Pursuant to the proposal of the People's Committee of Dak Nong Province at Report No. 1697/TTr-UBND dated August 31, 2005 and Report No. 26/TTr-UBND dated January 6, 2006;

Considering the proposal of the Ministry of Planning and Investment at Circular No. 1533/BKH-TĐ&GSĐT dated March 10, 2006 regarding the Master Plan for Socio-Economic Development of Dak Nong Province until 2020,

Article 1Approves the Master Plan for Socio-Economic Development of Dak Nong Province until 2020 with the following main contents:

I. Development Outlook

The Master Plan for Socio-Economic Development of Dak Nong Province until 2020 is consistent with the overall strategy for socio-economic development of the entire country; ensuring the relationship between economic growth and addressing social issues, particularly poverty reduction, ensuring social equity and national unity; between production development and expanding product consumption markets; between economic development and ensuring national defense and security; between sustainable development and environmental protection.

Accelerate the pace of economic growth, gradually transform the economic structure towards industrialization and modernization, improve product quality and commodity ratio; enhance the quality, efficiency, and competitiveness of the economy. Strive to bring average income per capita up to the level of average income in the Central Highlands region and the whole country.

Encourage all economic sectors to develop production and business, mobilize internal resources to the maximum and attract external resources.

Invest comprehensively and complete the important economic and social infrastructure on the provincial territory during the planning period.

Improve the quality of human resources. Develop education, raise public awareness, strengthen specialized and technical training, and vocational training for workers.

II. Main Development Goals

1. On Economy

- GDP growth rate for the period 2006-2010 averages 15.63% per year (of which, industry-construction increases by 45.22%, agriculture increases by 5.67%, services increase by 17%); for the period 2011-2015 averages 16% (of which, industry-construction increases by 25%, agriculture increases by 5%, services increase by 17.66%); for the period 2016-2020 averages 15.6% (of which, industry-construction increases by 20%, agriculture increases by 4.5%, services increase by 15.68%).

- Economic structure shifts strongly towards increasing the share of industry and services. By 2015, the economic structure of the province will be industry-service-agriculture and forestry. The share of industry in GDP increases from 17.8% in 2005 to 48.6% in 2010, then to 60.3% in 2015 and reaches 66.3% in 2020. The share of the service sector reaches 22.5% in 2010, 22.8% in 2015, and 23.8% in 2020. The share of agriculture in GDP is 28.9% in 2010, 16.9% in 2015, and decreases to about 9.9% in 2020.

- Average GDP per capita reaches 14.3 million VND in 2010, 30.4 million VND in 2015, and 66 million VND in 2020. Narrowing the gap with the national average GDP per capita from 58% in 2005 to 90% in 2010 and 163% in 2020.

2. On Society

- Natural population growth rate remains at 1.7% in 2010, 1.1-1.2% in 2020. Urban population ratio reaches 25% in 2010, 28% in 2015, and 36% in 2020.

- Poverty rate decreases to 15-16% in 2010 and equals the national average in 2020. Bring the poverty rate in ethnic minority areas to the provincial average.

- By 2010: reduce malnutrition rate among children to 22%; 85% of the population uses clean water; 6 doctors per ten thousand people. By 2020: reduce malnutrition rate among children to 10%; 100% of the population uses clean water; 8 doctors per ten thousand people.

- By 2010, complete universal secondary education, 30% of the population in age group achieves universal secondary education, and 50% of primary schools meet national standards. In 2020, 75% of the population in age group achieves universal secondary education, and 80% of primary schools meet national standards.

- By 2010, 80% of families; 60% of villages; 90% of agencies and units; and 30% of communes, wards, and towns reach cultural standards. By 2020, 100% of families; 80% of villages; 100% of agencies and units; and 60% of communes, wards, and towns reach cultural standards.

- Complete the defense system, continue building and consolidating the people's national defense and security, ensure social order and safety, and promote socialist rule of law.

III. Orientation for Industry and Sector Development

1. Agriculture, Forestry, Fisheries

Develop agriculture towards commercial production, linking the planning of specialized crop cultivation areas with the increase of drought-resistant and low-water-use varieties, ensuring raw materials for processing industries and exports. Focus on developing crops such as rubber, cashew, pepper, fruit trees, hybrid corn, and other crops like cocoa, cotton, sugar cane, cassava, soybeans, mulberry.

