PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Considering the proposal of the Minister of Education and Training at Report No. 708/GDTX dated January 28, 2005 on the Project for Developing Distance Education for the Period 2005-2010,
DECISION:
Article 1. Approves the Project "Developing Distance Education for the Period 2005-2010" with the following main contents:
1. Objectives:
Developing and improving the quality of distance education. Creating favorable conditions for the people, especially those in areas with difficult socio-economic conditions, to engage in regular and lifelong learning, thereby contributing to enhancing cultural, professional, vocational skills, literacy, and human resource training for the country's industrialization and modernization.
Widely implementing some educational programs that meet the essential learning needs of society through distance education methods. Expanding cooperation in training between domestic and international educational institutions.
Reforming teaching and learning methods through the application of information and communication technologies.
Article 2. Main tasks:
a) Consolidating and perfecting the network of distance education based on existing distance education units and regular education units.
Developing distance education methods in universities and colleges. Striving to have at least 20% of students studying through distance education methods by 2010.
b) Implementing plans for investment in building infrastructure, technical facilities, and learning materials for distance education institutions:
- Building a system of equipment and learning materials for online training.
- Initial investment in infrastructure, technical facilities for key distance education institutions to become strong centers for research, development of programs, production of multimedia learning materials, and organizing distance education activities by 2010.
c) Drafting legal documents to manage and develop distance education.
d) Training and retraining staff and teachers involved in distance education.
- Formulating an overall plan for training and retraining the management staff, professional and technical personnel, and teachers engaged in distance education.
- Organizing training and retraining in both centralized and online formats for management staff and teachers serving distance education regarding management capabilities and professional skills; about the ability to compile content, design distance education learning materials; about teaching methods using audio-visual equipment and information technology devices; about objective test evaluation methods.
đ) Developing distance education programs:
- Programs to disseminate knowledge on:
+ Science, technology, economy, culture-society.
+ Application of science and technology in production and daily life, particularly in agriculture, forestry, and fisheries.
+ Standardizing and regularly updating the qualifications of teachers and educational managers at all levels.
+ Foreign languages, computer science, and short-term training in information technology.
+ Universal education programs.
+ Character education for secondary school students.
+ Reviewing middle and high school curricula.
+ Information dissemination and "ask-answer about education".
+ Information on good deeds, young entrepreneurs, and innovators.
+ Community education on laws, environment, health care, and prevention of social evils.
- Programs to award standard certificates in certain fields with necessary requirements.
e) Perfecting mechanisms and enforcing inspection, supervision, and assessment of training outcomes, especially for distance education programs leading to certification.
Article 3. Solutions:
a) Improving the functions and responsibilities of existing distance education institutions, particularly the Hanoi Open University and the Ho Chi Minh City Open University, to focus on investment and enhance their capacity for distance education.
Reorganizing institutions that have not met the goals, functions, and responsibilities of distance education.
b) Directing and organizing close cooperation under various forms among schools, scientific and technological organizations, and scientists to research and design shared learning materials for schools.
c) Extensively applying distance education methods to implement regular education programs.
d) Promoting public awareness about distance education.
Publicizing on mass media to raise public understanding of the characteristics, benefits, and effectiveness of distance education methods, thereby encouraging voluntary participation in the distance education cause.
đ) Enhancing international cooperation in distance education.
- Expanding international cooperation in the field of distance education to learn from experiences, conduct research, apply new technologies suitable for Vietnam's conditions, and attract foreign investments for distance education institutions.
- Encouraging domestic and foreign organizations, international organizations, and investors to contribute experience in producing learning materials, training staff, and applying advanced technologies to the Vietnamese distance education system.
Article 4. Funding:
- State budget allocated according to specific projects approved by competent authorities.
- Other legitimate sources of income.
Article 2. Implementation guidance
1. The Ministry of Education and Training shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Posts and Telecommunications, the Voice of Vietnam Radio, the Vietnam Television, and related agencies to draft plans and specific projects; guide, inspect, supervise, and periodically report to the Prime Minister on the implementation of the Project.
2. The Ministry of Posts and Telecommunications, the Voice of Vietnam Radio, and the Vietnam Television shall proactively draft plans, direct, and organize effective delivery of educational content to learners.
3. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment and the Ministry of Education and Training to prepare budgets and allocation plans to implement this Project.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
