Issuing standards for supporting maintenance and development
provision of public telecommunications services

THE MINISTER OF POST AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Post and Telecommunications;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;
Pursuant to Decision No. 191/2004/QĐ-TTg dated December 8, 2004 of the Prime Minister on the establishment, organization, and operation of the Vietnam Public Telecommunications Service Fund;
Pursuant to Decision No. 74/2006/QĐ-TTg dated April 7, 2006 of the Prime Minister approving the program for providing public telecommunications services until 2010;
Pursuant to Circular No. 67/2006/TT-BTC dated July 18, 2006 of the Ministry of Finance guiding the financial management system of the Vietnam Public Telecommunications Service Fund;
After receiving the opinion of the Ministry of Finance (Document No.: 6770/BTC-TCNH dated May 22, 2007) on the standards for supporting the supply of public telecommunications services;
At the proposal of the Director of the Planning and Finance Department.
DECISION:
Article 1. Issued together with this Decision:
1. Standards for supporting maintenance and development of the provision of public telecommunications services (Annex 1).
2. List of localities (districts, communes) in the areas provided with public telecommunications services classified by region to apply the standards under this Decision (Annex 2).
Article 2. These standards shall be applied for:
1. Developing plans for the provision of public telecommunications services.
2. Serving as a basis for determining the budget for supporting the provision of public telecommunications services when the State signs contracts for ordering services or assigns plans to telecommunications enterprises; inviting bids for the provision of public telecommunications services (in cases of tendering).
3. Settling the volume of telecommunications products and services provided for public use according to the regulations of the State.
Article 3. The standards issued in Clause 1, Article 1 of this Decision shall be applied for settling the volume of telecommunications products and services provided for public use up to the end of 2007.
During implementation, if there are significant fluctuations in the costs of providing public telecommunications services by enterprises, the Ministry of Post and Telecommunications will adjust the standards accordingly to the actual situation.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5. The Head of the Office, Directors of the Planning and Finance Department and the Telecommunications Department; Management Board, Supervisory Board, Director of the Vietnam Public Telecommunications Service Fund; General Directors and Directors of telecommunications enterprises; Departments of Post and Telecommunications and Heads of related units are responsible for implementing this Decision./.
