Decision No. 17/2006/QD-BTS On renaming the Fisheries Technical Service Center for Exploitation and Protection of Fishery Resources to the Fisheries Inspection and Advisory Center

DECISION OF THE MINISTER OF AQUATIC RESOURCES

Regarding the renaming of the Aquatic Resources Exploitation and Conservation Service Center to the Fisheries Inspection and Advisory Center

THE MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Aquatic Resources;

Pursuant to Decree No. 43/2006/NĐ-CP dated April 25, 2006 of the Government on the autonomy and responsibility for performing tasks, organizational structure, staffing, and finance of public service units;

Pursuant to Decision No. 08/2003/QĐ-BTS dated August 5, 2003 of the Minister of Aquatic Resources on the functions, tasks, powers, and organizational structure of the Aquatic Resources Exploitation and Conservation Department;

Considering the proposal of the Director of the Aquatic Resources Exploitation and Conservation Department;

At the proposal of the Head of the Organization and Cadres Department,

DECISION:

Article 1. The Aquatic Resources Exploitation and Conservation Service Center is renamed as the Fisheries Inspection and Advisory Center under the Aquatic Resources Exploitation and Conservation Department.

Article 2. The Fisheries Inspection and Advisory Center shall have functions, tasks, powers, and organizational structure according to Decision No. 20/2004/QĐ-BTS dated August 30, 2004 of the Minister of Aquatic Resources on the establishment of the Aquatic Resources Exploitation and Conservation Service Center under the Aquatic Resources Exploitation and Conservation Department, except for the tasks specified in Point b, Clause 3, Article 2 of Decision No. 20/2004/QĐ-BTS dated August 30, 2004.

The Fisheries Inspection and Advisory Center shall also have the following tasks:

a) Reviewing and approving technical designs of fishing vessels, completion reports of fishing vessels; safety equipment of fishing vessels and equipment installed on fishing vessels under the management of the Ministry of Aquatic Resources. Reviewing and approving technical designs of equipment with strict safety requirements in the aquatic resources sector.

b) Organizing training and issuing certificates for fishing vessel captains and chief engineers in accordance with regulations of the Ministry of Aquatic Resources and relevant laws.

Article 3. The Center will be equipped with initial facilities and infrastructure according to the investment report approved by the Ministry of Aquatic Resources.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 5. The Heads of the Office, Heads of Departments, Inspectors General of the Ministry, Director of the Aquatic Resources Exploitation and Conservation Department, and Director of the Fisheries Inspection and Advisory Center are responsible for implementing this Decision.
