Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Considering the proposal of the Director General of the Police Traffic Safety Corps,
DECISION:
Article 1. Issued along with this Decision are "Regulations on Inspection and Registration of Watercraft for the People's Public Security Forces".
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decision No. 834/2000/QĐ-BCA(C11) dated October 6, 2000 of the Minister of Public Security on administrative registration, technical inspection, and management of watercraft for the People's Public Security Forces.
Article 3. The Director General of the Police Traffic Safety Corps shall be responsible for guiding, monitoring, and inspecting the implementation of this Decision.
Article 4. Directors of all Police Corps, Heads of units directly under the Minister, Directors of Public Security Departments of provinces and centrally governed cities, and Directors of Fire Prevention and Control Departments of Ho Chi Minh City shall be responsible for implementing this Decision.

Chapter 1.
GENERAL PROVISIONS
Article 1. Scope of application
These regulations govern the inspection and registration of watercraft for the People's Public Security Forces (hereinafter referred to as watercraft) engaged in national security protection and maintaining public order and social safety.
Watercraft engaged in commercial transportation by public security enterprises shall comply with the inspection and registration regulations stipulated by the Ministry of Transport.
Article 2. Applicability
These regulations apply to public security units and localities assigned to manage and use watercraft (excluding those specified in Clause 2, Article 1 of these regulations).
Article 3. Watercraft subject to inspection and registration
a) Watercraft subject to inspection
- Watercraft with main engine total power of five horsepower or more or carrying five persons or more;
- Non-motorized watercraft with gross tonnage of five tons or more or carrying more than twelve persons.
b) Watercraft subject to registration
- Motorized watercraft;
- Non-motorized watercraft with gross tonnage of one ton or more or carrying five persons or more.
Article 4. Conditions for operation of watercraft.
1. Watercraft must be inspected and registered according to these regulations before being put into operation.
2. When in operation, watercraft must have the following documents:
a) Certificate of watercraft registration;
b) Certificate of technical safety and environmental protection for watercraft;
c) Technical inspection logbook of watercraft;
d) Order to mobilize watercraft.
3. For river and sea vessels when in operation, in addition to the documents specified in Clause 2 of this Article, they must also have:
a) Voyage logbook;
b) Engine logbook;
c) Crew logbook.
4. For watercraft not required to be inspected and registered when operating on inland waterways, they must ensure safety in accordance with the Inland Waterway Transport Law.
Chapter 2.
INSPECTION OF WATERCRAFT
Article 5. Conducting inspection of watercraft
1. Conducting inspection of watercraft involves checking and evaluating the technical condition of the watercraft to determine if it meets the conditions for issuing a certificate of technical safety and environmental protection for watercraft; technical inspection number of watercraft.
2. When conducting technical safety inspections of watercraft, regulations on standards and technical norms must be followed.
Article 6. Standards and responsibilities of inspectors
1. Inspector standards
a) Personnel engaged in watercraft inspection must hold a bachelor's or associate degree in marine engineering, hull, or electrical engineering, and have undergone training in inspection procedures;
b) They must be issued a Certificate of Watercraft Inspector by the Director of the Waterway Traffic Police Corps.
2. Responsibilities of inspectors
a) Inspect the technical safety of watercraft and bear responsibility for such inspections;
b) Sign various inspection reports of watercraft.
Article 7. Inspection procedures
When applying for inspection, watercraft must have the following documents:
1. General procedures
a) A letter requesting inspection of watercraft from the unit managing and using the watercraft;
b) Two color photographs measuring 10cm x 15cm showing the right side of the watercraft in its floating state.
2. Initial inspection procedures
- In addition to the general procedures stipulated in Clause 1 of this Article, watercraft undergoing initial inspection must also have:
a) Technical documentation of the watercraft;
b) Acceptance report of technical quality upon factory release.
3. Subsequent inspection procedures
In addition to the general procedures stipulated in Clause 1 of this Article, there must also be:
a) Certificate of watercraft registration;
b) Certificate of technical safety and environmental protection for watercraft;
c) Technical inspection logbook of watercraft;
d) Acceptance report of technical quality upon factory release (if the watercraft requires maintenance or repair).
