Pursuant to Decree No. 96/CP dated December 7, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government stipulating the forms, objects, and standards for awards granted by the Government, ministries, agencies at the level of ministries, government agencies, and People's Committees at all levels; detailing the standards for labor medals;

Pursuant to the Guidelines on the application of commendation titles in the education and training sector No. 478/BGD-TD/VP-TDCT dated January 19, 1999 of the Ministry of Education and Training and the State Awards Council;

Pursuant to the award regulations for labor - invalids and social affairs work issued together with Decision No. 931/2001/QD-LDTBXH dated September 14, 2001 of the Minister of Labor, Invalids and Social Affairs;

At the proposal of the General Director of the Vocational Training Administration and the Standing Committee of the Ministry of Labor, Invalids and Social Affairs Commendation Council,

DECISION:

Article 1. Issued together with this Decision are the award regulations for vocational training work.

Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 3. The Heads of the Ministry’s Office, the General Director of the Vocational Training Administration, Directors of Provincial Departments of Labor, Invalids and Social Affairs, Principals of vocational schools, Directors of vocational training centers, Heads of related agencies shall implement this Decision according to their respective responsibilities.

REGULATIONS ON AWARDS
FOR VOCATIONAL TRAINING WORK

(Issued together with Decision No. 1606/2002/QD-BLDTBXH,

dated December 20, 2002 of the Minister of Labor, Invalids and Social Affairs)

PART I
GENERAL PROVISIONS

Article 1. These Regulations stipulate the criteria and procedures for recognizing commendation titles for vocational teachers, vocational schools, and vocational training centers; the objects, criteria, and forms of awards for collectives and individuals who have achieved outstanding results in vocational training work.

Article 2. Criteria and procedures for recognizing commendation titles for individuals not directly involved in teaching activities, collectives within vocational schools, and vocational training centers shall be implemented in accordance with Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government; the award regulations for labor - invalids and social affairs work issued together with Decision No. 931/2001/QD-BLDTBXH dated September 14, 2001 of the Minister of Labor, Invalids and Social Affairs.

Article 3. Time for award consideration.

1. Awards are considered once a year during the academic year.

2. Collectives and individuals with particularly outstanding achievements that serve as exemplary models and can be widely promoted within the industry may be considered for awards on an ad hoc basis upon the recommendation of the General Director of the Vocational Training Administration.

PART II

CRITERIA FOR COMMENDATION TITLES FOR VOCATIONAL TEACHERS,

VOCATIONAL SCHOOLS AND VOCATIONAL TRAINING CENTERS

Article 4. Commendation titles for Vocational Teachers, Vocational Schools, and Vocational Training Centers

1. Vocational Teacher

- Model Worker;

- Excellent Vocational Teacher at the grassroots level (this title is equivalent to the title of Outstanding Grassroots Soldier for vocational teachers);

- Excellent Vocational Teacher at the provincial level, central city level, collectively referred to as the provincial level; Excellent Vocational Teacher at the ministerial level, centrally administered ministry level, collectively referred to as the ministerial level (this title is equivalent to the title of Outstanding Provincial or Ministerial Soldier for vocational teachers);

- National Excellent Vocational Teacher (this title is equivalent to the title of National Outstanding Soldier for vocational teachers).

2. Vocational School, Vocational Training Center

- Advanced Vocational School, Advanced Vocational Training Center (this title is equivalent to the title of Excellent Collective Worker for Vocational Schools and Vocational Training Centers);

- Outstanding Vocational School, Outstanding Vocational Training Center (this title is equivalent to the title of Excellent Collective Worker for Vocational Schools and Vocational Training Centers).

