DECISION OF THE MINISTER OF AQUATIC RESOURCES

REGULATING FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE

OF THE CENTRE FOR FISHERIES DEVELOPMENT CONSULTATION AND PLANNING

MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Decision No. 29/2004/QĐ-BTS dated December 31, 2004 of the Minister of Aquatic Resources on functions, tasks, powers, and organizational structure of the Institute of Fisheries Economics and Planning;

Considering the proposal of the Director of the Department of Organization and Cadres and the Director of the Institute of Fisheries Economics and Planning.

 

DECISION:

Article 1. Position and Functions

The Centre for Fisheries Development Consultation and Planning (hereinafter referred to as the Centre) is an economic public service unit under the Institute of Fisheries Economics and Planning, with the function of consulting, technology transfer services, training, capacity building, and planning for fisheries development.

The Centre is a legal entity, has its own seal, and is entitled to open bank accounts at commercial banks and State Treasury.

English name for transactions: Centre for Fisheries Development Consultation and Planning (abbreviated as CFDCP)

The Centre's headquarters is located at No. 10 Nguyen Cong Hoan Street, Ba Dinh District, Ha Noi City.

Article 2. Task

1. Consulting on planning for fisheries development, investment projects related to fisheries planning of localities, sectors, organizations, and individuals.

2. Designing projects for planning the development of fields within the fisheries sector and projects related to fisheries planning.

3. Providing technology transfer, training, and capacity building services in fisheries and related areas in accordance with its functions and legal regulations.

4. Participating in research on socio-economic issues, proposing policies and strategies for developing the fisheries sector according to the division of labor by the Director of the Institute of Fisheries Economics and Planning.

5. Participating in drafting and reviewing plans for fisheries development according to the division of labor by the Director of the Institute of Fisheries Economics and Planning.

6. Managing and using human resources, assets, and finances of the Centre in accordance with legal provisions.

7. Implementing other types of services within the functions of the Institute of Fisheries Economics and Planning.

8. Performing other tasks assigned by the Director of the Institute of Fisheries Economics and Planning.

Article 3. Powers and Obligations

Directly engaging in transactions and signing contracts to implement service contracts in the permitted fields as stipulated in Article 2.

Fulfilling all obligations towards the State and the Institute of Fisheries Economics and Planning in accordance with the law.

Adhering to laws, regulations, and guidelines of relevant state management agencies concerning the permitted fields of operation of the Centre.

Article 4. Organizational Structure

The Centre has a Director, one to two Deputy Directors, a Chief Accountant, and specialized departments to assist. The Director of the Centre is appointed by the Minister of Aquatic Resources upon the recommendation of the Director of the Institute of Fisheries Economics and Planning. Deputy Directors and the Chief Accountant are selected and appointed by the Director of the Institute of Fisheries Economics and Planning after obtaining approval from the Ministry of Aquatic Resources. Additionally, the Centre also has a number of specialized staff working under contract.

The organizational structure and operations of the Centre are regulated by the Charter of the Centre's Operations issued together with the Decision of the Director of the Institute of Fisheries Economics and Planning.

Article 5. Staff Establishment, Operating Expenses

Initial investment costs for equipment of the Centre are funded by the Institute of Fisheries Economics and Planning after being approved by the Ministry of Aquatic Resources.

The Centre operates under the financial mechanism prescribed in Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government on financial regulations applicable to public service units with income.

The public service staff establishment of the Centre receiving salary from the budget includes:

The Director, Deputy Directors, Chief Accountant, and managers of specialized departments.

Specialized staff working under labor contracts.

Article 6. Effectiveness

This Decision takes effect 15 days after its publication in the Official Gazette, and all previous regulations contrary to this Decision are abolished.

Article 7. Responsibility for Implementation

The Heads of the Office, Heads of Departments, Directorates, Institutes, Inspectorate of the Ministry, Director of the Institute of Fisheries Economics and Planning, and Director of the Centre for Fisheries Development Consultation and Planning are responsible for implementing this Decision./.
