On the functions, tasks, powers, and organizational structure of the Post, Telecommunications, and Information Technology Journal

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Based on the proposal of the Director of the Organization and Cadres Department and the Editor-in-Chief of the Post, Telecommunications, and Information Technology Journal.

DECISION

Article 1. The Post, Telecommunications, and Information Technology Journal is a specialized journal under the Ministry of Posts and Telecommunications, performing the function of disseminating scientific and technical information on postal services, telecommunications, information technology, electronics, Internet, broadcasting, radio frequency, and national information infrastructure (hereinafter referred to collectively as postal services, telecommunications, and information technology).

Article 2. The Post, Telecommunications, and Information Technology Journal has the following tasks and powers:

1. Organizing the development and implementation of planning for the journal's activities related to postal services, telecommunications, and information technology.

2. Organizing and developing regulations on the mission, orientation, content, target audience, and distribution scope, and submitting them to the Minister for approval.

3. Organizing the publication and distribution of the "Post, Telecommunications, and Information Technology Journal," special issues on research and development in telecommunications and information technology, and other supplements according to the Press Law.

4. Cooperating with relevant units to organize informational sessions and seminars to disseminate knowledge about scientific and technological achievements in management, technology, operations, and policies and laws of the Party and State regarding scientific activities in the field of postal services, telecommunications, and information technology.

5. Organizing training and professional development for journalists, editors, and contributors of the journal. Cooperating with domestic and foreign journals to exchange professional information to enhance staff capabilities and improve journal quality.

6. Organizing other activities in accordance with the Press Law and other laws on press and publishing.

7. Managing the organization, civil servants, labor, assets, files, and documents of the journal according to the law and the delegation of the Minister.

8. Performing other tasks assigned by the Minister.

Article 3.The Post, Telecommunications, and Information Technology Journal is headed by the Editor-in-Chief, assisted by Deputy Editors-in-Chief, a Secretariat, an Editorial Board, and functional departments. The Editor-in-Chief is responsible to the Minister for the results of the functions, tasks, and powers set out in Articles 1 and 2 of this Decision. Deputy Editors-in-Chief assist the Editor-in-Chief and are responsible to the Editor-in-Chief for their assigned tasks. The Secretariat consists of some staff members of the journal, assisting the Editor-in-Chief and Deputy Editors-in-Chief, and is responsible for their assigned tasks. The Editorial Board is an advisory body comprising some scientists and management experts from within and outside the industry, advising the Editor-in-Chief on scientific issues related to the journal's functions and tasks. The Secretariat and the Editorial Board are established by the decision of the Editor-in-Chief.

The organizational structure of the journal includes:

Article 4. - The Secretariat. - The Editing Department. - The Administration Department. - The Computing and Typesetting Department. The staffing of civil servants of the journal is developed by the Editor-in-Chief and submitted to the Minister for approval. The functions, tasks, powers, and cooperation relationships between departments; the functions and tasks of the Secretariat and the Editorial Board are stipulated by the Editor-in-Chief.

The Post, Telecommunications, and Information Technology Journal is a public service entity with legal personality, having its own seal and bank account according to the law. The Editor-in-Chief, Deputy Editors-in-Chief, and members of the Editorial Board enjoy the benefits, rights, and responsibility allowances stipulated by the Ministry of Culture, Sports and Tourism and press management agencies. The headquarters is located in Hanoi City.

Article 5. The Head of the Office, the Director of the Organization and Cadres Department, the Editor-in-Chief of the Post, Telecommunications, and Information Technology Journal, and the heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision.

Article 6. This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.

Article 7. The Head of the Office, the Director of the Cadre and Civil Servant Organization Department, the Chief Editor of the Post, Telecommunications and Information Technology Magazine, and the Heads of the agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision.