Article 5. Criteria for commendation titles for Vocational Teachers

1. Model Worker must meet three criteria:

1.1. Exceeding the assigned performance targets;

1.2. Good moral character, complying well with Party policies and state laws; having a self-reliant spirit; fostering mutual assistance; actively participating in various campaigns; not engaging in social vices;

1.3. Actively studying culture, technology, and professional skills.

2. Excellent Vocational Teacher at the grassroots level

An excellent vocational teacher at the grassroots level is a model among model workers and must meet three criteria:

2.1. Successfully completing teaching duties with high quality and efficiency; possessing excellent professional knowledge and skills recognized by colleagues; having practical innovations and improvements;

Specific contents:

- Lesson plans and teaching outlines;

- Fully delivering the course content and ensuring the teaching schedule;

- Using appropriate and effective teaching methods that facilitate students' understanding and skill development;

- Proficiently and effectively utilizing teaching equipment;

- Effectively implementing educational and personality development programs for students;

- Participating in the compilation of textbooks, teaching aids, models, and the construction of specialized classrooms;

- Winning awards in grassroots-level vocational teacher competitions (when organized);

- Student performance in subjects taught by the teacher achieving at least 85% meeting requirements, including at least 30% being good or excellent.

2.2. Having good moral character; setting a good example by adhering to Party policies and state laws; promoting unity and helping colleagues; actively participating in campaigns; not engaging in social vices.

Specific contents:

- Being responsible for work, modest and simple in lifestyle, trusted and respected by colleagues and students;

- Having good moral character, setting a good example in following Party policies and state laws; strictly abiding by school and center regulations; not engaging in social vices (drug abuse, gambling, prostitution);

- Showing a spirit of overcoming difficulties, helping colleagues, and being a core member of campaign activities; actively contributing to building a united and strong collective.

2.3. Actively learning and enhancing knowledge to improve competence

Specific contents:

- Actively studying politics, professional knowledge, foreign languages, computer skills, and updating scientific and technological information to support teaching;

- Participating in research and applying science and technology, pedagogical techniques to teaching.

3. Excellent Vocational Teacher at the provincial or ministerial level

An excellent vocational teacher at the provincial or ministerial level is a prominent individual among excellent vocational teachers at the grassroots level and must meet the following three criteria:

3.1. Achieve the title of Excellent Vocational Teacher at the grassroots level for three consecutive years, or achieve this title for two consecutive years with particularly outstanding achievements;

3.2. Win an award in the vocational teacher teaching demonstration or self-made vocational teaching equipment competition at the provincial or ministerial level (when such events are organized);

3.3. Have an initiative that has been applied and proven effective, recognized by the School or Center.

4. National-level excellent vocational teacher

A national-level excellent vocational teacher is the most outstanding among provincial or ministerial-level excellent vocational teachers and must meet the following three criteria:

4.1. Achieve the title of Excellent Vocational Teacher at the provincial or ministerial level twice consecutively;

4.2. Win an award in the national vocational teacher competition or national vocational teaching equipment competition (when such events are organized);

4.3. Have an innovative initiative that has been applied and proven effective, recognized by the ministry or province.

Article 6. Criteria for commendation titles for Vocational Schools and Training Centers.

1. Advanced Vocational School, Advanced Vocational Training Center

An advanced Vocational School or Training Center must meet the following five criteria:

1.1. Implement training according to objectives, with quality, achieving high efficiency, and successfully completing assigned tasks.

Specific contents:

- Complete training targets regarding industry structure, quantity, quality, and graduation rate of at least 85%, including at least 30% of students achieving good or excellent grades;

- Develop lesson outlines and textbooks for courses; ensure sufficient textbooks, materials, and other conditions for teaching and learning;

- Innovate training content and methods; regularly disseminate new scientific and technological information to improve training quality;

- Strictly adhere to regulations in training activities;

- Construct specialized classrooms, make teaching aids, and equip with teaching tools;

- Regularly organize annual teaching demonstrations and student excellence competitions; have teachers who win awards in provincial or ministerial vocational teaching demonstrations and students who win awards in provincial or national vocational student excellence competitions (when such events are organized).

