Pursuant to Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on the reorganization, modernization, and development of state-owned agricultural farms;
Pursuant to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, modernization, and development of state-owned forestry farms;

Article 1. Approves the Plan for the reorganization and modernization of state-owned agricultural and forestry farms directly under the People's Committee of Hoa Binh Province as follows:
1. Reorganize and transform the following agricultural farms into agricultural product processing companies:
- Merge the agricultural farms: Song Boi, 2/9, Thanh Ha and convert them into the Export Agricultural Product Production and Processing Company of Hoa Binh.
- Transform the Cao Phong Agricultural Farm into the Cao Phong Fruit and Agricultural Products Company.
- Transform the Cuu Long Agricultural Farm into the Cuu Long Production, Processing, and Service Company.
Implement shareholding reform for the processing facilities of the aforementioned companies.
2. Merge the forestry farms: Song Da, Mai Chau into the Management Board of the Song Da Protective Forest.
Article 2. Chairman of the People's Committee of Hoa Binh Province:
1. Direct the implementation of the reorganization and modernization of state-owned agricultural and forestry farms as stipulated in Article 1 of this Decision.
2. Issue a decision to adjust the area and boundaries of various types of land allocated to agricultural farms, forestry companies, and forest management boards in accordance with the local agricultural and forestry development plan and the development plan of each agricultural and forestry farm as proposed by the Ministry of Agriculture and Rural Development in the report No. 1448/BNN-ĐMDN dated June 15, 2006.
Article 3. The Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related agencies shall cooperate with the People's Committee of Hoa Binh Province in implementing this Plan.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
The Chairman of the People's Committee of Hoa Binh Province and heads of relevant agencies are responsible for enforcing this Decision./.