Vigorously develop large livestock farming such as cattle and goats. Gradually develop livestock farming according to industrial methods, concentrated in farms. Encourage all economic sectors to improve ponds, lakes, and surface water areas for aquaculture.

Strengthen the application and transfer of science and technology to production, considering this as the most critical breakthrough to improve the efficiency and income of agricultural, forestry, fisheries, and rural industries. Enhance cooperation with scientific research institutions, while reinforcing and developing technical transfer stations, centers, to test and introduce high-yield and high-quality crop and animal varieties into widespread production. Strengthen agricultural extension and veterinary work.

Prioritize and intensify investment in irrigation, build additional reservoirs, ensuring proactive water supply for agricultural production and increasing land utilization efficiency.

Develop traditional crafts and services serving agriculture.

Focus on seeking and expanding markets for agricultural products. Encourage the consumption of agricultural products through contracts to stabilize raw material areas for agricultural processing factories. Establish a close link between the "four entities": farmers, scientists, businesses, and the state.

By 2010, in the structure of agricultural production value, the proportion of crop cultivation will decrease to 84.5%, animal husbandry will increase to 10.2%, and services will account for 5.3%; by 2020, the corresponding ratios will be 77.8%, 16.3%, and 5.9%.

Protect and develop existing forest areas, particularly vulnerable protective forests, natural conservation areas such as Nam Nung, Ta Dung, and scenic Dray Sap. Combine forest protection with encirclement and regeneration of forests and enrichment of natural forests.

Vigorously plant forests, focusing on developing raw material forests. Convert poor and ineffective production forests to long-term industrial crops and fruit trees, increasing forest coverage to 61% by 2020.

2. Industry and Small-Scale Industry

Concentrate investment and selective development of industries with advantages of the province, in line with market demand and environmental requirements. Maintain high growth rates while improving product quality and production efficiency. In the short term, focus on developing agricultural and forestry processing industries for domestic and export markets; develop construction materials production, accelerate the progress of hydropower projects.

Implement investment projects for bauxite exploitation and aluminum smelting, creating a breakthrough in industrial and socio-economic development of the province.

Support enterprises in technological innovation, brand building, and active integration into the international economy. Develop infrastructure systems and implement policies to attract investment in Tam Thang Industrial Zone, Nhan Co and Dak Ha industrial clusters.

Build and perfect mechanisms and policies to mobilize all domestic and foreign resources for industrial development.

Encourage the development of medium and small-sized industries, small-scale industry, and rural craft villages, especially traditional craft villages in ethnic minority areas. Form industrial points and craft villages in towns, townships, and commune centers.

3. Trade and Services

- Regarding trade: develop trade towards exploiting and serving the provincial market effectively while promoting commodity circulation and economic exchanges with provinces nationwide, particularly southern and central provinces. Strengthen trade promotion activities to expand export markets, striving to increase annual export turnover by more than 10%.

Focus on developing commercial infrastructure, emphasizing upgrading and expanding rural market networks, gradually constructing and reinforcing modern trading and service centers in district centers, commune cluster centers, and sub-regions. In the short term, build Gia Nghia Market into a provincial trading and service center with modern scale.

Vigorously develop border trade. Form two border economic zones at Bu Prang and Dak Per according to planning.

- Regarding services

Improve the quality of financial, banking, postal, telecommunications, and transportation services. Promote technology transfer, agricultural extension, and forestry extension services.

Encourage investment to enhance transport capacity in terms of scale and quality, ensuring people's travel needs and cargo transportation for the economy.

Develop cultural, tourism, entertainment, and leisure services. Expand service networks in rural areas to create additional job opportunities for workers.

- Regarding tourism

Develop tourism linked with ethnic culture and natural scenery of the province, combining with forming tourism routes connecting with Central Highlands and Central Vietnam provinces.

Study the opening of an international tourism route from Phnom Penh - Dak Nong - Ho Chi Minh City.

Focus on developing eco-cultural-sightseeing tourism products; establish ethnic cultural tourism villages for the Mnong and Ma ethnic groups; study to preserve and promote traditional festivals of the province.

Construct infrastructure serving tourism such as transportation, electricity, water supply. Build lodging facilities, restaurants, and hotels according to planning.

4. Environmental Protection and Disaster Prevention

Strengthen environmental management and protection; encourage the use of low-polluting production formulations and technologies. Properly handle waste issues, raise public awareness in preventing forest fires, building green, clean, and beautiful cities. Prevent and limit disasters through integrated solutions including construction of regulating works. Focus on protecting land, forest, water, mineral resources, and natural scenic spots of significance for tourism.