1.2. Build a teaching staff adequate in number and structure, implementing standardization of vocational teachers.

Specific contents:

- Build a teaching staff of high quality, adequate in number, and reasonable in structure;

- The proportion of teachers meeting standards: at least 70% for Vocational Schools and at least 50% for Training Centers;

- Computer skills: At least 75% of teachers at Vocational Schools and 60% at Training Centers must reach level A or higher;

- Common foreign languages: At least 70% of teachers at Vocational Schools and 50% at Training Centers must reach level A or higher, with at least 30% of teachers at Vocational Schools reaching level B or higher;

- Maintain regular class observations: at least 90% of lectures must meet requirements; at least 85% of teachers participate annually in grassroots-level teaching demonstrations, with at least 20% winning awards; have teachers who win awards in provincial or ministerial-level teaching demonstrations.

1.3. Apply scientific and technological advancements to teaching and practical training linked to production labor; build facilities to meet training needs.

Specific contents:

- Effectively apply scientific and technological advancements in teaching; collaborate with production, business service, and other educational institutions to link practical training with production labor to enhance training quality and effectiveness;

- Have sufficient classrooms, workshops, practice bases, and technical equipment for training, supplemented and updated annually; effectively manage and utilize technical facilities.

1.4. At least 30% of individuals achieve the title of Model Worker; at least 5% achieve the title of Outstanding Vanguard Soldier at the grassroots level and Excellent Vocational Teacher at the grassroots level (at least 50% of whom are Excellent Vocational Teachers at the grassroots level); there should be no staff, teachers, or employees violating social evils or being disciplined with warnings or higher penalties.

1.5. Adhere well to Party policies, guidelines, laws, and state policies; implement well policies and systems for teachers, staff, and students; create a healthy educational environment, organize school management with discipline, build a united and strong collective, and perform commendation work well.

Specific contents:

- Adhere well to Party policies, guidelines, and state laws;

- Organize an efficient administrative system, implement management according to functions and responsibilities;

- Ensure security and order in the school; take positive measures to prevent and eliminate social evils; there should be no students violating social evils; maintain cooperative relations and actively participate in local activities;

- Organize educational activities on the environment, population, culture, sports, and other movements well;

- The teaching staff and employees are united, implement democratic regulations well; care about improving living conditions and working conditions for teachers and employees; living conditions for students; conduct self-inspection at least once each academic year;

- The Party organization meets the criteria for clean and strong, the Trade Union meets the criteria for a strong grassroots-level trade union, and the Communist Youth League of Ho Chi Minh is rated as good or better.

2. Excellent Vocational School, Excellent Vocational Training Center

An excellent Vocational School or Training Center must meet the following six criteria:

2.1. Implement training tasks according to objectives, with quality, achieving high efficiency, and successfully completing assigned tasks excellently.

This criterion has specific contents similar to the title of an advanced Vocational School or Training Center, but the achievements in each content are at a higher level.

2.2. Build a teaching staff of high quality, adequate in number, and synchronized in structure

This criterion has specific contents similar to the title of an advanced Vocational School or Training Center, but the achievements in each content are at a higher level, specifically:

- The proportion of teachers meeting standards: at least 80% for Vocational Schools and at least 60% for Training Centers;

- Information technology: at least 80% of teachers achieve level A or higher for Vocational Schools and 65% for Vocational Centers;

- Common foreign languages: at least 80% of teachers achieve level A or higher, with at least 40% achieving level B or higher for Vocational Schools; at least 60% of teachers achieve level A or higher, with at least 20% achieving level B or higher for Vocational Centers;

- Maintaining class observation: at least 95% of lectures meet requirements, 100% of teachers participate in annual district-level teaching competitions, with at least 25% winning official awards; there must be teachers who win official awards at provincial-level teaching competitions;

2.3. Apply scientific and technological progress to teaching, practical training linked to production labor, and build material infrastructure to meet training requirements well.

