Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Resolution No. 06/NQ-CP dated March 7, 2012 of the Government issuing the Action Program of the Government for the term 2011-2016;

DECISION:

Article 1. Attached herewith is the Action Program of the Ministry of Education and Training for the period 2011-2016 to implement Resolution No. 06/NQ-CP dated March 7, 2012 on the Action Program of the Government for the term 2011-2016.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Director of the Ministry's Office, Heads of units under the Ministry and units directly under the Ministry of Education and Training shall be responsible for implementing this Decision.

ACTION PROGRAM

(Issued together with Decision No. 1666/QD-BGDĐT dated May 4, 2012 of the Minister of Education and Training)

I. OBJECTIVES

1. General objectives

Reforming fundamentally and comprehensively the Vietnamese education system towards standardization, modernization, socialization, democratization, and international integration.

Enhancing literacy, nurturing talents, developing human resources, especially high-quality human resources, to meet social needs; improving the quality of comprehensive education, particularly emphasizing ideological education, historical revolutionary tradition education, moral education, lifestyle education, creative ability, practical skills, industrial work style, and social responsibility awareness.

Developing the scale and structure of education reasonably and harmoniously, ensuring social equity corresponding to the conditions guaranteeing educational quality and lifelong learning opportunities for each citizen.

2. Specific objectives

a) Early Childhood Education

Completing the goal of universalizing early childhood education for five-year-olds by 2015; making fundamental changes in the quality of childcare and education to promote balanced development in physical, emotional, intellectual, and aesthetic aspects, forming initial personality factors, and preparing children well for primary school; reducing the rate of malnourished children in early childhood education facilities below 10% by 2015.

b) General Education

Improving the quality of comprehensive education to meet the highest learning needs of the people, striving to achieve by 2015: 70% of elementary school students studying two sessions per day, 30% of junior high school students and 25% of senior high school students studying two sessions per day; 90% of people within the age range attending junior high school, 70% of people within the age range attending senior high school, with particular emphasis on increasing the ratio of ethnic minority children and girls; strengthening inclusive education for children with disabilities.

Maintaining and enhancing the quality of universalizing elementary education at the appropriate age and universalizing junior high school education, implementing universal secondary education in areas with suitable conditions.

c) Secondary Vocational Education

Strengthening training according to social demand. Reforming and improving the quality of secondary vocational education to attract 15% of junior high school graduates to enroll in secondary vocational education by 2015 and ensure that 95% of secondary vocational education graduates have jobs recognized by enterprises and labor users as meeting job requirements.

d) Higher Education

Increasing the number of university students per ten thousand people to 300 by 2015; increasing the ratio of ethnic minority students, especially very small ethnic minority students and female students. Expanding the scale reasonably based on quality assurance conditions. While improving the quality of mass education, focusing on training high-quality human resources to meet the demands of the labor market. Building the Higher Education Law, reforming management to improve the quality of training throughout the system.

Developing higher education and vocational education to ensure that the proportion of trained labor reaches 50% by 2015.

e) Continuing Education

Developing continuing education to create opportunities for everyone to engage in lifelong learning suitable to their circumstances and conditions, promoting the construction of a learning society. Firmly maintaining the results of eliminating illiteracy. Striving to reach 96% literacy rate among people aged 15 and above by 2015 and 98% literacy rate among people aged 15 to 35; 100% communes, wards, and towns having community learning centers; 100% districts, counties, and provincial cities having district-level continuing education centers; 100% provinces and cities having provincial-level continuing education centers.

Improving the quality of continuing education, helping learners acquire practical knowledge and skills to increase income or change careers, and enhance the quality of life.

II. MAJOR TASKS

1. Implementing fundamental and comprehensive reforms in education and training

a) Cooperating with the Central Propaganda Department to develop a proposal for fundamental and comprehensive reform in education and training to enhance the quality of human resources to meet the requirements of industrialization, modernization, and international integration, reporting to the Central Committee at the Sixth Plenary Session; organizing the implementation of the proposal when the Central Committee issues a resolution on educational reform.

b) Focusing on drafting and submitting the Higher Education Law to the National Assembly for approval, building and implementing guidance for the enforcement of the Law. Perfecting and submitting to the Prime Minister for approval the Strategy for Educational Development until 2020; organizing the implementation of the first phase of the Strategy.

c) Developing a proposal for reforming the curriculum and textbooks for general education after 2015, including establishing regulations and guiding documents for examinations consistent with the new secondary school curriculum.

