairman Ho Chi Minh's portrait in relief, color-changing ink, positioning image, intaglio shadow.
Based on the conditions for exchange specified herein, branches of the State Bank and exchange units shall carry out exchanges for customers. If not eligible for exchange, they will return to the customer with reasons provided.
In cases where notes cannot be determined for exchange and require appraisal, customers must submit a request form for currency exchange (Appendix No. 01 attached) to branches of the State Bank, exchange units so that these entities can appraise according to Article 7 of this Circular."
Article 5. Amendment and Supplement to Article 7
"1. In the case of banknotes whose conditions for exchange have not been determined and require authentication, within a period of three working days from the date of receipt of the实物证据,单位兑换机构应直接将实物连同鉴定申请书(附录02所列)送至当地中国人民银行分支机构进行鉴定。
2. Within a period of three working days from the date of receiving the authentication request from the unit for exchange, the local People's Bank of China branch shall notify the result of the authentication in writing and return the实物 to the requesting unit.
3. The unit requesting authentication shall organize the transportation of non-circulating currency and bear responsibility for ensuring its safety during the transportation process."
Article 6. Amendment and Supplement to Clause 2 of Article 10
"2. The exchange and receipt of non-circulating currency between local People's Bank of China branches, National Currency Trading Office of the People's Bank of China, and Central Vault Branches and Regional People's Bank of China Area 11 shall be carried out in accordance with the current regulations on cash exchange within the People's Bank of China system."
Article 7. Amendment and Supplement to Clause 1 of Article 12
"1. Local People's Bank of China branches shall handle the exchange, authentication of non-circulating currency for exchange units, organizations, or individuals. The National Currency Trading Office shall collect non-circulating currency from exchange units."
Article 8. Amendment and Supplement to Article 16
"Article 16. Implementation
Heads of units under the People's Bank of China, credit institutions, foreign bank branches, treasury offices bear responsibility for organizing the implementation of this Circular."
Article 9. Replacement of Terms in Appendix 01
Replace the term "居民身份证" with "居民身份证或公民身份卡或电子身份卡或护照" of the customer."
Article 10. Responsibilities for Implementation
Heads of units under the People's Bank of China, credit institutions, foreign bank branches, treasury offices bear responsibility for organizing the implementation of this Circular.
Article 11. Provisions for Enforcement
This Circular shall come into effect from May 19, 2026.