This standard includes the content of the title of Advanced Vocational School and Advanced Vocational Center, but the achievements in each content are at a higher level.

2.4. At least 50% of individuals achieve the title of Excellent Worker, at least 8% achieve the title of Outstanding Soldier in the Grassroots Competition and Excellent Vocational Teacher in the Grassroots Competition, with at least 60% being Excellent Vocational Teachers in the Grassroots Competition; there must be no staff, teachers, or employees violating social evils or being disciplined with warnings or higher.

2.5. Strictly follow the Party's policies, guidelines, laws, and regulations; implement policies and systems well for teachers, staff, and students; create a healthy educational environment, organize school management with good discipline, build a united and strong collective, and perform commendation work well.

This standard includes the content of the title of Advanced Vocational School and Advanced Vocational Center, but the achievements in each content are at a higher level.

2.6. In the five consecutive years prior to the year of evaluation, must have been awarded the title of Advanced Vocational School or Advanced Vocational Center.

CHAPTER III

PROCEDURE FOR REVIEWING AND RECOGNIZING AWARDS FOR VOCATIONAL TEACHERS, VOCATIONAL SCHOOLS, AND VOCATIONAL CENTERS

PROCEDURE FOR REVIEWING AND AUTHORITY TO RECOGNIZE AWARDS FOR VOCATIONAL TEACHERS, VOCATIONAL SCHOOLS, AND VOCATIONAL CENTERS

Article 7. Procedure for reviewing and authority to recognize awards for excellent workers and vocational teachers at various levels.

1. Title of Excellent Worker

The title of Excellent Worker is reviewed and awarded once a year according to the academic year, conducted as follows:

- The Competition and Commendation Council of the Vocational School or Vocational Center (collectively referred to as the Competition and Commendation Council of the unit) reviews;

- The Principal of the School or Director of the Center (collectively referred to as the Head of the Unit) decides on recognition.

2. Title of Excellent Vocational Teacher at the Grassroots Level

The title of Excellent Vocational Teacher at the Grassroots Level is reviewed and awarded once a year according to the academic year, conducted as follows:

2.1. For teachers at Vocational Schools or Vocational Centers under counties, districts, towns, and cities directly under provinces (collectively referred to as county level): The Competition and Commendation Council of the unit proposes, with written comments from the People's Committee of the County and the Competition and Commendation Council of the Department of Labor, Invalids, and Social Affairs reviewing, and the Director of the Department of Labor, Invalids, and Social Affairs deciding on recognition.

2.2. For teachers at Vocational Schools or Vocational Centers under provinces: The Competition and Commendation Council of the unit proposes, with written comments from the direct management agency, the Competition and Commendation Council of the Department of Labor, Invalids, and Social Affairs reviewing, and the Director of the Department of Labor, Invalids, and Social Affairs deciding on recognition.

2.3. For teachers at Vocational Schools or Vocational Centers under ministries or sectors (collectively referred to as ministry level): The Competition and Commendation Council of the unit proposes, with concurrence from the Department of Labor, Invalids, and Social Affairs where the school or center is headquartered; the Competition and Commendation Council of the ministry reviews, and the Minister of the ministry in charge decides on recognition or according to the division of authority of the ministry.

3. Title of Excellent Vocational Teacher at Provincial and Ministry Levels

The title of Excellent Vocational Teacher at Provincial and Ministry Levels is reviewed and awarded in the third and fifth years of the five-year plan, conducted as follows:

3.1. For teachers at Vocational Schools or Vocational Centers under provinces and counties: The Competition and Commendation Council at the lower level proposes, the Department of Labor, Invalids, and Social Affairs receives the file, compiles the proposal for commendation and submits it to the Competition and Commendation Council of the province for review, and the Chairman of the People's Committee of the province decides on recognition.

