Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital;
Considering the proposal of the Ministry of Science and Technology,
DECISION:
Article 1. Approves the plan for restructuring and modernizing state-owned enterprises with 100% state capital under the Ministry of Science and Technology for the period 2007-2010 as follows:
1. Enterprises to be converted into limited liability companies with one member (in 2008-2009):
- Science and Technology Publishing House.
- Technology Application and Development Company (under the Vietnam Atomic Energy Institute).
2. Enterprises to implement shareholding reform, with the state holding a low percentage of shares or no shares at all:
In 2007:
- Electronics, Mechanical and Environmental Technology Company.
In 2008:
- Technology and Development Company.
Article 2. The Minister of Science and Technology shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises with 100% state capital under his ministry according to the approved content and schedule.
The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the Ministry of Science and Technology in implementing this Decision.
The Steering Committee for Enterprise Modernization and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 3. This Decision takes effect from the date of signature.
The Minister of Science and Technology and heads of related agencies are responsible for enforcing this Decision./.
