Circular No. 17/2013/TT-BGDĐT of the Ministry of Education and Training promulgates the framework curriculum for intermediate vocational education for the following groups of industries: Food processing, foodstuffs, and beverages; Textile fiber production and processing, footwear, leather; Other production and processing. This Circular takes effect from June 24, 2013.

BASED ON THE EDUCATION LAW ON JUNE 14, 2005; THE AMENDMENT AND SUPPLEMENT TO CERTAIN PROVISIONS OF THE EDUCATION LAW ON NOVEMBER 25, 2009;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;
Pursuant to the Minutes of the Review Board dated November 26, 2010, December 4, 2010, December 5, 2010, and December 24, 2010 of the Review Board for the Framework Training Programs at the Intermediate Vocational Level established pursuant to Decision No. 4995/QĐ-BGDĐT dated November 4, 2010 of the Minister of Education and Training;
Considering the proposal of the Director of the Department of Vocational Education,
The Minister of Education and Training decides:
Article 1. This Circular issues 08 framework programs for intermediate vocational education in 03 industry groups, specifically as follows:
1. The group of industries for Food Processing, Food Products, and Beverages includes the fields: a) Tropical Product Processing Technology; b) Sugar, Confectionery Production Technology; c) Grain Processing and Preservation Technology; d) Salt Production Technology; đ) Quality Testing Technology for Grains and Food Products; e) Fermentation Technology.
2. The group of industries for Textile Fiber Production, Fabric, Footwear, Leather includes the field: Leather Goods and Leather Product Manufacturing Technology.
3. The group of industries for Other Production and Processing includes the field: Paper Pulp and Paper Production Technology.
Article 2. This Circular takes effect from June 24, 2013. The framework programs issued with this Circular shall be used in educational institutions assigned the task of training these fields at the intermediate vocational level.
Article 3. Based on the framework program stipulated in this Circular, educational institutions assigned the task of training the fields specified in Article 1 shall organize the development of specific school training programs; organize the compilation or selection; approve textbooks for use as teaching materials in the school based on the review by the textbook review board established by the head of the educational institution.
Article 4. The Head of the Office, the Director of the Department of Vocational Education, the Heads of relevant units under the Ministry of Education and Training, and the Heads of educational institutions assigned to train the fields at the intermediate vocational level specified in Article 1 are responsible for implementing this Circular./.
