Regarding the implementation of Decision No. 118/TTg

dated February 27, 1996 of the Government Chairman

to improve housing for persons with meritorious service to the revolution

Implementing the Ordinance on preferential treatment for those who participated in the revolutionary movement, martyrs, and their families, disabled veterans, war invalids, those who participated in the resistance war, and those who assisted the revolution, the Government Chairman issued Decision No. 118/TTg dated February 27, 1996 on supporting persons with meritorious service to the revolution to improve their housing.

Supporting the improvement of housing is one of the important policies of gratitude and fulfillment of obligations of the Party, State, and people towards those who have made contributions to the country's revolutionary cause.

In the current economic conditions of the country, implementing housing policies for persons with meritorious service to the revolution on a broad scale and involving many groups is a difficult and complex task that requires careful and cautious handling.

In organizing the implementation of Decision No. 118/TTg, the Government Chairman requests the heads of relevant ministries and sectors, the Chairmen of provincial and municipal People's Committees directly under the Central Government to pay attention to the following points:

1. The provision of houses of solidarity mentioned in Article 2 of Decision No. 118/TTg applies to those who participated in the revolutionary movement before August 1945. This is implemented according to Article 5 of the Ordinance. The house given (allocated) or supported may be from the existing housing fund (excluding houses required for planning purposes which cannot be transferred to private ownership) or newly constructed houses owned by the State.

2. For those who participated in the revolutionary movement before August 1945 who have passed away, localities shall consider each case individually and apply solutions for their main surviving relatives (father, mother, wife, husband).

3. Provincial and municipal People's Committees must thoroughly investigate and grasp the policy beneficiaries within their jurisdiction, develop comprehensive and specific plans; seek guidance from the Party committee, People's Council, consult the opinions of the Fatherland Front and the Association of Former Combatants. It is necessary to organize pilot implementations to draw lessons before expanding widely; ensuring that the policy is implemented in accordance with the spirit of the Ordinance. When encountering extremely complex issues, report to seek guidance from the Government Chairman.

For Hanoi City and Ho Chi Minh City, where there are many policy beneficiaries, after organizing pilot implementations and summarizing experiences, it is necessary to report to the Government Chairman before continuing to implement on a wider scale.

The Ministry of Construction and the Ministry of Labor, Invalids and Social Affairs must provide specific guidance, closely monitor the implementation of Decision No. 118/TTg by provinces and cities, promptly disseminate good experiences for other provinces to apply, timely correct any errors or deviations; compile and propose to the Government Chairman for appropriate adjustments and supplements to the policy to suit the actual situation.

Provincial and municipal People's Committees directly under the Central Government must regularly report the situation of implementing Decision No. 118/TTg in their locality to the Central Steering Committee on Housing and Land Policy under the Government Chairman.

Ministers of ministries, heads of agencies equivalent to ministries, and chairmen of provincial and municipal People's Committees directly under the Central Government are responsible for effectively implementing this Directive.
