Regarding the issuance of the Regulations on the Organization and Operation of the Vietnam Finance Times

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 756/BC-GPXB dated June 17, 1993 of the Minister of Culture and Information approving the Ministry of Finance to publish the Vietnam Finance Times;
At the proposal of the Editor-in-Chief of the Vietnam Finance Times and the Director of the Personnel Department,
DECISION:
Article 1. This Decision promulgates the Regulations on the organization and operation of the Vietnam Finance Times attached hereto.
Article 2. This Decision shall take effect from October 1, 2003.
The Decision No. 1141 TC/QĐ/TCCB dated November 17, 1994 of the Minister of Finance on the issuance of the Regulations on the organization and operation of the Vietnam Finance Times is hereby repealed. The Editor-in-Chief of the Vietnam Finance Times, the Director of the Personnel Department, the Director of the Financial Management Department, Heads of units and organizations under the Ministry, and the Head of the Ministry's Office are responsible for implementing this Decision.

Organization and Operation of the Vietnam Finance Times
(Issued together with Decision No.: 161/2003/QĐ-BTC dated September 10 2003 of the Minister of Finance)
Chapter I: General Provisions
Article 1. The Vietnam Finance Times is the voice of the finance sector, having the function of providing information and promoting policies and laws related to finance, as well as political, economic, cultural, and social issues both domestically and internationally, in accordance with the guidelines of the Party and State.
The Vietnam Finance Times operates in accordance with the law and is directly led and directed by the Party Committee and the Minister of Finance.
Article 2. The Vietnam Finance Times has legal personality, its own seal, and is entitled to open accounts at the Treasury and banks in accordance with the provisions of the law.
Chapter II: Tasks and Authorities
Article 3. The Vietnam Finance Times has the following tasks:
1. Editing and publishing the Vietnam Finance Times in compliance with its objectives, purposes, and regulations stipulated in the press license issued by the Ministry of Culture and Information;
2. Providing accurate, objective, and truthful information about financial matters, economic-political situations, and cultural-social conditions both domestically and internationally; promptly disseminating the policies and guidelines of the Party and State, particularly those concerning finance;
3. Identifying and publicizing good examples and new factors, criticizing and opposing violations of the law and negative phenomena in the field of finance;
4. Organizing the distribution of the Vietnam Finance Times and advertising activities on the newspaper in accordance with the provisions of the law;
5. Serving as a forum for economic, financial, and monetary affairs among managers, enterprises, and citizens; promptly reflecting the opinions of cadres and people regarding the formulation and implementation of financial policies and laws of the State;
6. Developing plans and implementing steps to improve material infrastructure, journalist and editorial staff, and contributors; continuously enhancing the quality of the newspaper to meet the requirements of readers within and outside the industry;
7. In addition to publishing the main edition, the Vietnam Finance Times may publish end-of-month editions, supplements, and other specialized publications according to the permits issued by the Ministry of Culture and Information.
Article 4. The Vietnam Finance Times has the following rights:
1. Receiving necessary information from agencies and units inside and outside the industry to serve the publication of the newspaper in accordance with the provisions of the Press Law;
2. Organizing the publication and distribution of the Vietnam Finance Times and other publications throughout the country in accordance with the provisions of the Ministry of Culture and Information;
3. Establishing a network of contributors in organizations and units nationwide;
4. Signing and implementing service contracts for propaganda and advertising on the newspaper with organizations and individuals in need in accordance with the law;
5. Determining the price of newspapers and other publications, and choosing various methods of distribution and sales.
Chapter III. Organizational Structure
Article 5. The Vietnam Finance Times has departments and branches
1. Financial Reporter Department;
2. Economic-Social Reporter Department;
3. Editorial Secretary Department;
4. Administration Department;
5. Reader and Reference Materials Department;
6. Distribution and Advertising Department;
7. Vietnam Finance Times Branch in Ho Chi Minh City.
Specific tasks, staffing, and working relationships of these departments and branches shall be determined by the Editor-in-Chief of the Vietnam Finance Times in accordance with current laws.
Article 6The Vietnam Finance Times has an Editor-in-Chief and several Deputy Editors-in-Chief.
1. The Editor-in-Chief has the following duties and powers:
a. To generally manage the activities of the Vietnam Finance Times and to be responsible before the Minister of Finance and the law for the activities of the Vietnam Finance Times;
b. To directly and comprehensively manage the staff, reporters, and editors in accordance with labor laws and the hierarchical management of cadres by the Minister of Finance;
c. To manage and use financial resources and assets of the unit effectively in accordance with legal provisions;
d. To be responsible for establishing salary regulations and income distribution ensuring fairness, transparency, democracy, and compliance with state regulations;
đ. To proactively streamline staffing, manage, and utilize cadres, reporters, and contributors in accordance with the unit's mission implementation situation;
e. To enter into and terminate labor contracts according to the procedures and formalities stipulated by labor laws;
g. To appoint leadership positions from Deputy Department Heads and equivalent positions downwards; implement salary increases, awards, disciplinary actions, and cadre transfers in accordance with the hierarchical delegation of the Minister of Finance.
2. Deputy Editors-in-Chief perform their assigned tasks under the direction of the Editor-in-Chief and are accountable to the Editor-in-Chief for the tasks assigned. allocation.
Chapter IV. Finance and Assets
, Clause 1, Clause 2 Article 7a of this Regulation.The Vietnam Finance Times is a self-financing public service entity that fully self-funds its operational expenses. All financial and accounting activities of the Times are carried out under the financial management mechanism for self-financing public service entities as prescribed by the State and the Minister of Finance.
The Vietnam Finance Times implements financial and asset management ensuring thrift, effectiveness, and compliance with state regulations and those of the Ministry of Finance.
Chapter V. Implementation Provisions
Article 8. The Editor-in-Chief of the Vietnam Finance Times is responsible for implementing this Charter. Any additions or amendments to the provisions of this Charter shall be proposed by the Editor-in-Chief of the Vietnam Finance Times to the Minister of Finance for review and decision.
The supplementation and amendment of the provisions of this Regulation shall be submitted by the Editor-in-Chief of Vietnam Finance Times to the Minister of Finance for consideration. ./
