MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

At the proposal of the Director of the Cadre and Civil Servant Organization Department and the Editor-in-Chief of the Information Technology and Telecommunications Magazine,

DECISION:

Article 1. Position and Functions

The Information Technology and Telecommunications Magazine is a unit under the Ministry of Information and Communications (hereinafter referred to as the Magazine). Its mission is to serve readers who utilize information knowledge, science, technology, professional skills, business management, and laws related to postal services and delivery; telecommunications and the Internet; broadcasting and transmission; radio frequency; information technology and electronics; radio and television; press; publishing; national information and communication infrastructure. It is a specialized magazine of the Ministry of Information and Communications that performs the function of exchanging information, publishing research results, disseminating knowledge, sharing experiences, and introducing advanced models of information theory, science, technology, and management science within the scope of state administration of the Ministry of Information and Communications.

The Information Technology and Telecommunications Magazine is a self-financing public service entity with legal personality, its own seal, and separate bank accounts for transactions as prescribed by law, with its main office located in Hanoi and a branch in Ho Chi Minh City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

The Information Technology and Telecommunications Magazine has the following tasks and powers:

1. To develop annual plans for the operation and development of the Magazine and submit them to the Minister of Information and Communications for approval. To collect, select, edit articles, publish, and distribute printed publications and electronic pages of the Magazine in accordance with the provisions of the Law on Press and relevant laws; to organize a team of domestic and international contributors.

2. To manage organization, personnel, assets, files, and documents according to the provisions of the law and the delegation of authority by the Minister.

3. To conduct research and compile data related to policies, science, and technology in specialized fields managed by the Ministry of Information and Communications; to compile data related to activities in fields under the scope of management of the Ministry, localities, and enterprises nationwide, and be permitted to publish such data on the Magazine's information dissemination platforms (except for confidential information and figures regulated by the State).

4. To organize training and professional development for editors, reporters, and contributors of the Magazine; to coordinate with relevant agencies to exchange information on state administrative management to enhance staff capabilities and the quality of publications.

5. To cooperate with domestic and international units to organize scientific conferences and specialized seminars on fields within the scope of state administration of the Ministry as prescribed by law.

6. Performing other tasks assigned by the Minister.

Article 3. Organizational structure and staffing

The Journal of Information Technology and Telecommunications shall have a Chief Editor and Deputy Chief Editors.

The Chief Editor shall manage the journal in all aspects and be responsible before the Minister and the law for the content and all activities of the journal as stipulated in this Decision.

The Deputy Chief Editors shall assist the Chief Editor in directing the activities of the Journal and be responsible for the tasks assigned to them.

Organizational structure:

- Editorial Office

- Editing Department

- Administration - Advertising - Distribution Department

- Electronic Journal Department

- Branch in Ho Chi Minh City

The Journal of Information Technology and Telecommunications shall receive part of its operational funding from the Ministry of Information and Communications. The annual staffing of the journal shall be determined by the Chief Editor upon submission to the Minister.

Functions, duties, authorities, and working relationships between units of the Journal shall be defined by the Chief Editor.

Article 4. Effective date

This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette. Decree No. 32/2003/QĐ-BBCVT dated March 12, 2003, of the Minister of Posts and Telecommunications on functions, duties, authorities, and organizational structure of the Journal of Posts, Telecommunications, and Information Technology is hereby repealed.

Article 5. Responsibilities for Implementation

The Heads of the Office, the Director of the Cadre and Civil Servant Organization Department, the Chief Editor of the Journal of Information Technology and Telecommunications, the Heads of agencies and units under the Ministry of Information and Communications, and related units shall be responsible for implementing this Decision./.
