Pursuant to the Investment and Construction Management Regulations issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government;
Pursuant to Decision No. 63/1998/QĐ-TTg dated March 18, 1998 of the Prime Minister approving the Orientation for Urban Water Supply Development in Vietnam until 2020;
Pursuant to Decision No. 123/1998/QĐ-TTg dated July 10, 1998 of the Prime Minister approving the adjustment of the Master Plan for Ho Chi Minh City until 2020;
Considering the proposal of the Chairman of the People's Committee of Ho Chi Minh City at the report No. 1832/UB-ĐT dated June 5, 2001 and that of the Ministry of Construction at the letter No. 1977/BXD-KTQH dated November 6, 2001,
DECISION:
Article 1. Approving the overall planning for the water supply system of Ho Chi Minh City until 2010 and orientation until 2020 with the main contents as follows:
1. Objectives:
- The overall planning for the water supply system of Ho Chi Minh City until 2010 and orientation for development until 2020 aims to meet the city’s development needs, aligning with the national urban water supply and drainage development orientation until 2020 and the adjusted Master Plan for Ho Chi Minh City until 2020, serving as a basis for investment preparation and development of the water supply system within the city.
- To determine the water supply requirements for residential areas, industrial zones, export processing zones, and other needs for the periods of 2005, 2010, and 2020, identify water sources, develop plans for building water treatment plants, transmission networks, distribution networks, and financial plans to establish a water supply system meeting the criteria set forth in the Orientation for Urban Water Supply Development in Vietnam until 2020.
2. Scope of Planning:
The scope of the water supply system planning is consistent with the adjusted Master Plan for the city until 2020, covering 12 old inner districts, 5 newly established districts, and 5 suburban counties on an area of 2,093.6 square kilometers, with a projected population of 7,880,000 people by 2010.
3. Content of Planning:
a) Planning period:
The overall planning for the water supply system of Ho Chi Minh City is developed for the period from 2000 to 2010 and oriented towards 2020.
b) Water source planning:
The water supply system of Ho Chi Minh City mainly uses surface water and groundwater resources.
Surface water:
Exploit the Dong Nai River and Sai Gon River to supply the city. By 2010, the extraction volume of the Dong Nai River will be 1,500,000 cubic meters/day-night, and the Sai Gon River will be 600,000 cubic meters/day-night. Continue to plan the construction of reservoirs upstream of the Dong Nai and Sai Gon Rivers to ensure water supply for production and living needs of Ho Chi Minh City in subsequent stages.
Groundwater:
The total capacity of groundwater extraction by 2010 is 200,000 cubic meters/day-night, including 150,000 cubic meters/day-night in the inner city area and 50,000 cubic meters/day-night in Cu Chi district. Continue to conduct surveys to assess groundwater reserves within the city to develop extraction plans when necessary.
c) Water supply standards:
Standards for domestic water supply and the percentage of the population supplied with water comply with the Orientation for Urban Water Supply Development in Vietnam until 2020. the Prime Minister.
Domestic water supply standard: By 2005, it is 160-180 liters/person/day-night; by 2010, it is 180-200 liters/person/day-night; by 2020, it is 200-220 liters/person/day-night. The percentage of the population supplied with water is 85% in 2005, 95% in 2010, and 100% in 2020.
The water supply demand for the city in 2005 is approximately 1,600,000 cubic meters/day-night; in 2010, it is approximately 2,400,000 cubic meters/day-night; in 2020, it is approximately 3,450,000 cubic meters/day-night.
Standard for reducing water loss and revenue loss: By 2005, it is 28%; by 2010, it is 26%.
d) Water treatment technology:
- For surface water sources: apply traditional technology combined with advanced technology considering the actual situation in the city, and adopt scientific and technological advancements to introduce new coagulant chemicals and equipment into the project.
- For underground water treatment plants: apply traditional technology including aeration - sedimentation - rapid filtration - disinfection, and study the use of advanced technology and equipment from around the world.
đ) Water supply network:
Construct a complete pipeline network ensuring full consumption of the water supply capacity of 2,400,000 cubic meters/day-night in 2010, taking into account the possibility of increasing capacity for 2020. Build transmission lines to connect water sources from various plants within the city to support each other and maximize water supply efficiency. Complete the construction of distribution networks to deliver water from the Sai Gon River water plant to the western and southwestern parts of the city.
