PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Enterprise Law dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2006;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Government Chairman on issuing criteria and classification list of state-owned enterprises with 100% state capital;
Considering the proposal of Vietnam National Airline Corporation,
DECISION:
Article 1. Approves the plan for restructuring and modernizing state-owned enterprises with 100% state capital under Vietnam National Airline Corporation for the period 2007-2010 as follows:
1. Enterprises to be listed (2007-2008):
- Joint Stock Company of Aviation Fuel.
- Noi Bai Ground Service Trading Enterprise.
- Da Nang Ground Service Trading Enterprise.
- Tan Son Nhat Ground Service Trading Enterprise.
2. Restructuring Aviation Services Company according to Circular No. 1567/TTg-CN dated October 18, 2007 of the Government Chairman regarding the approval of the aircraft fleet development plan until 2015 and 2020 and aircraft purchase projects. The Prime Minister on approving the development plan for the aircraft fleet until 2015 and 2020, and projects to purchase aircraft.
3. In principle, agrees to establish Aviation Information Technology and Telecommunications Joint Stock Company based on reorganizing existing information technology infrastructure with the participation of financial and technological partners; ensuring aviation safety and security.
Article 2
1. The Chairman of the Board of Directors of Vietnam National Airline Corporation shall be responsible for:
a) Directing the implementation of restructuring and modernization of state-owned enterprises with 100% state capital under its direct management in accordance with the approved content and schedule;
b) Deciding the proportion of state-held shares when implementing the listing of enterprises mentioned in Article 1 of this Decision based on the criteria and classification list of state-owned enterprises with 100% state capital issued together with Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Government Chairman.
2. The Ministry of Transport shall take the lead and coordinate with Vietnam Airlines and relevant agencies to study and submit proposals to the Prime Minister for establishing the Aviation Transportation Group. The Prime Minister advocates the establishment of the National Air Transport Group.
3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs and relevant agencies shall be responsible for coordinating with Vietnam National Airline Corporation in the implementation of this Decision.
4. The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 3. This Decision shall take effect from the date of signing.
The Chairman of the Board of Directors of Vietnam National Airline Corporation and heads of relevant agencies shall be responsible for enforcing this Decision./.
