Regulations on criteria and guidelines for inspection and recognition of leprosy elimination at provincial and district levels

Pursuant to Decree No. 63/2012/NĐ-CP dated August 31, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

At the proposal of the Director of the Department of Medical Examination and Treatment Management;

The Minister of Health issues this Circular stipulating the criteria and guidelines for inspection and recognition of leprosy elimination at provincial and district levels.

Article 1. Criteria for leprosy elimination

1. Criteria for leprosy elimination at the provincial level (including centrally governed cities, collectively referred to as the provincial level)

Achieving a score of 241 points or more according to the inspection results as specified in Appendix 1 attached hereto, and meeting the following criteria:

a) Criterion 1: For three consecutive years up to the time of inspection, the prevalence rate of leprosy is below 0.2/10,000 population;

b) Criterion 2: At the time of inspection, the detection rate of new leprosy cases is below 1/100,000 population;

c) Criterion 3: At the time of inspection, the proportion of new leprosy cases with severe disability is below 15%;

d) Criterion 4: Randomly inspecting 20% of village cadres, including Party cadres, administrative cadres, mass organization cadres, health workers, and junior high school students in villages, all inspected individuals correctly answer basic questions about leprosy awareness campaigns.

2. Criteria for leprosy elimination at the district level (including districts, towns, and cities under provinces, collectively referred to as the district level)

Achieving a score of 251 points or more according to the inspection results as specified in Appendix 2 attached hereto, and meeting the following criteria:

a) Criterion 1: For three consecutive years up to the time of inspection, the prevalence rate of leprosy is below 0.2/10,000 population;

b) Criterion 2: 100% of disabled leprosy patients receive disability care and rehabilitation;

c) Criterion 3: 100% of leprosy patients are integrated into the community without discrimination or stigma against them;

d) Criterion 4: 100% of poor leprosy patients with severe disabilities have housing.

Article 2. Principles for applying the criteria

1. The criteria for leprosy elimination at the provincial level shall be applied to provinces and centrally governed cities that have not yet been recognized as having eliminated leprosy according to Decision No. 264/2002/QĐ-BYT dated January 29, 2002 of the Minister of Health regarding the standards for leprosy elimination at the provincial and district levels.

2. The criteria for leprosy elimination at the district level shall be applied to all districts, towns, and cities under provinces throughout the country.

Article 3. Inspection and Recognition of Leprosy Elimination

1. Inspection and Recognition of Leprosy Elimination at the Provincial Level:

a) Inspection:

- The Council for Inspection of Leprosy Elimination at the Provincial Level is established by the Minister of Health;

- Implementation shall follow the inspection guidelines specified in Appendix 1 attached hereto.

b) Recognition of Leprosy Elimination at the Provincial Level: After inspection, the Chairman of the Council shall submit a report on the results to the Ministry of Health, along with the Council's Inspection Record. The Minister of Health shall base the decision to recognize on the inspection results of the Council.

2. Inspection and Recognition of Leprosy Elimination at the District Level

a) Inspection:

- The Council for Inspection of Leprosy Elimination at the District Level is established by the People's Committee Chairperson of the province or centrally governed city;

- Implementation shall follow the inspection guidelines specified in Appendix 2 attached hereto.

b) Recognition of Leprosy Elimination at the District Level: After inspection, the Chairman of the Council shall submit a report on the results to the People's Committee of the province or centrally governed city, along with the Council's Inspection Record. The People's Committee Chairperson of the province or centrally governed city shall base the decision to recognize on the inspection results of the Council.

Article 4. Implementation provisions

1. This Circular takes effect from August 1, 2013.

Decision No. 264/2002/QĐ-BYT dated January 29, 2002 of the Minister of Health regarding the standards for leprosy elimination at the provincial and district levels shall cease to be effective from the date this Circular takes effect.

2. The Department of Medical Examination and Treatment is responsible for organizing and implementing this Circular./.