2. Reforming the management mechanism of education

a) Reviewing and organizing the drafting of legal normative documents on education, prioritizing those implementing the Education Law and the resolutions of the National Assembly on education.

b) Strengthen decentralization in management, perfect the mechanism for coordination among ministries, agencies, and localities in education management pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government; increase autonomy and responsibility of local educational management agencies; enhance social autonomy and responsibility of higher education institutions and vocational education institutions. Improve the effectiveness of state management over different types of education and educational institutions with foreign elements.

c) Implement the Action Program of the Government to implement the Notification of the Politburo's Conclusion No. 37-TB/TW dated May 26, 2011 on the Project "Reforming the Mechanism of Operation of Public Service Units, Promoting Socialization of Certain Types of Public Services".

d) Continue implementing Directive No. 296/CT-TTg of the Prime Minister on reforming higher education management during the period of 2010-2012, and summarize three years of implementation of this Directive.

đ) Strengthen state management over educational inspection work. Reform the organization and activities of inspection. Focus on deep inspections of administrative and specialized inspection activities at various levels of education and training; strengthen supervision, review, and correction of newly upgraded or newly established universities and colleges; inspect non-state educational and training institutions and educational institutions with foreign elements. Enhance guidance on self-inspection by educational institutions. Improve the organizational structure of educational inspection and enhance professional expertise for inspectors and collaborators.

e) Reform the registration process for determining enrollment quotas, monitor and handle the implementation of annual training quotas; strengthen monitoring and oversight of public disclosure by educational institutions in the national education system; enhance the role of provincial Departments of Education and Training and local authorities, universities, and colleges in managing income and expenditure at educational institutions, and strictly deal with violations; enhance the role of monitoring and oversight by provincial Departments of Education and Training regarding the quality assurance conditions of higher education institutions within their jurisdiction; strengthen management and oversight of the effective use of ODA funds in education and training.

g) Establish a National Human Resource Development Council and provincial and city-level councils with the participation of representatives from relevant state management agencies, training institutions, and enterprises. Establish a Professional Education Advisory Council at the Ministry of Education and Training with the participation of enterprises and ministries.

h) Reform examination, accreditation, and evaluation activities towards making them tools to improve the quality of education and training.

i) Reform information collection and processing work from various channels to promptly address industry issues. Proactively coordinate propaganda activities to create societal consensus on education.

k) Build an electronic government at the ministry level in conjunction with the implementation of a single-window mechanism and survey of administrative procedures.

l) Vigorously promote competition movements suitable for each category. Reform the commendation and reward work throughout the sector towards practicality and effectiveness.

3. Building a teaching staff and educational management cadre.

a) Complete the Education Sector Salary Scheme for the 2012-2020 period to be submitted to the Fifth Plenum of the Eleventh Central Committee for consideration. Develop a subsidy system for retired teachers who do not receive seniority allowances.

b) Implement the human resource development plan for the Education Sector for the 2011-2020 period, the Program for Developing the Teaching Profession and Teacher Training Institutions for the 2011-2020 period.

c) Continue developing standards for principals and teacher professional qualifications at all levels; guide educational institutions to organize evaluations and classifications of teachers and managers according to issued standards. Direct, guide, and organize regular training to enhance computer skills and foreign language proficiency for the teaching staff; implement the review and reorganization of the teaching staff and educational management cadre.

d) Implement the Doctorate Training Project for university and college lecturers with a combined domestic and international training approach. Concentrate on assigning tasks to some large domestic universities, colleges, and research institutes to undertake domestic doctorate training with the participation of invited professors from reputable universities worldwide.

Implement the Project "Training Teachers for National Defense and Security Education in Secondary Schools, Intermediate Vocational Schools, and Technical Colleges for the 2010-2016 Period". Implement the contractual system instead of permanent positions in teacher recruitment and selection. Develop and implement preferential policies, especially salary and incentive systems, to encourage teachers and attract highly capable and qualified individuals, including overseas Vietnamese intellectuals, into the teaching profession; gradually implement the principle that principals determine teachers' salaries based on individual performance at educational institutions.

