Regarding the establishment of the level of collection, the system of collection, management, and utilization of examination fees for boat driving licenses, license issuance fees for boat driving licenses and registration certificates for railway transportation means,
Pursuant to the Railway Law number 35/2005/QH11 dated June 14, 2005;

Pursuant to the Decree number 24/2006/NĐ-CP dated March 6, 2006 of the Government amending and supplementing certain articles of the Decree number 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Licenses;
Pursuant to the Decree number 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Based on the proposal of the Director of the Tax Policy Department.
This Decision promulgates the Table of Examination Fee Levels for Boat Driving Licenses, License Issuance Fees for Boat Driving Licenses, and Registration Certificates for Railway Transportation Means.
DECISION:
Article 1. Individuals participating in the examination for boat driving licenses, when obtaining or renewing boat driving licenses, and owners of railway transportation means when registering such means must pay the fees and license issuance fees according to the levels specified in Article 1 of this Decision.
Article 2. The competent authority conducting examinations for boat driving licenses, issuing and renewing boat driving licenses, and issuing registration certificates for railway transportation means (the collecting agency) shall be responsible for organizing the collection of examination fees for boat driving licenses, license issuance fees for boat driving licenses, and registration certificates for railway transportation means.
Article 3. For examination fees for boat driving licenses, the collecting agency may use ninety percent (90%) of the collected examination fees to cover costs related to the examination process, while the remaining ten percent (10%) must be remitted to the state budget according to the prescribed regulations.
Article 4. For license issuance fees for boat driving licenses and registration certificates for railway transportation means, the collecting agency may use ten percent (10%) of the collected license issuance fees to cover costs related to the issuance process, while the remaining ninety percent (90%) must be remitted to the state budget according to the prescribed regulations.
Article 5. Other matters related to the collection, submission, management, and utilization of examination fees for boat driving licenses, license issuance fees for boat driving licenses, and registration certificates for railway transportation means not covered in this Decision shall be implemented in accordance with the guidance provided in Circular number 63/2002/TT-BTC dated July 24, 2002 of the Ministry of Finance guiding the implementation of laws and ordinances on fees and license issuance fees, and Circular number 45/2006/TT-BTC dated May 25, 2006 of the Ministry of Finance amending and supplementing Circular number 63/2002/TT-BTC.
Article 6. This Decision shall take effect fifteen days after its publication in the Official Gazette.
Article 7. Organizations and individuals subject to payment of fees and license issuance fees, the fee and license issuance collecting agencies, and relevant agencies are responsible for implementing this Decision./.