Based on specific technical conditions, divide the distribution network into several independent networks managed by enterprises; these enterprises are responsible for operating, maintaining, repairing, managing business, and developing consumption networks within their respective areas.
e) Rural water supply:
Construct an underground water plant in Cu Chi to supply water to the Cu Chi district town and nearby residential areas. Construct pipelines and booster stations to supply water to Nha Be and Can Gio districts. Conduct surveys to explore surface and underground water sources, combining with the National Target Program on Clean Water and Environmental Sanitation in Rural Areas approved by the Prime Minister at Decision No. 237/1998/QĐ-TTg dated December 3, 1998 and other programs, ensuring that 85% of rural residents have access to clean water by 2010. g) Investment planning until 2010:
- Complete the renovation of the Thu Duc water plant under Project ADB to increase its capacity to 750,000 cubic meters/day-night.
- Construct Phase I of the Sai Gon River water plant with a capacity of 300,000 cubic meters/day-night.
- Construct the BOT Lyonnaise Des Eaux water plant in Thu Duc with a capacity of 300,000 cubic meters/day-night.
- Construct the Go Vap underground water plant with a capacity of 10,000 cubic meters/day-night.
- Construct the Binh Hung underground water plant with a capacity of 15,000 cubic meters/day-night.
- Construct the Bình Hưng underground water plant with a capacity of 15,000 m3/day night.
- Increase the capacity of the Hoc Mon underground water plant by an additional 35,000 m3/day-night.
- Construct phase II of the Sai Gon River water plant with a capacity of 300,000 m3/day-night.
- Increase the capacity of the Thu Duc water plant by an additional 300,000 m3/day-night.
- Construct and expand the Cu Chi underground water plant, centralized water supply stations at Tan Phu Trung and Tan Quy; simultaneously construct small water stations according to the rural water supply program to ensure that the total capacity of the suburban area reaches 200,000 m3/day-night by 2010.
- Construct transmission pipelines to deliver water from the Thu Duc and Sai Gon River water plants to the city, a pipeline along National Highway 1 to connect these two plants, complete the construction of network I and distribution networks for the eastern, western, and southwestern areas of the city. Construct transmission pipelines and booster stations to supply water to Nha Be and Can Gio districts.
- Construct a control center to monitor the city's water supply system.
Implement the program to reduce water loss and revenue loss, restore the raw water pipelines Hoa An - Thu Duc, carry out metering separation work, and install meters for 100% of consumers.
4. Total investment and sources of capital:
The total investment to implement the Ho Chi Minh City Water Supply Master Plan until 2010 is approximately VND 150,000 billion (equivalent to USD 1 billion).
Sources of capital: Mobilize capital from the Ho Chi Minh City Water Supply Company, loans, ODA funds, domestic BOT investment, state budget, and private capital.
5. Implementation measures:
- Method of mobilizing resources: Implement according to the Orientation for Urban Water Supply Development in Vietnam until 2020 which has been approved. the Prime Minister.
- Implement the Law on Water Resources to protect the safety of underground and surface water in the city; strictly prohibit and take measures to handle cases of unauthorized water extraction.
- Improve organizational structure and enhance the operational and business capabilities of the Ho Chi Minh City Water Supply Company to ensure effective management.
- Implement water pricing based on the principle that water prices must cover costs and repay loans; create conditions for the Water Supply Company to achieve financial autonomy.
- Accelerate the progress of implementing approved projects.
Article 2. Assignment of implementation:
- The People's Committee of Ho Chi Minh City shall be responsible for coordinating with relevant ministries and sectors to implement the investment plan in accordance with the city's development needs, effectively implementing the investment program according to the Ho Chi Minh City Water Supply System Master Plan.
- The Ministry of Construction shall have the responsibility to review and inspect the implementation of the water supply planning in line with the overall urban planning adjustment of Ho Chi Minh City until 2020; guide the preparation of water supply construction projects and water management technical operations.
- The Ministry of Agriculture and Rural Development shall cooperate with the People's Committee of Ho Chi Minh City to manage surface and underground water reserves, conduct surveys to establish water resource plans, and develop plans to supplement water for the Dong Nai and Sai Gon rivers to meet the city's future needs.
- The Ministry of Science and Technology, the Ministry of Health shall cooperate with the People's Committee of Ho Chi Minh City to propose measures to manage and protect the safety of the city's water resources; inspect water quality in accordance with current regulations.
- The Ministry of Planning and Investment, the Ministry of Finance, the People's Committee of Ho Chi Minh City shall unify investment policies and mechanisms to mobilize capital to implement this Master Plan.
Article 3. This Decision takes effect fifteen days after the date of signature. The Chairman of the People's Committee of Ho Chi Minh City; Ministers of Planning and Investment, Construction, Finance, Agriculture and Rural Development, Science and Technology, Environment, and Health; Director of the Land Administration General Department; Governor of the State Bank of Vietnam; and heads of related agencies are responsible for enforcing this Decision./.