đ) Develop a research cadre with the capacity to build Vietnam's educational science foundation, advise on educational policy formulation. Prioritize sending cadres abroad for training and upgrading in educational science; invest to enhance the research potential of research institutes and centers for educational science. Implement special policies to attract renowned foreign scientists and overseas Vietnamese intellectuals to teach and conduct research in Vietnam.

e) Develop a leadership and management cadre with vision and adaptability to changing conditions, dedication, expertise, and managerial capability; develop training and upgrading programs for managers suitable for educational reforms, particularly female managers; provide appropriate incentives for the management cadre. Develop and issue policies to encourage educational institutions to enter into contracts with reputable and experienced teachers and scientists both domestically and internationally to manage and lead educational institutions.

4. Reforming the curriculum, content, teaching methods, examination, and evaluation at all levels of education and training.

a) Implement Directive No. 10-CT/TW dated December 5, 2011 of the Politburo on universalizing preschool education for five-year-old children, consolidating the results of universalizing primary and lower secondary education, strengthening分流后的第二段翻译如下:

b) Continue to implement the preschool education program nationwide. Strengthen preparation of the Vietnamese language for children from ethnic minority areas and disadvantaged regions. Develop diverse forms of care and education for children under five years old.

c) Continue to review the entire general education curriculum and textbooks, addressing the issue of overload, being overly theoretical and lacking practical application. Focus on implementing extracurricular activities such as physical education, arts education, vocational education, value education, and life skills education for students to enhance comprehensive educational quality.

d) Expand and improve the quality of foreign language training through the implementation of the Project "Teaching and Learning Foreign Languages in the National Education System for the period 2008-2020".

g) Direct and organize national and international examinations safely and strictly to ensure that the examination results are truly objective, reflecting the actual quality of teaching and learning, positively impacting teaching and learning, and achieving educational goals. Implement the Circular on periodic assessment of students' academic performance. Study and implement international student assessment programs: PISA, PASEC. Prepare conditions to organize the International Chemistry Olympiad in 2014 and the International Biology Olympiad in 2016 in Vietnam.

e) Reforming training objectives and content to meet occupational competence standards for workers. Diversifying vocational education methods, flexibly applying practical teaching methods, developing self-study and knowledge creation skills, project-based teaching methods, apprenticeship... Combining theoretical and practical teaching according to integrated programs.

g) Reforming higher education programs towards meeting social needs, increasing autonomy for higher education institutions in program development. Vigorously reforming legal education and judicial training to produce high-quality legal and judicial human resources. Transitioning strongly to credit-based education systems. By 2015, all universities will fully transition to credit-based education; amend and supplement the Regulations on Higher and College Education under the Credit System to be consistent with the realities of Vietnamese higher education; establish a policy framework for recognizing and transferring credits between institutions. Complete relevant regulations and direct higher education institutions to improve the quality of part-time, distance, joint, and sequential education programs.

Develop undergraduate programs in two directions: research and applied professions. Selectively apply some advanced training programs from reputable universities worldwide into the training of some universities in Vietnam.

Implement stratification in higher education. By 2015, form groups of research-oriented universities, applied profession-oriented universities, and community colleges.

h) Develop continuing education programs, expand distant learning, part-time study, and guided self-study forms to meet diverse learning needs of citizens.

i) Implement reforms in teaching methods and evaluation of students' academic performance and moral conduct towards promoting students' initiative, self-awareness, proactivity, and creativity, shifting the focus of evaluation from content mastery to personal qualities and abilities, transforming the one-way knowledge transmission process of teachers and lecturers into a guided and managed self-study process.

5. Strengthen comprehensive education for students and trainees.

a) Continue effectively and creatively implementing the campaign to learn and follow President Ho Chi Minh's moral example according to Directive No. 03-CT/TW dated May 14, 2011 of the Politburo, combined with the specific characteristics of the sector, which is the movement "Each teacher is a role model of morality, self-study, and innovation" and the competition "Building friendly schools and proactive students." Summarize the five-year implementation of the movement "Building friendly schools and proactive students."