Article 8. Documents issued to watercraft meeting technical safety requirements after inspection
1. Certificate of technical safety and environmental protection for watercraft.
2. Technical inspection logbook of watercraft;
3. Various types of technical inspection reports.
Article 9. Procedures for reissuing the Certificate of Technical Safety and Environmental Protection for Watercraft and the Technical Inspection Logbook of Watercraft
1. If the Certificate of Technical Safety and Environmental Protection for Watercraft or the Technical Inspection Logbook of Watercraft is lost, confirmation from the head of the managing or using unit is required.
2. If the Certificate of Technical Safety and Environmental Protection for Watercraft or the Technical Inspection Logbook of Watercraft of the watercraft is torn, faded, or otherwise unusable, the managing or using unit must submit a letter requesting the inspection authority to reissue them and return the previously issued documents to the inspection authority.
Article 10. Validity period of the Certificate of Technical Safety and Environmental Protection for Watercraft
1. For newly built watercraft undergoing initial inspection, the validity period of the Certificate of Technical Safety and Environmental Protection for Watercraft is twelve months for steel-hulled watercraft; six months for wooden or plastic-hulled watercraft.
2. A certificate of technical safety and environmental protection for watercraft that has expired shall be reissued. The inspection agency shall determine the reissue period based on the actual condition of each watercraft, but it must not exceed the maximum period specified for newly constructed watercraft of the same type.
Chapter 3.
WATERCRAFT REGISTRATION
Article 11. General Procedures
When registering watercraft, the following documents must be provided:
1. A letter requesting registration from the managing or using entity of the watercraft;
2. Two color photographs measuring 10cm x 15cm showing the full view of the watercraft in its floating state;
3. Certificate of technical safety and environmental protection for watercraft, Technical Inspection Booklet of watercraft, Technical Inspection Report of watercraft.
Article 12. Registration Procedures for Specific Cases
In addition to the documents stipulated in Article 11 of this Regulation, the following additional documents must be provided for specific cases:
1. For newly constructed watercraft
Decision on equipping watercraft by the competent authority or new construction contract, valid purchase and sale documents.
2. For imported watercraft
a) Decision on equipping watercraft by the competent authority;
b) Import-related documents as prescribed.
3. For watercraft transferred from another unit or locality
a) Decision on transferring watercraft by the competent authority or valid purchase and sale documents;
b) Previous registration certificate of the watercraft;
c) Certificate of technical safety and environmental protection for watercraft;
d) Technical Inspection Booklet of watercraft;
đ) Original valid file.
4. For watercraft confiscated and sold at auction or equipped for units by authorities
a) Confiscation decision;
b) Invoice and warehouse release form;
c) Minutes of the Auction Committee (for watercraft sold at auction);
d) Decision on equipping watercraft by the competent authority.
5. For watercraft gifted or donated by domestic and foreign organizations, agencies, or individuals
a) Gift or donation certificate from the organization, agency, or individual;
b) Registration certificate, Certificate of technical safety and environmental protection for watercraft, Technical Inspection Booklet of watercraft (if the watercraft has been registered);
c) Import documentation (if the watercraft is imported).
6. For watercraft with lost original files, there must be a Minutes confirming the loss of original files by the Inspection Committee. The Inspection Committee is established at the Department, Bureau, Command, Provincial Police, or Fire Prevention and Fighting Police Department of Ho Chi Minh City. The Chairman of the Committee is the head of the unit.
Article 13. Reissue of Registration Certificate
1. General procedures
a) A letter requesting reissue of the Registration Certificate from the head of the managing or using entity of the watercraft;
b) Two color photographs measuring 10cm x 15cm showing the right side of the watercraft in its floating state.
2. In addition to the documents specified in Clause 1 of this Article, the following cases when applying for reissue of the Registration Certificate must provide additional documents:
a) For watercraft with changed structure or technical features
- Registration certificate of the watercraft;
- Certificate of technical safety and environmental protection for watercraft;
- Technical Inspection Booklet of watercraft.
b) For cases where the registration certificate is torn, damaged, or lost
- Confirmation from the head of the managing or using entity of the watercraft;
- Certificate of technical safety and environmental protection for watercraft.
- Technical Inspection Report of watercraft.
Article 14. Removal of Name from Register
Within thirty days from the date of scrapping, expiration of service life, destruction without possibility of recovery, loss, or transfer out of the industry or managing and using entity, the entity must report to the registration agency and return all issued documents to remove the name from the Register.
