Pursuant to Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Prime Minister approving the Socio-Economic Development Program for Particularly Difficult Communes in Mountainous Areas and Remote Areas;

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister, Chairman of the National Ethnic Minorities Committee.
Approve the list of 671 particularly difficult communes that have basically completed the objectives of the Socio-Economic Development Program for Particularly Difficult Communes in mountainous areas, border regions, and remote areas (referred to as Program 135 Phase 1999-2005). The list of communes that have basically completed the objectives of Program 135 Phase 1999-2005 is attached to this Decision.

Article 1. Poor households, individuals belonging to poor households as defined in Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on issuing the poverty standard applicable for the period 2006-2010, and students from communes that have basically completed the objectives of Program 135 Phase 1999-2005; civil servants, public officials, officers, military personnel, police officers currently working in communes that have basically completed the objectives of Program 135 Phase 1999-2005 as stipulated in this Decision shall continue to enjoy preferential policies currently implemented for communes under Program 135 until the end of 2008.
Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. All previous regulations contrary to the provisions of this Decision are hereby abolished.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