5. Orientation for Social Development Areas

a) Population, Labor, Employment, and Poverty Reduction

Effectively implement the National Program on Population Development and Family Planning, reducing the annual birth rate to 1-1.1%. Gradually redistribute population across areas to develop the economy while consolidating national defense and ensuring border security. Increase labor utilization time in rural areas to 85-90%.

Train over 3,000 skilled workers annually at various levels. Raise the proportion of trained labor in total social labor to 20% by 2010 and to 30% by 2020.

Continue implementing poverty reduction programs. Gradually improve the living standards of households that have escaped poverty, prevent relapse into poverty. Strive to reduce the number of poor households by an average of 5-7% annually.

b) Education and Training

By 2010, complete the preschool education system in all communes; ensure 100% of schools are built solidly; maintain universal primary education and prevent re-emergence of illiteracy throughout the province.

Vigorously promote socialization in education and training, encouraging the establishment of private institutions. Establish a Community College, a specialized secondary school, and some vocational training centers.

c) Health and people's healthcare

By 2010, strive for 80% of communes to meet the national health standard, with 6 doctors per 10,000 inhabitants and 15 hospital beds per 10,000 inhabitants; extend expanded immunization to 100% of children within the target age group.

By 2020, achieve 8 doctors per 10,000 inhabitants and 18 hospital beds per 10,000 inhabitants, with 100% of communes meeting the national health standard.

Vigorously promote socialization in the healthcare sector, encourage the establishment of private hospitals, clinics, family doctors, and high-quality medical facilities. Promote the development and improvement of quality health insurance. Gradually convert public hospitals to operate under a service provision mechanism.

d) Culture, information, propaganda, physical education - sports

Focus on preserving and promoting the traditional cultural values of the ethnic groups in the Central Highlands, combining preservation with economic and social development. Vigorously promote nationwide campaigns to build civilized lifestyles, cultural families, and cultural villages. Establish each commune with a cultural activity center and several inter-commune cultural points.

Develop information networks, radio, television, and press services to reach all communes, towns, villages, and hamlets. Increase investment in infrastructure for the culture and information sector, provincial radio and television stations. Strive to have 100% of communes equipped with radio stations and 100% of communes covered by radio and television broadcasts by 2010.

Build and develop mass physical education and sports activities down to the grassroots level, promote mass physical education and sports movements. Plan and construct cultural and sports activity centers and stadiums in the locality. Construct the provincial sports center in Gia Nghia town.

6. National defense and security

Firmly protect sovereignty, territorial integrity, ensure political stability, maintain social order and safety, contribute to achieving success in economic and social development tasks. Continue to consolidate the people's national defense and security posture.

Build a peaceful, friendly, cooperative, and long-term stable border with Mondulkiri Province (Cambodia). Plan and construct infrastructure while resettling residents in a manner that integrates economic and social development with national defense and security along the border.

7. Infrastructure development

a) Transportation network

By 2020, establish a comprehensive transportation network facilitating cargo transport and the travel needs of the population.

- Construct and upgrade national highways passing through the province: Highway No. 14 (Phase II); National Highway No. 14, National Highway No. 14C, National Highway No. 28.

- For provincial roads and district roads: by 2010, asphalt all road surfaces at a Class 4 standard for two lanes and reinforce bridges and culverts on all routes. Upgrade and reconstruct Provincial Road No. 4 and build a section connecting Provincial Road No. 4 with National Highway No. 28. Upgrade some district roads to provincial road standards.

Upgrade the road leading to Bu Prang Border Gate and Dak Per Border Gate; upgrade provincial roads leading to the border, forming cross-border roads connecting National Highways No. 14, 14C, 27, and 28. Open some roads through new districts, connecting districts within the province with adjacent regions.

- Commune roads: by 2020, ensure all-weather motorable roads to all communes. Roads to commune centers will be paved or concreted.

