Pursuant to the Law on Organization dated December 25, 2001;
Considering the proposal of the Ministry of Transportation (Proposal No. 4470/GTVT dated December 28, 2000, Circular No. 2246/GTVT-KHĐT dated June 26, 2002, and Circular No. 3775/GTVT-KHĐT dated October 10, 2002); the opinions of the Ministry of Planning and Investment (Circular No. 5973/BKH-CSHT dated September 4, 2001 and No. 5187/BKH-CSHT dated August 14, 2002) on the Master Plan for the Development of the Road Transport Industry in Vietnam until 2010 and orientations until 2020,
DECISION:
Article 1Approve the Master Plan for the Development of the Road Transport Industry in Vietnam until 2010 and orientations for development until 2020 with the main contents as follows:
1.Perspective:
a)Road transport is an important component of the economic and social infrastructure and transportation infrastructure, requiring investment to develop ahead of time to create a foundation and driving force for economic and social development, serving industrialization and modernization, meeting the process of regional and international integration, contributing to strengthening national security and defense.
b)Emphasizing the maintenance, consolidation, and upgrading to maximize the capacity of existing transportation infrastructure, while investing in new construction projects that are truly necessary; focusing on upgrading transportation infrastructure in key economic zones, urban areas, and major international traffic routes, enhancing the capacity to ensure smooth road traffic along the North-South axis.
c)Developing rational and synchronized road transport within a unified master plan with division of responsibilities and cooperation between different modes of transport, suitable to geographical conditions, forming a nationwide transportation network that is continuous and effective.
d)Maximizing the geographical advantages of the country, developing the road transport system to serve foreign economic development, regional and international integration.

2.Objectives of the development planning: From now until 2010.
a)Road transport.
Meeting the society's demand for cargo and passenger transport with high quality, reasonable prices, ensuring safety and convenience.
Allocation of transport: Leveraging the advantage of road transport being diverse and highly mobile, very effective within short distances, consolidating goods for other transport modes, transporting on routes where other modes like railways and inland waterways cannot meet the requirements.
Organization and management of road transport: Creating a healthy competitive environment in road transport to enhance service capacity and quality at reasonable prices, applying mechanisms and policies to encourage the development of urban public transport, transport in mountainous, remote, and border areas, ensuring transport needs indifficult areas.
b)Transport infrastructure.
Continuing to consolidate, restore, and upgrade existing road transport infrastructure, deepening investment in some important projects to increase vehicle flow, complete the road network, and construct new projects with urgent needs: Implementing design and construction according to Vietnamese standards for new construction projects, taking into account regional and international integration requirements.
Specific objectives:
Enhancing capacity for maintenance work, increasing research and application of advanced scientific and technological progress in managing and maintaining transport infrastructure.
Completing the restoration and upgrading of the existing road system, particularly ongoing or committed projects funded by ODA loans to gradually bring the road system up to a unified technical level across the country.
By 2005, most national highways (except provincial roads by 2010) should have asphalt or cement concrete surfaces, completing the construction of large bridges on major routes, expanding national highways with high transport demands.
Studying and implementing the construction of expressway systems, initially in economically developed regions, key economic zones, and important traffic axes with high traffic volumes.
The period from 2011 to 2020: Continuing to improve and gradually modernize the road transport infrastructure network.
3.Development planning of transport infrastructure:
a)National highway system.
North-South axis.
The North-South axis includes two routes: National Highway 1A and Ho Chi Minh Highway. These are the most important road corridors in the country's road system. Building, restoring, and upgrading these routes are crucial factors promoting economic and social development, maintaining political stability, and national defense. National Highway 1A from Friendship Pass to Ca Mau, 2,298 km long, will be completed and upgraded by 2005, reaching Class III standard for plains, two-lane roads. Some sections, particularly near major cities, will be expanded and upgraded to four to six-lane roads.

Highway Ho Chi Minh Phase 1 is planned from Hoa Lac to Bien Phuoc Intersection, with a length exceeding 1,700 km, formed on the basis of linking National Routes 21, 15, 14B, 14, and 13. This phase mainly involves connecting existing routes, with some sections upgraded or newly constructed to meet Class III standards with two lanes. The subsequent phase will follow the overall plan for the entire Ho Chi Minh Highway, which will be approved separately.
Northern Region:
Major economic zones' routes.
The national routes within the Northern key economic zone include National Routes 5, 10, 18, 38, and 39.
These national routes will be completed in restoration and upgrading by 2005, meeting standards from Class Ito Class III, including:
National Route 5 from Hanoi to Hai Phong (Chua Ve Port): completion of upgrading to meet Class I standards with 4-6 lanes by 2001, and some sub-projects to enhance operational efficiency by 2002.
