Decision No. 168/2005/QĐ-TTg On Amending and Supplementing the Standards and Quotas for the Use of Official Landline Phones at Home and Mobile Phones for Leaders in Administrative Agencies, Public Institutions, Political Organizations, and Social-Political Organizations Issued Together with Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Government Prime Minister

DECISION

Regarding the amendment and supplementation of the regulations on standards and quotas for the use of private office telephones and mobile phones for leaders in administrative agencies, public institutions, political organizations, and political-social organizations issued together with Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Government Pursuant to Decision No. 128-QĐ/TƯ dated December 14, 2004 of the Politburo on salary systems for cadres, civil servants, and employees in Party agencies, the People's Council, and mass organizations; Pursuant to Resolution No. 730/2004/NQ-UBTVQH11 dated September 30, 2004 of the Standing Committee of the National Assembly approving the salary scale for leadership positions, the allowance scale for leadership positions for State leaders, and the professional salary scale for the judiciary and prosecution sectors; Amend and supplement some points of the regulations on standards and quotas for the use of private office telephones and mobile phones for leaders in administrative agencies, public institutions, political organizations, and political-social organizations issued together with Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Government as follows: 1. Point d, Clause 2, Article 2 shall be amended as follows:

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

"d) Deputy Ministers and equivalent positions, cadres holding leadership positions with a leadership position allowance coefficient of 1.2 or higher in administrative agencies, public institutions, and equivalent positions in political organizations and political-social organizations; senior experts;"

2. Point h, Clause 2, Article 2 shall be amended as follows:

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Considering the proposal of the Minister of Finance,

DECISION:

Article 1. "h) Leaders with a leadership position allowance coefficient from 1.0 to less than 1.2 in the National Ethnic Council, Committees of the National Assembly, Bureaus under the Standing Committee of the National Assembly, the National Assembly Office, the President's Office, Ministries, agencies at the level of ministries, government agencies, the Supreme People's Court, the Supreme People's Procuracy, political organizations, and political-social organizations at the central level."

The amendments and supplements to the standards and quotas for the use of private office telephones and mobile phones stipulated in this Decision shall take effect from October 1, 2004.

Other provisions in the regulations on standards and quotas for the use of private office telephones and mobile phones for leaders in administrative agencies, public institutions, political organizations, and political-social organizations issued together with Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Government remain in force.

Ministers, Heads of agencies at the level of ministries, Heads of government agencies, political organizations, political-social organizations, Chairmen of provincial People's Councils directly under the Central Government are responsible for implementing this Decision./.

"h) Officials in leadership positions with a job title allowance coefficient from 1.0 to less than 1.2 belonging to the National Assembly's Ethnic Council, various Committees of the National Assembly, various Offices under the Standing Committee of the National Assembly, the National Assembly Office, the President's Office, Ministries, agencies at the ministerial level, agencies under the Government, the Supreme People's Court, the Supreme People's Procuracy, political organizations, and political-social organizations at the central level."

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The amendments and supplements to the standards and quotas for using official telephones at home and mobile phones as stipulated in this Decision shall take effect from October 1, 2004.

Other provisions in the Regulation on standards and quotas for using official telephones at home and mobile phones for leaders in administrative agencies, public service units, political organizations, and political-social organizations issued together with Decision No. 78/2001/QĐ-TTg dated May 16, 2001 of the Prime Minister remain in force.

Article 3. Ministers, Heads of agencies at the ministerial level, Heads of agencies under the Government, political organizations, political-social organizations, Chairpersons of People's Committees of provinces and centrally governed cities directly under the Central Government are responsible for implementing this Decision./.
