Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Health in document number 8324/BYT-KH-TC dated November 7, 2007,
DECISION:
Article 1. Decides to stipulate the allowance system for collaborators and volunteers participating in the work to prevent and control acute dangerous cholera outbreaks as follows:
1. For collaborators and volunteers (who are not health workers) directly involved in the work to prevent and control acute dangerous cholera outbreaks such as: medical and pharmaceutical students directly participating in emergency treatment and patient care; directly involved in epidemiological investigation, directly collecting samples or coming into contact with specimens; directly performing disinfection, decontamination, destruction of contaminated food, cleaning at the epidemic area, focus of infection,... shall be entitled to an outbreak allowance of VND 50,000 per day per person.
2. For collaborators and volunteers (who are not health workers) directly involved in public awareness campaigns, mobilization of the people, distribution of leaflets, monitoring, and detection of cases in communes, wards, towns,... shall be entitled to an outbreak allowance of VND 30,000 per day per person.
The number of collaborators and volunteers to be mobilized shall be decided by the Head of the Central and local Steering Committees for the Prevention and Control of Acute Dangerous Cholera Outbreaks based on the specific development of the epidemic and the workload to be carried out. The number of days eligible for the allowance shall be calculated based on the actual number of days spent working on prevention and control of the epidemic.
Provinces and centrally-administered cities shall allocate from their annual state budget to pay the allowances as prescribed in this Decision. For provinces facing difficulties, the central government budget will supplement and balance the provincial budget annually, and the People's Committee of the province shall report to the Ministry of Finance for consideration and supplementation according to the provisions of the State Budget Law.
Article 2. This Decision shall take effect from the date of signing.
Article 3. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