b) Strengthen work on moral education, lifestyle, life skills; enhance management work, coordination to ensure school security and order, prevent crime, violence, social evils among students and college students. Direct the implementation of the Action Program of the Education Sector on preventing the harmful effects of online games with violent and unhealthy content for the period 2011-2015. Build safe schools, prevent accidents and injuries, implement the National Target Program on clean water and environmental sanitation, ensure food safety. Implement the Action Plan of the Education Sector to carry out the National Strategy on Disaster Prevention and Mitigation for the period 2011-2020; the Action Program of the Education Sector on HIV/AIDS prevention and control for the period 2012-2020, vision to 2030. Develop and implement the Project "Strengthening Work on Drug Prevention in Schools in Complex Areas for Drug Evils"; the Project "Behavioral Education for Building Families and Preventing Domestic Violence for the period 2011-2020".

c) Strengthen physical education work, health care for students and college students: develop a project to reform the teaching of physical education subjects and school sports activities; establish criteria for evaluating physical education and sports work at schools. Continue to strengthen the organization of student and college student sports activities both domestically and internationally.

d) Effectively implement the Project on Enhancing Legal Education Work in Schools during the period 2010-2012. Develop a project until 2020.

6. Planning, finance work and strengthening infrastructure

a) Direct localities to apply new tuition fees from the 2010-2011 academic year to ensure that everyone has access to education, mobilize more resources from the state and society, and use them effectively to increase the scale and improve the quality of education. Establish criteria to determine the correlation between investment, tuition fees, and training quality.

b) Coordinate with relevant agencies to direct educational institutions to implement policies on tuition fee exemptions and reductions, student credit policies to ensure that students under policy categories and financially disadvantaged students have the ability to study. Expand the loan target to young lecturers pursuing postgraduate studies and doctoral candidates.

c) Develop and implement the National Target Program on Education and Training for the period 2011-2015 in conjunction with implementing economic and social tasks for the period.

d) Implement reviews and adjustments to the planning of higher education and college networks; implement planning and development plans for education nationwide and in each key economic region. Guide higher education institutions to develop overall development plans for the period 2012-2020.

Develop the Project "Relocation of Some Universities and Colleges from the Inner City of Hanoi and Ho Chi Minh City to Planned Areas" along with ensuring sufficient funding and other conditions to serve the effective relocation process; coordinate with the Ministry of Construction to continue implementing the project to build dormitories for university and college students. Effectively implement Decision No. 412/QD-TTg dated April 10, 2012 of the Prime Minister on the planning of the system of national defense and security education centers for students for the period 2011-2015.

g) Implement the reform of the method of allocating admission quotas according to Circular No. 57/2011/TT-BGDĐT dated December 2, 2011. Review human resource demand planning in combination with the training plans of universities, colleges, and vocational training centers to allow the establishment of new training programs.

h) Implement the development plan for education and training in the Northwest, Central Highlands, and Southwest regions for the period 2011-2015 towards ensuring social equity; some policies for the development of preschool education for the period 2011-2015.

i) Complete the Project on Reinforcing School Buildings and Teachers' Housing for the period 2008-2012; develop and implement the Project on Reinforcing School Buildings and Teachers' Housing for the period 2013-2015. Invest in building and modernizing the system of specialized high schools. The project to develop education in 62 poor districts.

j) Continue to supplement and perfect mechanisms, policies, and enforcement measures related to procurement, storage, and use of teaching equipment and children's toys; continue to implement the Project on Developing Self-made Teaching Equipment for Preschool and General Education for the period 2010-2015.

k) Establish electronic library systems and learning resource centers for universities and specialized high schools nationwide; build laboratories for universities. Gradually standardize

technical infrastructure for educational institutions, focusing on constructing classrooms, laboratories, subject-specific classrooms, practical facilities, and teaching equipment at all levels and priority training institutions.

m) Concentrate state investment and utilize ODA funds to build some Vietnamese universities to international standards. By 2015, complete the basic construction of four Vietnamese universities with modern infrastructure and technology.

n) Strengthen infrastructure, modernize equipment at the Ministry's agencies to meet the requirements of educational management reform.

7. Promote training and scientific research, technology transfer to meet social needs

a) Actively implement contracts and agreements on training and personnel utilization that have been signed. Maximize the participation of businesses in determining training needs, developing and evaluating programs, admissions, organizing training, supporting placement for internships and recruitment of graduates. Implement the Directive on Social Demand-based Training for the period 2011-2015 after approval by the Prime Minister.

b) Provide responsibility and appropriate mechanisms to expand forms and contents of collaboration between training institutions and enterprises in training, human resource utilization, and technology transfer research; encourage the establishment of higher education institutions within large enterprises to effectively provide direct human resources for enterprises and create conditions for enterprises to participate in the process of building and implementing training programs.

c) Support and encourage universities and colleges to collaborate with foreign partners in training, scientific research, and the implementation of new technology applications to meet societal needs.

d) Focus investment on leading scientific research facilities and laboratories in key universities.

