REGULATIONS ON THE TRADITIONAL FLAG, POLICE EMBLEM, BADGES, AND UNIFORMS OF THE PEOPLE'S POLICE FORCE

On the basis of Law on Government Organization dated December 25, 2001;
On the basis of The Law on People's Police dated November 29, 2005;
Considering the proposal of the Minister of Public Security,

DECREE:

Article 1. The traditional flag of the People's Police Force

The traditional flag of the People's Police Force of Vietnam is rectangular, with a width equal to two-thirds of its length. The flag has a red background, with a five-pointed yellow star in the center, and six capitalized characters "CÔNG AN NHÂN DÂN" in yellow at the upper left corner, the last letter not exceeding the right edge of the star.NATIONAL SECURITY PROTECTIONThe traditional flag of the People's Police Force is used in parades, celebrations marking anniversaries and traditional days, displayed in museums and historical houses.

Article 2. The police emblem

1. The police emblem is circular, with a diameter of 36 mm, featuring a five-pointed yellow star on a red background, surrounded by a dark blue background with two golden ears of rice, below the star is a half-yellow wheel with the interlaced letters "CA" in the middle, and a yellow outer rim.

2. When attached to the hat of the People's Police Force, the pine branch surrounds the police emblem forming a block measuring 54 mm high and 64 mm wide.

a) For generals and colonels: the pine branch is yellow.

b) For officers, non-commissioned officers, soldiers, and students: the pine branch is silver-white.

Article 3. Badges for officers, non-commissioned officers, soldiers, and students of the People's Police Force

1. Officer badges

a) The badge background is made of fabric, red in color.

- Generals: the small edges and vertical edges of the badge background have yellow borders, with a raised pine branch pattern running vertically across the background.

- Colonels and lieutenants: the small edges and vertical edges of the badge background have light blue borders, with a 5 mm wide vertical stripe running across the background; colonels have two stripes, lieutenants have one stripe; stripes for operational officers are yellow, while those for technical officers are dark blue.

b) Badge button: circular shape; generals' buttons are yellow with a raised national emblem; colonels' buttons are yellow, lieutenants' buttons are silver-white with a raised five-pointed star between two ears of rice, below which is a half-wheel with the interlaced letters "CA".

c) Five-pointed stars: generals' stars are yellow with raised patterns, diameter 23 mm; colonels' stars are yellow with raised patterns, diameter 20 mm; lieutenants' stars are silver-white, diameter 20 mm. The number and arrangement are as follows:

- Second lieutenant, second colonel, second general: one star.

- First lieutenant, first colonel, first general: two stars.

- Senior lieutenant, senior colonel, senior general: three stars.

- Major, major colonel, major general: four stars.

- Stars are arranged from the end of the badge: generals' stars are arranged vertically; second lieutenant, second colonel one star arranged centrally; first lieutenant, first colonel two stars arranged horizontally; senior lieutenant, senior colonel two stars arranged horizontally, one star vertically; major, major colonel two stars arranged horizontally, two stars vertically.

2. Badges for non-commissioned officers and soldiers

a) The badge background and badge button for non-commissioned officers and soldiers are similar to those of lieutenant officers.

b) A 5 mm wide strip of fabric is attached at the end of the badge background. Non-commissioned officers in operational roles and soldiers on limited service have yellow strips; non-commissioned officers in technical roles have dark blue strips; the end of the badge background for non-commissioned officers has a horizontal bar (|), while soldiers have a bar (<).

Private: 1 bar (|)

Corporal: 2 bars (||)

Sergeant: 3 bars (|||)

Private second class: 1 bar (<)

Private first class: 2 bars (<<)

3. Student badges

Student badges have the same background and badge button as those of lieutenant officers; student badges for secondary and primary education do not have light blue borders on the small edges and vertical edges of the badge background.

Article 4. Shoulder insignia and single pine branch of police officers, non-commissioned officers, soldiers, and students of the People's Public Security

When wearing rank insignia on the shoulder, police officers must wear a single pine branch on the collar; non-commissioned officers, soldiers, and students of the People's Public Security must wear shoulder insignia on the collar, as follows:

1. General rank: a single pine branch and a five-pointed gold star.

2. Colonel rank: a single yellow pine branch.

3. Lieutenant rank: a single silver-white pine branch.

4. Non-commissioned officers, soldiers, and students: rectangular shoulder insignia with sides measuring 55 x 32 (mm), red background, and the Public Security emblem with a diameter of 18 mm in the center.

