GUIDELINES FOR AMENDING AND SUPPLEMENTING JOINT CIRCULAR NO. 117/2007/TTLT-BTC-BLDTBXH DATED OCTOBER 1, 2007 OF THE MINISTRY OF FINANCE - MINISTRY OF LABOUR, INVALIDS AND SOCIAL AFFAIRS
Pursuant to Decree No. 43/2005/NĐ-CP dated April 5, 2005 of the Government on the placement of drug addicts and prostitutes without fixed residence for temporary stay at medical facilities,
The Ministry of Finance and the Ministry of Labour, Invalids and Social Affairs hereby issue guidelines for amending and supplementing Joint Circular No. 117/2007/TTLT-BTC-BLDTBXH dated October 1, 2007 of the Ministry of Finance and the Ministry of Labour, Invalids and Social Affairs guiding responsibilities for contributions and assistance for prostitutes and drug addicts as follows:
1. Amend bullet point 4, point b, Clause 1, Section III, Joint Circular No. 117/2007/TTLT-BTC-BLDTBXH as follows:
"During the period of implementing the decision or temporarily residing at the Centre, if a drug addict or prostitute suffers from work-related injuries and receives timely first aid and emergency care until the injury stabilizes, in cases of serious illness or critical diseases that exceed the treatment capacity of the Centre, they must be transferred to state hospitals for treatment, with the hospitalization costs borne by themselves or their families. Those who are policy beneficiaries or whose family circumstances are extremely difficult, confirmed by the People's Committee of the commune, may be considered for support of 50% or the full cost of treatment but not exceeding 1,000,000 VND per person per treatment session. For underage drug addicts, prostitutes, and those temporarily residing, 100% of the treatment costs will be provided."
Implementation:
This Circular shall take effect fifteen days after its publication in the Official Gazette.
For individuals who have already paid for their treatment costs during the period from when Joint Circular No. 117/2007/TTLT-BTC-BLDTBXH took effect until before this Circular takes effect, the Centre for Treatment-Education-Social Work shall reimburse 100% of the treatment costs based on the hospital fee receipts issued by public health facilities. Other provisions in Joint Circular No. 117/2007/TTLT-BTC-BLDTBXH dated October 1, 2007 of the Ministry of Finance and the Ministry of Labour, Invalids and Social Affairs guiding responsibilities for contributions and assistance for prostitutes and drug addicts remain in effect.
During implementation, any difficulties should be promptly reported to the joint ministries for study and resolution./.