đ) Focus investment on building and upgrading some centers for analyzing and forecasting human resource demand to provide data and scientific basis for vocational guidance.

e) Strengthen educational scientific research, focusing on basic research; concentrate resources on implementing applied research to build scientific grounds for state management reform in education and teaching processes in schools; study and implement urgent tasks and political missions of the sector. Rapidly transfer research results to serve educational reform.

8. Promote the application of information technology and the training of information technology human resources.

a) Issue a list of information technology products used in the Education sector; select, review, and equip essential software for common use throughout the sector.

b) Build and implement an education network, develop and establish digital content libraries for education; implement educational technology and e-Learning technology to contribute to reforming teaching content and methods; implement a shared electronic library system connected to international library networks.

c) Establish standards for information technology knowledge and skills for teachers and educational management staff; regulations on the application of information technology in general education schools.

d) Organize professional reviews of information technology application projects funded by the state budget (including information technology components of ODA projects and programs, projects, and plans under the Ministry); ensure the feasibility and effectiveness of the sector's information technology activities through guidance, coordination, management, and supervision of the Ministry's information technology programs, contents, and plans; monitor, compile, and evaluate the implementation situation and usage effectiveness during and after the completion of programs, projects, and plans.

đ) Implement training programs for information technology human resources; pilot virtual school models.

9. Enhance support for education and training in ethnic minority regions, remote areas, difficult areas, and prioritized learners.

a) Coordinate with the National Assembly's Ethnic Council and the Government's Ethnic Committee to study and summarize the implementation of current policies for ethnic minority teachers and students to address issues and propose new policies. Implement mechanisms and policies to develop education in mountainous areas and ethnic minority regions to improve literacy, narrow the gap between mountainous and lowland areas, maintain border security, stabilize politics in ethnic regions.

b) Implement scholarship, tuition fee, credit, and pre-university education system expansion mechanisms for ethnic minority students and those under social policy; support special education for people with disabilities, children from very small ethnic groups, children affected by HIV, and street children; grant scholarships to outstanding students.

c) Provide free textbooks and learning materials, or reduce the price of textbooks for students in particularly difficult circumstances, students in highland, remote, and far-flung areas.

d) Focus investment on developing boarding schools for ethnic minorities according to the project to consolidate and develop the system of boarding schools for ethnic minorities from 2011 to 2015, half-day boarding schools, pre-university education schools for ethnic minorities, and general schools in ethnic regions; strongly implement vocational training programs for agricultural and rural labor; focus on developing intermediate professional schools in economically disadvantaged areas mainly through the state budget to improve teaching quality and provide human resources to meet the requirements of industrialization and modernization in mountainous and ethnic regions.

đ) Implement the project to develop education for very small ethnic groups from 2010 to 2015.

e) Improve the quality of teaching Vietnamese to ethnic minority students and teaching ethnic languages in general schools.

g) Monitor and oversee the implementation of policies for cadres and teachers working in ethnic regions and support policies for ethnic minority students. Increase ethnic language instruction for cadres and teachers working in ethnic minority regions.

10. Promote socialization and build a learning society.

a) Continue to promote the socialization of education, strengthen the mobilization of resources for education development; implement socialization solutions for the period 2012-2015 after approval by the Prime Minister.

b) Develop and submit to the Prime Minister for approval the project to build a learning society for the period 2012-2020, the illiteracy eradication project for the period 2012-2020, and the Prime Minister's directive on promoting the construction of a learning society for the period 2012-2020; organize a conference to summarize five years of building a learning society for the period 2005-2010 and implement the new project; direct localities to establish steering committees for building a learning society at all levels, uniformly guiding the implementation of building a learning society from central to grassroots levels.

c) Coordinate with relevant ministries and sectors to develop mechanisms, policies, and guidelines on budget and finance for building a learning society.

d) Promote widely among all social strata the significance, importance, responsibilities, and obligations regarding lifelong learning and building a learning society. Direct localities to establish model activities of regular education centers following the direction of one center performing three tasks: regular education, vocational guidance, and vocational training; each commune/town/district has one community learning center combined with the Cultural House and the Rural Cultural Post Office. Improve the operational models of the two Open University Institutes to meet the requirements of building a learning society.