- Urban transportation: focus on planning and constructing the urban transportation network in Gia Nghia town; by 2010, asphalt 100% of town roads, pave sidewalks, and complete drainage systems. Expand national highways and provincial roads passing through towns to four lanes. Construct bus terminals and plan public parking areas.

b) Electricity network construction

Expand the electricity network, particularly to rural areas. Construct some hydroelectric power plants. By 2020, ensure 100% of households have access to electricity. Invest in intermediate transformer stations in districts. Upgrade the Gia Nghia town and district capital town power grids, and construct urban lighting systems.

c) Water conservancy construction

Concentrate on building water storage facilities on rivers and streams to proactively regulate water; construct pumping stations along major rivers. Prioritize constructing the central reservoir complex in Gia Nghia town, the Dac Ro - Krong No, Dac Dier - Cu Jut irrigation systems, and small-scale water conservancy projects in the Da Nong stream watershed and the Krong No - Cu Jut inter-district small-scale irrigation system; strive to ensure sufficient irrigation water for over 60% of the area needing irrigation by 2010 and over 80% by 2020.

d) Expand clean water supply systems

Strive to ensure 100% of the population has access to clean water by 2020. Increase the capacity of the Gia Nghia town water plant to 25,000 cubic meters/day-night. Construct water plants for current district capital towns without them. For rural domestic water, install extraction and treatment systems to meet clean water standards.3đ) Information technology, postal, and telecommunications development

Strengthen investment in information technology infrastructure towards "shortcuts" and "leading-edge" approaches. Prepare necessary conditions for implementing "E-Government" and "electronic commerce transactions".

Modernize the postal and telecommunications network. Gradually automate, digitize, and synchronize the information network, diversifying service types. Develop a wide-reaching postal and telecommunications network throughout the province. Strive to have 100% of communes equipped with post offices, averaging 7-8 telephones per 100 inhabitants by 2010; by 2020, approximately 15 telephones per 100 inhabitants.

IV. Territorial Development Orientation

1. Administrative Boundary Planning Orientation

- Before 2010

+ Split Dak R'lap District into Dak R'lap District and Tuy Duc District.

- After 2010

+ Split Krong No District into Krong No District and Duc Xuyen District (including Quang Son Commune of Dak Glong District).

+ Split Dak Mil District into Duc Lap Town and Dak Mil District.

+ Split Dak R'lap District into Kien Duc Town and Dak R'lap District.

+ By 2020, Gia Nghia becomes a third-tier city and a provincial city.

2. Urban Development Orientation

2. Orientation for urban development

By 2020, Dak Nong Province's urban network will include 13 cities, including 1 provincial capital city, 2 central townships of sub-regions, and 10 towns (8 district-level towns and 2 cluster village center towns).

- Focus on investing to complete the infrastructure of Gia Nghia township commensurate with its status as a provincial capital, with architectural designs suitable for the local landscape and culture, following a model of green, clean, beautiful, and civilized urban areas.

- Expand existing district-level towns such as Ea T'linh, Dak Mam, Dak Mil, Dak Song, and Kien Duc. Upgrade and complete the infrastructure of these towns to form and develop them into central urban areas of sub-regions.

- Form and construct new towns as centers of newly divided districts and some cluster village center towns.

3. Development according to sub-regions

- Northern sub-region: includes Duc Lap township, Dak Mil, Cu Jut, Krong Nuo, and Duc Xuyen (newly established district).

Development orientation: intensive rice cultivation, forming a key food production area of the province. Develop short-term and long-term industrial crops. Enhance tourism exploitation, promote commercial and service activities. Invest in developing the Dak Per border gate, expand economic cooperation with Cambodian border districts. It is expected that Duc Lap township will be the sub-region center.

- Central sub-region: includes Gia Nghia township, Dak Song, and Dak GLong (newly established district).

Development orientation: invest heavily in industry development. Strengthen infrastructure construction for industrial clusters. Build the Gia Nghia Trade Center and develop Gia Nghia township's tourism to become a key tourist destination of the province.

- Southern (Western) sub-region: includes Kien Duc township and Dak RLap, Tuy Duc districts.

Development orientation: intensify land and forest exploitation and utilization. Develop agriculture towards commodity production. Attract the development of processing industries, mechanical repair, stone mining, hydropower construction; develop trade and services.

V. Key Development Areas and Priority Investment Projects

- Create positive breakthroughs in the effective exploitation and utilization of agricultural and forestry land funds; accelerate land and forest allocation to the people; organize agricultural and forestry promotion and support local ethnic groups to stabilize production.

- Accelerate the development of bauxite mining and aluminum smelting industries. Construct hydropower plants. Develop the construction materials industry and wood processing industry. Promote border economy development.

- Develop high-quality human resources and build scientific and technological potential.

- Transform Gia Nghia township into a provincial-level city by 2020; upgrade National Highway 14, 14C, 28, provincial roads, rural transportation, water supply, tourism infrastructure, and industrial zones.