3.2. For teachers at Vocational Schools or Vocational Centers under ministries: The Competition and Commendation Council of the unit proposes, with concurrence from the Department of Labor, Invalids, and Social Affairs where the school (center) is headquartered; the Competition and Commendation Council of the ministry reviews, and the Minister of the ministry in charge decides on recognition.

4. Title of National Excellent Vocational Teacher

The title of National Excellent Vocational Teacher is reviewed and awarded once every five years in the final year of the five-year plan, conducted as follows:

Provinces and ministries propose according to current regulations, the Competition and Commendation Council of the Ministry of Labor, Invalids, and Social Affairs selects, and the Minister of Labor, Invalids, and Social Affairs submits to the Prime Minister for decision on recognition.

Article 8. PROCEDURE FOR REVIEWING AND RECOGNIZING AWARDS FOR ADVANCED VOCATIONAL SCHOOLS AND ADVANCED VOCATIONAL CENTERS; OUTSTANDING VOCATIONAL SCHOOLS AND OUTSTANDING VOCATIONAL CENTERS

1. Title of Advanced Vocational School and Advanced Vocational Center

1.1. For Vocational Schools and Vocational Centers under provinces and counties: The Competition and Commendation Council of the unit and the direct management agency propose, the Competition and Commendation Council of the Department of Labor, Invalids, and Social Affairs reviews, and the Director of the Department of Labor, Invalids, and Social Affairs decides on recognition.

1.2. For Vocational Schools and Vocational Centers under ministries: The Competition and Commendation Council of the unit proposes, with concurrence from the Department of Labor, Invalids, and Social Affairs where the school or center is headquartered; the Competition and Commendation Council of the ministry reviews, and the Minister decides on recognition or according to the division of authority of the ministry.

2. Title of Outstanding Vocational School and Outstanding Vocational Center

2.1. For Vocational Schools and Vocational Centers under provinces and counties: The Competition and Commendation Council of the unit and the direct management agency propose, the Department of Labor, Invalids, and Social Affairs compiles and submits to the Competition and Commendation Council of the province for review, and the Chairman of the People's Committee of the province decides on recognition.

2.2. For Vocational Schools and Vocational Centers under ministries: The Competition and Commendation Council of the unit proposes, with concurrence from the Department of Labor, Invalids, and Social Affairs where the school or center is headquartered; the Competition and Commendation Council of the ministry reviews, and the Minister of the ministry in charge decides on recognition.

PART IV

FORMS OF COMMENDATION

Article 9. Certificate of Merit from the General Director of the Vocational Training Administration

1. Recipients of Awards

- Vocational schools, vocational training centers;

- Collectives and individuals belonging to vocational schools, vocational training centers.

2. Criteria for Awards

2.1. For collectives: Awarded the title of Excellent Labor Collective, Advanced Vocational School, Advanced Vocational Training Center; Outstanding Labor Collective, Outstanding Vocational School, Outstanding Vocational Training Center.

2.2. For individuals: Awarded the title of Model Worker at the Grassroots Level, Outstanding Vocational Instructor at the Grassroots Level, or outstanding achievements such as winning awards at the National Vocational Instructor Lecture Competition, National Self-made Vocational Training Equipment Competition, National Skills Competition, leading a competition campaign initiated by the Vocational Training Administration.

Article 10. Certificate of Merit from the Minister of Labor, Invalids, and Social Affairs

1. Recipients of Awards

1.1. Collectives

- Vocational schools, vocational training centers;

- Central and local vocational training management agencies;

- Vietnamese agencies and organizations within and outside the country;

- Foreign agencies and organizations and international organizations.

1.2. Individuals

- Vocational instructors;

- Management staff working in vocational training at central and local agencies;

- Individuals belonging to Vietnamese agencies and organizations and foreign agencies and organizations, international organizations.