11. Expand and enhance the effectiveness of international cooperation in education

a) Utilize effectively resources obtained from international cooperation for training and scientific research: Seize every source of aid through programs and projects in cooperation with countries, international organizations, and NGOs to strengthen investment in education (including school health work). Prioritize ODA funds for educational facilities, areas with many difficulties, key universities, research institutes, and training centers. Prioritize targets for students/university graduates/researchers from key universities and training centers to study abroad under Programs 911, VEF, and doctoral training for university lecturers. Expand joint programs.

Develop and submit to the Prime Minister for approval the Project on International Integration in Education and Science; the Project on Training Cadres Abroad Using State Budget (replacing Project 322); Complete the selection process for overseas students.

Establish some modern universities and research centers to attract domestic and international scientists for teaching and scientific research.

b) Strengthen exchange activities and actively integrate with the region and the world: Enhance cooperation in education, training, and scientific research with ASEAN countries, member countries of APEC, EU, and other European countries, especially the United States, Canada, Japan, Australia, China, and India. Maintain and develop traditional cooperation with the Russian Federation, CIS countries, and Eastern Europe, implement activities to strengthen Russian language nationwide. Actively promote cooperation programs with Laos and Cambodia in management, training, and scientific research according to signed agreements. Improve the quality of training for Laotian and Cambodian students in Vietnam. Strengthen international cooperation in the field of educational quality assurance; Encourage educational quality assurance organizations and educational institutions within the country to participate in international and Asia-Pacific regional educational quality assurance organizations; Encourage educational institutions to register for evaluation and quality assurance by international and Asia-Pacific regional educational quality assurance organizations.

c) Organize exchanges of experience and information with regional and international education associations to enhance training quality, improve management work, and scientific research, moving towards equivalent degree recognition with countries in the region and worldwide. By 2015, sign agreements with 15 countries.

d) Implement scholarship programs well for foreign students; Regulations on accepting foreign experts to teach and conduct research in Vietnam and sending Vietnamese experts abroad for teaching and working, supporting educational institutions in implementing the exchange of foreign lecturers coming to Vietnam to teach/research, contributing to building an international educational environment in Vietnam.

đ) Strengthen the team of education experts to perform international tasks. Build mechanisms and policies to strengthen the management of Vietnamese overseas students and foreign students in Vietnam.

III. IMPLEMENTATION

1. Organize propaganda, dissemination, and implementation of the program

a) Organize the thorough understanding of the contents of Resolution No. 06/NQ-CP dated March 7, 2012 on the Government's Action Program for the 2011-2016 term and this Action Program to units of the Ministry (in June 2012); national educational institutions (at the meeting to conclude the 2011-2012 academic year and deploy tasks for the 2012-2013 academic year, in August 2012).

b) The Ministry's Office will coordinate with the Education and Times newspaper and other news agencies to proactively organize propaganda and introduce the industry's policies and guidelines through mass media.

c) Departments of education and training, universities, academies, colleges, and specialized secondary schools have the responsibility to study and thoroughly understand the contents of Resolution No. 06/NQ-CP and the Ministry's Action Program; build specific action programs for their respective regions and units.

2. Units under the Ministry shall develop detailed plans to implement the program and unit tasks (Appendix attached) annually, adapting to actual implementation results, industry conditions, and national conditions to incorporate them into annual work programs; report annually on assessment sent to the Ministry's Office (no later than November 30) for consolidation and submission to the Ministry of Planning and Investment.

3. Funding for implementing the program's tasks is budgeted from sources: State budget for education annually; budget from the National Target Program on Education and Training; budget from related projects and programs and from socialized education.

4. During the implementation process, if it is deemed necessary to supplement or amend specific contents in this Action Program, heads of units shall report to the Minister for consideration and decision.

5. The Director of the Ministry's Office is responsible for monitoring and urging the implementation of the program by units, regularly reporting and recommending to the Minister on necessary measures to ensure effective and synchronized implementation of the program.
