Regarding the establishment of the Vinh University Branch in Ha Tinh

MINISTER OF EDUCATION AND TRAINING

Pursuant to the Decree No. 85/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to the Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the opinion of the Prime Minister assigning the Ministry of Education and Training the task of examining and deciding on the establishment of a higher education institution under Vinh University in Ha Tinh as stated in Official Letter No. 2004/VPCP-KG dated April 18, 2005 of the Government Office;

Based on the proposal of Vinh University in Report No. 2778/HCTH dated December 15, 2004 regarding the establishment of the Vinh University Branch in Ha Tinh;

At the proposal of the Director of the Cadre and Civil Servant Department,

DECISION:

Article 1. Establish the Vinh University Branch in Ha Tinh.

Article 2. The Vinh University Branch in Ha Tinh shall be a higher education institution under Vinh University located in Ha Tinh, having legal personality, its own seal, and separate accounts.

Article 3. The Vinh University Branch in Ha Tinh shall have the following tasks:

Training cadres with college, university, and postgraduate levels; organizing research and applying science and technology to serve the socio-economic development of the locality.

Providing training and retraining for cadres and civil servants according to standardization requirements and improving their professional skills to meet the demands of industrialization and modernization of the country.

Participating in implementing regular education programs and enhancing public awareness.

- Preparing all necessary conditions for future establishment in Ha Tinh

Article 4

The Vinh University Branch in Ha Tinh shall be directly managed by Vinh University. The People's Committee of Ha Tinh Province shall cooperate with Vinh University to provide all necessary conditions for the Vinh University Branch in Ha Tinh to fulfill the tasks prescribed in Article 3 of this Decision.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Heads of the Office, the Heads of the Cadre and Civil Service Organization Department, the Heads of relevant units under the Ministry; the Rector of Vinh University; the Chairman of the People's Committee of Ha Tinh Province are responsible for implementing this Decision./.
