Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Government Chairman on issuing criteria and classification lists for 100% state-owned enterprises;
Considering the proposal of the Vietnam Academy of Science and Technology,
DECISION:
Article 1. Approves the restructuring and modernization plan for state-owned enterprises directly under the Vietnam Academy of Science and Technology for the period 2007-2010 as follows:
1. Reorganize Newtatco Corporation and its two subsidiary companies (Information Technology Development and Human Resource Supply Company, Tourism and Trade Company) into a Joint Stock Company with One Member for Technology Application and Tourism.
2. Implement shareholding reform:
- In 2007:
Power Investment and Infrastructure Development Company (PIDI).
- In 2008:
+ NetNam Company.
+ Technology Development Company (Imtech).
- In 2009:
+ Tourism Project Development Company (Detourpro).
+ Biotechnology Development Company (Dona-Techno).
3. Transfer to the workforce collectives:
- In 2007:
+ Material and Technology Company (Matech).
+ Scientific and Technological Import-Export Production and Service Company (Scitechimex).
- In 2008:
+ New Technology Company (Cotec).
+ Electronics Company (Eleco).
+ Biochemical and New Technology Development Company (Vihitesco).
- In 2009:
+ Science and Technology Application and New Technology Transfer Company.
+ Inspection and New Technology Transfer Company (ICT).
+ Construction and New Technology Implementation Company.
4. Liquidate Electronics and Optics-Elopi Company (in 2008).
Article 2
1. The Chairman of the Vietnam Academy of Science and Technology:
- Directs the implementation of the restructuring and modernization of state-owned enterprises under its direct management according to the approved content.
- Based on the provisions of Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Government Chairman on issuing criteria and classification lists for 100% state-owned enterprises to decide the proportion of shares held by the State when implementing the shareholding reform of the state-owned enterprises mentioned in this Decision. 2. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the Vietnam Academy of Science and Technology in the implementation of the above plan.
The Steering Committee for Enterprise Reform and Development shall be responsible for urging, guiding, and monitoring the implementation.
The Chairman of the Vietnam Academy of Science and Technology and the heads of related agencies shall be responsible for enforcing this Decision./.
Article 3
This Decision takes effect from the date of issuance.
The President of the Vietnam Academy of Science and Technology and the Heads of relevant agencies are responsible for implementing this Decision./.
