Pursuant to Decision No. 07/2006/QĐ-TTg dated January 10, 2006 of the Government Chairman approving the Program for Economic and Social Development of Particularly Difficult Communes in Ethnic Minority and Mountainous Areas during the period 2006-2010;

Considering the proposal of the Minister in charge of the Committee for Ethnic Minorities Affairs.

PRIME MINISTER 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Approve the list of 1,644 particularly difficult communes, border communes, and safe area communes that have not completed the objectives of Program 135 during the period 1999-2005 and the communes divided from those particularly difficult communes during the period 1999-2005 pursuant to Government Decrees to be included in the investment program for economic and social development of particularly difficult communes in ethnic minority and mountainous areas during the period 2006-2010 (Program 135 Phase II). The list of communes to be included in the investment program for Program 135 during the period 2006-2010 is attached to this Decision.

Implement investment support from the state budget during the period 2006-2010 for a total of 1,644 communes as follows:

 Article 1. 1. Central budget investment support: 1,581 communes (List attached).

Article 2. 2. Local budget investment: 63 communes (List attached).

The remaining communes that have not completed the objectives of Program 135, which were divided from communes that completed the objectives of Program 135 during the period 1999-2005 and proposed by localities, will be considered for inclusion in the investment program for Program 135 after the results of the classification of three regions are available.

This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 3. This Decision replaces the following Decisions of the Government Chairman regarding the approval of lists, supplementation, and renaming of particularly difficult communes, border communes, and safe area communes within the scope of Program 135 during the period 1999-2005: Decision No. 1232/QĐ-TTg dated December 24, 1999; Decision No. 647/QĐ-TTg dated July 12, 2000; Decision No. 42/2001/QĐ-TTg dated March 26, 2001; Decision No. 120/2002/QĐ-TTg dated September 18, 2002; Decision No. 231/2003/QĐ-TTg dated November 12, 2003; and Decision No. 15/2005/QĐ-TTg dated January 19, 2005.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.