2. Criteria for Awards

2.1. For collectives and individuals belonging to vocational schools, vocational training centers; central and local vocational training management agencies:

- Collectives

Awarded the title of Outstanding Vocational School, Outstanding Vocational Training Center, Outstanding Labor Collective representing the province or ministry during the year;

- Individual

Awarded the title of Model Worker, Outstanding Vocational Instructor from the grassroots level upwards, representing the province or ministry, or outstanding achievements such as winning first, second, or third place at the National Vocational Instructor Lecture Competition, National Self-made Vocational Training Equipment Competition, National Skills Competition, regional lead in a competition campaign initiated by the Ministry of Labor, Invalids, and Social Affairs.

2.2. For collectives and individuals belonging to Vietnamese units and organizations within and outside the country and foreign agencies and organizations, international organizations:

Contributing positively and effectively to vocational training work.

Article 11. Certificate of Merit from the Prime Minister

Implemented according to the criteria stipulated in Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government.

Article 12. Flag of Excellence from the Ministry of Labor, Invalids, and Social Affairs

The Flag of Excellence from the Ministry of Labor, Invalids, and Social Affairs is awarded to exemplary vocational schools and vocational training centers among the outstanding vocational schools and vocational training centers in the academic year; awarded in three categories, each with three flags: category of vocational schools under ministries; category of vocational schools under provinces; category of vocational training centers.

Vocational schools and vocational training centers eligible for the Flag of Excellence from the Ministry of Labor, Invalids, and Social Affairs must meet the criteria specified in Point 2, Article 15 of Decree No. 56/1998/NĐ-CP of the Government.

Article 13. Flag of Excellence from the Government

The Flag of Excellence from the Government is awarded to vocational schools and vocational training centers with particularly outstanding achievements, creating new models in the academic year; awarded in three categories, each with one flag: category of vocational schools under ministries; category of vocational schools under provinces; category of vocational training centers.

Vocational schools and vocational training centers eligible for the Flag of Excellence from the Government must meet the criteria specified in Point 3, Article 15 of Decree No. 56/1998/NĐ-CP of the Government.

Article 14. Other forms of awards are implemented according to current regulations.

Article 15. Medal for the Cause of Labor, Invalids, and Social Affairs.

The Medal for the Cause of Labor, Invalids, and Social Affairs is implemented according to Decision No. 878/QĐ-LĐTBXH dated August 26, 1995 of the Minister of Labor, Invalids, and Social Affairs, applicable to vocational training institutions under the labor, invalids, and social affairs sector.

CHAPTER V

PROCEDURES, DOCUMENTS AND DEADLINE FOR SUBMITTING AWARD APPLICATIONS

Article 16. Procedures and documents for award applications are implemented according to the provisions of Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government, and the Regulation on Awards for Labor, Invalids, and Social Affairs Work issued together with Decision No. 931/2001/QĐ-BLĐTBXH dated September 14, 2001 of the Minister of Labor, Invalids, and Social Affairs.

The Vocational Training Administration is responsible for receiving applications, compiling, and reviewing award recommendations for collectives and individuals in the field of vocational training to be submitted to the Ministry of Labor, Invalids, and Social Affairs for awards.

Article 17. Deadline for submitting award application documents.

Application documents for awards must be submitted to the Vocational Training Administration before September 15 each year.

Chapter VI
AWARD REGIME AND AWARD FUNDS

Article 18. The award fund and award expenses are implemented according to Decree No. 56/1998/NĐ-CP dated July 30, 1998 of the Government and Circular No. 25/2001/TT-BTC dated April 16, 2001 of the Ministry of Finance regarding guidelines for financial management in implementing the system of awards for outstanding achievements in performing economic and social tasks and national defense.

Chapter VII

IMPLEMENTATION

Article 19. The Vocational Training Administration is responsible for guiding and organizing the implementation of commendation and reward activities in the field of vocational training in accordance with this regulation, while coordinating with the Standing Committee of the Commendation and Reward Council of the Ministry to propose supplements or amendments to the provisions of this regulation based on actual conditions./.