Article 5. Combined shoulder insignia and rank insignia of police officers, non-commissioned officers, soldiers, and students of the People's Public Security

The combined shoulder insignia and rank insignia are rectangular, made of red fabric, with sides measuring 55 x 32 (mm); on the background of the shoulder insignia, there is the Public Security emblem with a diameter of 18 mm; on the background of the shoulder insignia, there are stripes and five-pointed stars with a diameter of 13 mm as follows:

1. Combined shoulder insignia and rank insignia for officers

The number and color of the stars attached to the background of the combined shoulder insignia and rank insignia for each officer rank are the same as the number and color of the stars attached to the background of the rank insignia specified in point c, Clause 1, Article 3 of this Decree. The combined shoulder insignia and rank insignia for general officers do not have stripes, three edges of the background are bordered in yellow. For colonel and lieutenant officers, the stripes are metal, 2 mm wide, 30 mm long, attached vertically along the background of the shoulder insignia; two stripes for colonels, one stripe for lieutenants; stripes for technical specialists are dark blue; five-pointed stars are attached above the stripes. Stars are arranged as follows:

- Second Lieutenant, Second Lieutenant Colonel, Second Lieutenant General: one star centered.

- First Lieutenant, First Lieutenant Colonel, First Lieutenant General: two stars aligned horizontally.

- Senior Lieutenant, Senior Lieutenant Colonel, Senior Lieutenant General: one star above, two stars below.

- Major, Major Colonel, Major General: two stars above, two stars below.

2. Combined shoulder insignia and rank insignia for non-commissioned officers

A stripe of cloth, 5 mm wide, runs vertically down the middle of the shoulder insignia, with a five-pointed white-silver star attached vertically along the stripe; stripes for non-commissioned officers in service positions and those serving for a limited time are yellow, stripes for technical specialists are dark blue.

- Private First Class: one star.

- Corporal: two stars.

- Sergeant: three stars.

3. Combined shoulder insignia and rank insignia for soldiers

- Private Second Class: one white-silver star in the center of the shoulder insignia.

- Private First Class: two white-silver stars aligned vertically along the shoulder insignia.

4. Combined shoulder insignia and rank insignia for students

A stripe of cloth, 5 mm wide, runs vertically down the middle of the shoulder insignia, colored yellow. The shoulder insignia of university students has four edges bordered in blue; shoulder insignia of secondary and primary school students do not have borders.

Article 6. Uniforms of the People's Public Security Forces

The uniforms of the People's Public Security Forces include: ceremonial uniforms, regular uniforms, combat uniforms, operational disguise uniforms, and ceremonial uniforms.

1. Ceremonial uniforms for police officers

a) Cap: light pink color, chin strap in gold color. For generals' caps, the top of the visor is attached with a golden pine branch.

b) Spring and summer uniform: light pink color, made in vest style, short sleeves, turned-down collar; buttons (also used for autumn and winter uniforms) for generals and colonels are gold, for lieutenants are silver-white with a raised five-pointed star between two ears of corn, under the two ears of corn is the word "CA" in a frame; the front of the jacket has an outside pocket.

c) Autumn and winter uniform: light pink color, made in vest style with inner lining, long sleeves, turned-down collar, the front of the jacket has an outside pocket; white shirt, long sleeves, collar with a stand; black tie.

d) Shoes, socks: leather shoes, black color, low-cut; socks in light green color.

2. The Minister of Public Security shall specify: ceremonial uniforms for non-commissioned officers, soldiers; regular uniforms, combat uniforms, operational disguise uniforms, and ceremonial uniforms for officers, non-commissioned officers, soldiers, and students of the People's Public Security.

Article 7. Management and use of the People's Police insignia, rank insignia, badge, and uniform of the People's Police force

1. The People's Police insignia, rank insignia, badge, and uniform of the People's Police force shall be exclusively for use by officers, non-commissioned officers, soldiers, and students of the People's Police force in accordance with regulations.

2. The Minister of Public Security shall stipulate the use of the People's Police insignia, rank insignia, badge, and uniform for officers, non-commissioned officers, soldiers, and students who have ceased service in the People's Police force.

3. It is strictly prohibited for agencies, units, organizations, and individuals to produce, store, buy, sell, and use illegally the traditional flag, People's Police insignia, rank insignia, badge, and uniform of the People's Police force. Any acts of producing, storing, buying, selling, and using illegally the traditional flag, People's Police insignia, rank insignia, badge, and uniform of the People's Police force shall be handled according to the provisions of the law.

Article 8. Implementation clause

1. This Decree shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Government Decree No. 86/1998/NĐ-CP dated October 24, 1998, which stipulates the traditional flag, People's Police insignia, rank insignia, badge, and uniform of the People's Police force, and Government Decree No. 130/2004/NĐ-CP dated June 1, 2004, which amends and supplements Government Decree No. 86/1998/NĐ-CP dated October 24, 1998, concerning the traditional flag, People's Police insignia, rank insignia, badge, and uniform of the People's Police force.

2. The Minister of Public Security shall provide guidance on the implementation of this Decree.

3. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Chairpersons of provincial and municipal People's Committees directly under the Central Government shall be responsible for implementing this Decree./.