National Route 18: By 2005, complete upgrading of the section from Bac Ninh to Bai Chay to meet Class III standards with two lanes, and the Bai Chay-Cam Pha section with four lanes. Resurface the Mong Duong-Mong Cai section to facilitate travel; continue upgrading and widening from 2006 to 2010.
National Route 10: Complete upgrading of the section from Bi Cho to Ninh Binh, 150 km long, to meet Class III standardswith two lanes, including major bridges along the route.
Complete routes serving flood diversion such as National Routes 12B, 21, and 21B.
Complete large bridges like Binh, Bai Chay, Yen Leng, Kien, Thanh Tri, Ta Khoa, Nhat Tan...
Spoke routes.
Spoke routes from Hanoi to northern provinces include National Routes 2, 3, 6, 32, 32C, and 70. From now until 2010, restore and upgrade these spoke routes to meet Class III in standards at the beginning of the route and Class IV at the end of the route (mountainous areas); specifically, sections within a radius of about 50-70 km from Hanoi will be widened to 4-6 lanes or constructed as expressways.
Ring routes, comprising three main rings:
Ring 1 includes National Route 4 (4A, 4B, 4C, 4D, 4E) from Tien Yen (Quang Ninh) to Pa So (Lai Chau), passing through Lang Son, Cao Bang, Ha Giang, and Lao Cai provinces. Currently, two sections remain unconnected: Ha Giang-Muong Khang and Bao Lac-Meo Vac. It is planned that by 2005, the entire route will be connected, with some new sections constructed to form a continuous ring route. After 2010, upgrade the entire route to meet Class IV standardswith two lanes, and difficult sections to meet Class V standards.
Ring 2 is National Route 279 from Dong Dang (Quang Ninh) to Tuong Giay, and to Tay Trang (Lai Chau), currently with the section Song Da-Tuong Giay (60 km) unconnected. It is planned that by 2005, the entire route will be connected. In the later stage, upgrade the entire route to meet Class IV standards with two lanes, and difficult sections to meet Class V standards, constructing new sections to avoid flooding for the Son La hydroelectric project.
Ring 3 is National Route 37, from Sao Do (Hai Duong) to Xom Lom (Son La), passing through Hai Duong, Bac Giang, Thai Nguyen, Tuyen Quang, and Son La provinces. It is planned that by 2010, the entire route will be upgraded to meet Class IV standards.
Central Region:
Besides the two north-south axes, National Route 1A and the Ho Chi Minh Highway, the Central region also has a system of cross routes connecting the coastal plains of the Central region with the Central Highlands (Kon Tum, Gia Lai, Dak Lak, Lam Dong) provinces, linking Vietnamese seaports to international border gates via Laos and Cambodia, among which some routes are important East-West corridors of the region.Cross routes in the Central region include National Routes: 48, 7, 8, 12, 9, 49, 14D, 14E, 24, 19, 25, 26, 27, 27B, 28, 40, and the route along the Vietnam-Laos-Cambodia border is National Route 14C.
Cross routes in the Central region will be restored and upgraded, with some new sections constructed to meet standards from Class III to Class IVwith two lanes. Specifically:
By 2003, complete upgrading of National Route 9 to meet Class III standards.
By 2005, complete construction of National Route 12 from Vung Tau Port to Mu Giya Border Gate, connecting with Lao Route 12, meeting Class IV standards with two lanes. Upgrade National Routes 7, 49, 24, and 28 to meet Class IV standards, and difficult sections to meet Class V standards with two lanes.
By 2010, upgrade National Routes 8, 19, 25, 26, and 27 to meet Class III and Class IV standards.
Other national routes such as National Routes 45, 46, 217, 14C, 14D, and 14E will primarily focus on road surface upgrades combined with widening sections through towns and very poor sections. After 2010, they will be upgraded to meet Class IV standards with two lanes, and difficult sections to meet Class V standards.
Implement the program to strengthen sections frequently flooded, ensuring operation during storm and flood seasons.
Southern Region.
Southeastern Region.
From 2001 to 2010, develop the transportation infrastructure of the Southeastern region focusing on major national routes connecting economic centers in the Southern key economic zone: HoChi Minh City - Dong Nai - Ba Ria Vung Tau - Binh Duong, including National Routes 51, 55, 56, 22, 22B, 13, and 20. Specifically:
National Route 51: Complete upgrading of the entire route to a four-lane standard.
National Route 55: Complete upgrading of the entire route to meet Class III standards.
National Route 22: By 2003, complete upgrading of the section from Ho Chi Minh City to Mo Cay, meeting Class I standardswith four to six lanes.
National Route 13: Plan to construct a four-lane expressway from Bien Phuoc Intersection to Thu Dau Mot by 2005, covering 30 km.
National Route 20: Invest in upgrading the road surface while maintaining Class III standards.
