Pursuant to Decree No. 90/2002/NĐ-CP dated of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications; 11/11/2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 217/2003/QĐ-TTg dated of the Prime Minister on the management of pricing for postal and telecommunications services; 27/10/2003 of the Prime Minister on managing postal and telecommunications service rates;
Considering the proposal of Vietnam Post and Telecommunications Corporation Male at Circular No. 85/GCTT dated 08/01/2004 regarding the approval of the international call rate plan for the year 2004;
At the proposal of the Director of the Department of Planning and Finance,
DECISION:
Article 1. Now hereby establishes rates for international telephone services provided by Vietnam Post and Telecommunications Corporation at subscribers' premises as follows:
1. International telephone service (PSTN network)
a) Direct dialing (IDD):
Maximum rate: 0.95 USD/minute;
Minimum rate: 0.65 USD/minute.
b) Operator-assisted calls (registered through the international switchboard): The rate and method of calculation are determined by the enterprise..
2. International Internet Protocol (IP) telephone service (VOIP)
a) For postpaid international IP telephone service:
Maximum rate for all countries:
Not exceeding 0.70 USD/minute
Not less than 0.60 USD/minute
b) For prepaid international IP telephone service using cards:

3. For the services specified in Point a, Clause 1; Clause 2, the unit of time for calculating charges shall be determined by the enterprise, but when calculating charges, the unit shall not be higher than the charge calculated per minute and 6-second blocks for subsequent minutes of the call..
Article 2. International telephone (PSTN network), international Internet Protocol (VoIP) postpaid telephone, international Internet Protocol (VoIP) prepaid telephone card service at public points: In addition to the rates and methods of calculation prescribed in Clauses 1, 2, and 3 of Article 1, the enterprise managing the public point may collect additional service charges. Article 3. International communication rates for fax subscribers and data subscribers within standard voice bands (data transmission over telephone subscriber lines) on the PSTN network or using IP protocols shall be applied as for international telephone communication rates according to the corresponding rates stipulated in Article 1.
Article 4. The rates prescribed in Article 1 of this decision do not include value-added tax.
Article 5. Vietnam Post and Telecommunications Corporation:
1. Based on the provisions of Articles 1, 2, 3, and 4 of this Decision, specific rates for international telephone calls to each country shall be issued. 2. Article 7. This Decision takes effect from May 1, 2004. Previous regulations contrary to this Decision are abolished.
Article 8. The Director of the Office, the Head of the Planning and Finance Department, Heads of units under the Ministry of Posts and Telecommunications, and the General Director of Vietnam Post and Telecommunications Corporation are responsible for implementing this Decision./.