- Priority investment projects (Annex attached).

VI. Some Main Solutions to Implement the Planning

1. Building Strong Local Governments at All Levels

Accelerate administrative reform, enhance the capacity of cadres and civil servants, clearly define authorities between agencies, strengthen administrative discipline, combat bureaucracy and corruption while ensuring the people's right to self-management. This is a very important solution to improve the effectiveness of economic and social management by local governments, creating a favorable environment to attract resources for development investment.

2. Mobilizing Investment Capital

- For budget funds: apart from central government investment funds for projects on the territory, the province uses central government budget support funds to focus on building infrastructure, hydraulic works, and clean water supply, expanding rural transportation networks, and power grids.

- For other sources of funds: concentrate on production development, key and critical projects to produce goods.

- For external sources of funds: seek assistance from domestic and international organizations to invest in key programs and projects, prioritizing rural infrastructure, paying attention to investment in poor villages and particularly difficult regions.

- Establish mechanisms and policies to encourage all economic sectors to invest in economic development, especially production and business in rural areas.

- Promote socialization in education, healthcare, culture-information, sports-recreation fields to mobilize all social resources for the development of these areas.

3. Solutions Regarding Planning

Regularize planning work, making it a powerful tool for state management of the economy. Implement decentralization in planning establishment, review, approval, implementation, and supervision. Carry out investment in accordance with planning, consistent with financial balance and other resource capabilities.

4. Reform, Reorganization, and Development of Economic Components

Effectively implement the Enterprise Law; resolve financial difficulties for enterprises; reorganize state-owned forest enterprises. Study and issue preferential policies for key industries; perfect policies for industrial development, creating a favorable and attractive environment for investors. Encourage the development of private businesses.

5. Science and Technology Policies and Environmental Protection

Vigorously apply scientific and technical progress to manufacturing, agriculture, construction, and service industries; improve the quality of training and technology transfer, effectively utilizing scientific and technical personnel. Pay attention to environmental protection and ecological balance, ensuring sustainable economic and social development.

6. Human Resource Development Policies

Emphasize education and training work, improve literacy; develop plans to train labor forces suitable for the orientation of production and business industries; enhance the effectiveness of human resource utilization, create incentives to stimulate people to fully utilize their strength and intelligence to achieve high efficiency. Develop planning and training programs to gradually improve the quality of the cadre and civil servant workforce.

7. Strengthen cooperation with provinces and expand markets

Enhance economic cooperation with localities throughout the country, especially Ho Chi Minh City, establish special mechanisms to attract investors to Dak Nong; build programs to mobilize ODA and FDI funds prioritizing investment in urban and rural infrastructure development, healthcare, education, poverty reduction, and hunger eradication.

Pay attention to expanding markets both within and outside the province. Improve product quality, innovate designs, increase competitiveness, and steadily expand markets; strengthen promotional activities and brand building for export-oriented products with competitive advantages.

Article 2. This planning serves as guidance and a basis for establishing, reviewing, and implementing specialized sectoral plans and investment projects within the province according to regulations.

Article 3. The People's Committee of Dak Nong Province, based on the objectives, tasks, and development orientations of the economy and society of the Province as stipulated in the planning, shall take the lead and coordinate with relevant ministries and sectors to direct the establishment, review, and implementation according to regulations:

- Planning for socio-economic development of districts and towns, planning for the development of the urban system and residential areas, construction planning, land use planning, and industry development planning to ensure comprehensive and synchronized development.

- Study and formulate or submit to competent state agencies for promulgation some mechanisms and policies appropriate to the development requirements of the province at each stage, aimed at attracting and mobilizing resources to implement the planning.

- Establish long-term, medium-term, and short-term plans, key development programs, and specific projects for focused or phased priority investments.

- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this planning in accordance with the socio-economic development situation of the province during each planning period.

Article 4. Assign relevant central ministries and sectors to support the People's Committee of Dak Nong Province in researching and establishing the above-mentioned plans; study and propose to competent authorities for promulgation some mechanisms and policies appropriate to the socio-economic development requirements of the Province at each stage. Accelerate investment and implementation of regional impact and important projects for the socio-economic development of the Province that have been decided upon. Research and submit to competent authorities for approval the adjustment and supplementation of industry development plans and investment plans for projects mentioned in the planning. Support the Province in finding and allocating domestic and foreign investment capital to implement the planning.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Dak Nong Province, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for enforcing this Decision./.