Study construction of the Ho Chi Minh City - Long Thanh - Vung Tau Expressway, initially building the Ho Chi Minh City - Long Thanh - Dau Giay section with a four-lane standard by 2005; from 2006 to 2010, build the Long Thanh - Vung Tau section.
Study construction of the Nhon Trach Bridge over Dong Nai River, the Phu My Bridge over Sai Gon River, and other major bridges.
Southwest Region.
Southwest Regionincluding National Routes 50, 62, 30, 54, 57, 60, 61, 63, 80, 91 and some other National Routes. The focus of road development in this area is to complete the upgrading of these routes to reach the standard scale of Class III roads with two lanes; sections passing through towns and townships will be expanded. Continue expanding National Route 1A in sections with high transportation demand, primarily the section from Ho Chi Minh City to Trung Luong. Construct new routes N1 and N2 to connect with National Route 14C and the Ho Chi Minh Road. Route N1 runs along the border between Vietnam and Cambodia, from Duc Hue Bridge (Long An) through four provinces: Long An, Dong Thap, An Giang, and Kien Giang, with two major river crossings at Tan Chau and Chau Doc. the delta region, the standard of Class IV roads should be achieved; in mountainous regions, the standard of Class IV and Class V roads should be achieved; sections passing through market towns should achieve the standard of Class III roads.
The asphalt coverage ratio should reach 60% by 2005; 100% by 2010; by 2020, basic improvements and upgrades to the district road system should be completed.
c) Urban road traffic.
Hanoi City.
Period 2001-2005:
Focus on renovating and upgrading central axes leading into the city, including National Routes 5, 18, 1, 2, 3, 32, 6, and the Lang - Hoa Lac Road.
Complete Ring Road 1 and renovate the southern part of Ring Road 2 across the Red River. Complete the eastern and southern parts of Ring Road 3. Renovate traffic junctions and congested road sections. Build additional roads in districts and newly developed areas.

Complete the northern and western parts of Ring Road 1 and renovate parts of Ring Road 2. 4. Planning for the development of road transport.
Road transport will gradually be invested and developed to achieve the following transport targets: cargo volume in 2010 is 186 million tons, equivalent to 9.206 billion ton-kilometers, in 2020 is 343 million tons, equivalent to 17.842 billion ton-kilometers; passenger transport in 2010 is 1.787 million passengers, equivalent to 48.579 billion passenger-kilometers, in 2020 is 4.634 million passengers, equivalent to 126.003 billion passenger-kilometers.
Road transport will gradually meet environmental protection standards according to Vietnamese and regional standards; reduce transportation costs; improve the quality of transportation services and ensure traffic safety.
Maintain the necessary level of state-owned enterprises engaged in road transport operations, public passenger transport enterprises in major cities; gradually privatize the remaining state-owned enterprises engaged in automobile transport.
5. Planning for the development of transportation means.
a) Cars:
To handle the transportation volume stated during the 2010-2020 period, forecast the demand for means of transport as follows: by 2010, the number of small cars is 310,000 units, passenger cars is 360,000 units corresponding to 10,256,000 seats, trucks is 620,000 units corresponding to 3,400,000 tons of carrying capacity (TPT); by 2020, small cars is 680,000 units, passenger cars is 770,000 units corresponding to 22,950,000 seats, trucks is 1,350,000 units corresponding to 7,300,000 TPT.
b) Motorcycles and public passenger transport.
Limit the average annual increase in the number of motorcycles to not more than 10% through economic and technical measures to control the number of motorcycles nationwide under 13 million units by 2005 and from 2006 to 2010, gradually reduce the number of motorcycles circulating in major cities, first and foremost in the capital city of Hanoi, Ho Chi Minh City and other major cities. Motorcycles are mainly used in rural areas and areas without public passenger transport.

Regarding the capital investment requirements for developing the infrastructure of road transport in the 2001-2010 period. Article 2.Credit organizations on to implement.
1. Entrust the Ministry of Transportation to lead and coordinate with relevant ministries, departments, provincial People's Committees under the Central Government to organize and implement the Development Plan for Vietnam's Road Transport System until 2020.
2. Based on this development plan, the Ministry of Transportation will detail and implement the Development Plan for Vietnam's Road Transport System until 2020, and annual detailed plans in accordance with five-year periods, adapting to the country's socio-economic development; guide the monitoring process of the plan implementation; propose necessary solutions for implementing this development plan, submit to the Government and the Prime Minister for decision. Regularly conduct mid-term reviews and evaluations of the five-year plan implementation situation.
3. Ministries, departments, provincial People's Committees under the Central Government, within their functions, tasks, and authorities, are responsible for coordinating with the Ministry of Transportation to implement the tasks and goals of the road transport development plan, ensuring consistency and synchronization with the implementation of socio-economic development plans at the sectoral and local levels.
Article 3.This Decision takes effect 15 days after the date of signature.
Article 4.Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the Central Government are responsible for enforcing this Decision./.