Article 15. Name and Registration Number of Watercraft
1. The entity using the watercraft wishing to name the watercraft must obtain approval from the registration agency. The name of the watercraft must be placed in a visible position, with size, color, and font style corresponding to those of the registration number.
2. The registration number must be painted directly onto the hull of the watercraft, with a blue background, white letters and numbers. The registration number must be marked at five positions: right side, left side, front of the driver's cabin, both sides of the bow of the vessel. In case of special-sized watercraft, the layout of the registration number should be adjusted accordingly.
The size of the registration number background must be appropriate to the size of the registered letters and numbers.
The size of the letters and numbers of the registration number is specified as follows:
a) Minimum height of letters and numbers: 200 mm;
b) Minimum width of letters and numbers: 150 mm;
c) Minimum stroke width of letters and numbers: 30 mm;
d) Distance between letters and numbers: 30 mm.
3. Structure of the Registration Number
CA ab – cd – ghk
a) Group of uppercase letters CA: symbol of watercraft of the Public Security Force
b) Group of lowercase letters ab: symbol of the name of the registering entity or locality
Watercraft registered by the Directorate of Traffic Police for Waterways have the symbol 80; watercraft registered by provincial public security forces, direct-controlled municipalities' public security forces, and Ho Chi Minh City Fire Prevention and Fighting Police Department are unified with the registration symbols of motor vehicles of the respective province or city.
c) Group of letters cd: symbol indicating the type of watercraft
- Patrol boats: symbol 51;
- Transport vessels serving combat: symbol 52;
- Various types of motorboats (external engine installation): symbol 53.
d) Group of letters ghk: registration serial number, recorded with three natural numbers from 001 to 999.
Chapter 4.
AUTHORITY FOR INSPECTION AND REGISTRATION OF WATERCRAFT
Article 16. Authority for Inspection
The Directorate of Traffic Police for Waterways inspects all watercraft of the People's Public Security Forces; the Director of the Directorate of Traffic Police for Waterways signs the Certificate of Technical Safety and Environmental Protection for Watercraft and the Technical Inspection Booklet of Watercraft.
Article 17. Authority for Registration
a) The Directorate of Traffic Police for Waterways registers watercraft of entities under the Ministry of Public Security; the Director of the Directorate of Traffic Police for Waterways signs the Registration Certificate of Watercraft;
b) The Traffic Police for Waterways Division or the Traffic Police Division under the provincial public security force registers watercraft managed and used by local public security forces; the Head of the Traffic Police for Waterways Division or the Head of the Traffic Police Division under the provincial public security force signs the Registration Certificate of Watercraft.
Article 18. Time limit for issuing various types of documents and managing files
1. The time limit for issuing the Registration Certificate, Safety and Environmental Protection Technical Inspection Certificate for watercraft, and the Technical Inspection Logbook for watercraft shall be as follows:
a) Within five days from the date of receiving all necessary documents for newly registered, re-registered, or reissued Safety and Environmental Protection Technical Inspection Certificates for watercraft;
b) Within seven days from the date of receiving all necessary documents for cases where the watercraft's documents are damaged or lost.
2. The inspection and registration authority of watercraft shall be responsible for establishing a logbook to monitor inspection and registration work, storing, and managing watercraft files.
Chapter 5.
IMPLEMENTATION
Article 19. Responsibilities of the General Police Department
1. Directing, monitoring, and inspecting the implementation of this regulation.
2. Organizing printing, managing, and distributing documents and forms for the police force's watercraft inspection and registration work (excluding forms delegated to localities).
Article 20. Responsibilities of the Logistics General Department
Taking the lead and coordinating with the General Police Department in designing new construction, planning procurement of equipment for watercraft for local police units; budgeting repair costs and fuel consumption standards for each type of watercraft to ensure service requirements for security operations of the police force.
Article 21. Responsibilities of the People's Public Security Force Construction General Department
Ensuring staffing for police units and localities and guiding recruitment and training of officers and soldiers with technical qualifications to carry out watercraft inspection and registration work in accordance with the provisions of the law.
Article 22. Responsibilities of units equipped, managed, and using watercraft
Directing and organizing the implementation of watercraft inspection and registration work under their management in accordance with this Regulation./.
