On the organization and operation of diplomatic inspection

Pursuant to the Law TThe Director of the Office, the Head of the Banking Inspection and Supervision Agency, the Heads of units under the State Bank of Vietnam, and commercial banks are responsible for organizing the implementation of this Circular. At the proposal of December 25, 2001;
Pursuant to the Law TThe Government issued the Decree on the organization and operation of diplomatic inspection on June 15,June 2024;Decree No. 55/2012/NĐ-CP dated June 28, 2012 of the Government on the establishment, restructuring, and dissolution of public service units;
Pursuant to the Law Cthe day of the establishment of the representative offices of the Socialist Republic of Vietnam abroad on June 18, 2009;
At the request of the Minister of Foreign Affairs,
h"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."The Government promulgates the Decree on the organization and operation of diplomatic inspection.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Decree stipulates the organization and operation of agencies performing the function of diplomatic inspection; inspectors, civil servants assigned to perform specialized inspection functions in the field of work related to Vietnamese people abroad and foreign cooperation inspectors for diplomatic inspection; responsibilities and relationships of agencies, organizations, and individuals related to the activities of diplomatic inspection.
Article 2. Inspection Objects
1. Agencies, organizations, and individuals under the management of the Ministry of Foreign Affairs and Provincial Departments of Foreign Affairs.
2. Vietnamese and foreign agencies, organizations, and individuals in Vietnam have the obligation to comply with legal provisions in fields within the scope of state management of the Ministry of Foreign Affairs and Provincial Departments of Foreign Affairs.
Chapter II
ORGANIZATION, DUTIES, AND LIMITS OF AGENCIES PERFORMING THE FUNCTION OF DIPLOMATIC INSPECTION
Article 3. Agencies performing the function of diplomatic inspection
a) The Ministry of Labor - War Invalids and Social Affairs Inspection (hereinafter referred to as the Ministry Inspection);
a) The Inspection Department of the Ministry of Foreign Affairs (hereinafter referred to as the Inspection Department);
b) The Inspection Departments of Provincial Departments of Foreign Affairs (hereinafter referred to as the Inspection Departments).
2. Specialized inspection agency: The State Committee for Vietnamese People Abroad.
Article 4. Organization of the Inspection Department of the Ministry of Foreign Affairs
1. The Inspection Department has a Chief Inspector, Deputy Chief Inspectors, inspectors, and other civil servants.
2. The Chief Inspector is appointed, relieved of duty, or dismissed by the Minister after consultation with the General Inspector of the Government.
Deputy Chief Inspectors are appointed, relieved of duty, or dismissed by the Minister upon the recommendation of the Chief Inspector. Deputy Chief Inspectors assist the Chief Inspector in performing tasks as assigned by the Chief Inspector.
3. The Inspection Department has functional departments, seals, and separate accounts.
4. The Inspection Department is subject to the direction and management of the Minister of Foreign Affairs and the guidance on work and professional instruction of the Government Inspectorate.
Article 5. Duties and powers of the Inspection Department of the Ministry of Foreign Affairs
The Inspection Department performs duties and powers as prescribed in Article 18 of the Inspection Law and the following duties and powers:
1. Taking the lead and coordinating in drafting regulatory legal documents according to the assignment of the Minister of Foreign Affairs; recommending competent authorities to amend, supplement, or issue regulatory legal documents related to diplomatic inspection as prescribed by law.
2. Propagating, guiding, inspecting, and urging agencies and units under the management of the Ministry of Foreign Affairs to implement legal provisions on inspection, complaints, and denunciations and anti-corruption.
3. Summarizing and reporting results of inspection work, complaint resolution, and anti-corruption within the scope of state management of the Ministry of Foreign Affairs as prescribed.
4. Drafting plans for inspection to be submitted to the Minister of Foreign Affairs for issuance; guiding the Inspection Departments to draft specialized inspection plans.
5. Implementing international cooperation in the field of diplomatic inspection according to the assignment of the Minister of Foreign Affairs.
6. Summarizing and drawing lessons from diplomatic inspection work.
7. Perform other tasks and exercise other powers as prescribed by law.
Article 6. Duties and Authorities of the Inspector General of the Ministry of Foreign Affairs
The Inspector General of the Ministry shall perform duties and authorities as prescribed in Article 19 of the Inspection Law and the following duties and authorities:
1. Report to the Minister of Foreign Affairs and the Chief Inspector of the Government on inspection work, handling complaints and denunciations, and anti-corruption within their scope of responsibility.
2. Inspect the responsibilities of heads of agencies and units under the management of the Ministry of Foreign Affairs in implementing laws on inspection.
3. Summon civil servants and officials of related agencies and units to participate in inspection activities.
4. Decide or submit to the Minister of Foreign Affairs for decision to establish an inspection team according to plan or urgently when signs of violation of laws by organizations or individuals are detected.
5. Administering administrative penalties according to the provisions of law.
6. Perform other duties and authorities as prescribed by law or assigned by the Minister of Foreign Affairs.
Article 7. Organization of the Department of Foreign Affairs Inspectorate
1. The Department of Foreign Affairs Inspectorate has an Inspector General, Deputy Inspector General, inspectors, and other civil servants.
2. The Inspector General is appointed, relieved, or dismissed by the Director of the Department of Foreign Affairs after consultation with the Inspector General of the province or centrally-administered city.
The Deputy Inspector General is appointed, relieved, or dismissed by the Director of the Department of Foreign Affairs upon recommendation of the Inspector General. The Deputy Inspector General assists the Inspector General in performing tasks as assigned by the Inspector General.
3. The Inspectorate of the Department has its own seal and separate account.
4. The Department of Foreign Affairs Inspectorate is subject to direction and management by the Director of the Department of Foreign Affairs; it is subject to direction on inspection work and guidance on administrative inspection procedures by the provincial inspectorate (hereinafter referred to as the Provincial Inspectorate); it is subject to direction on specialized inspection work and guidance on specialized inspection procedures by the Ministry's Inspectorate.
Article 8. Duties and Authorities of the Department of Foreign Affairs Inspectorate
The Department of Foreign Affairs Inspectorate shall perform duties and authorities as prescribed in Article 24 of the Inspection Law and the following duties and authorities:
1. Develop annual inspection plans.
2. Organize training on specialized inspection procedures for inspectors and civil servants engaged in inspection work under the Department of Foreign Affairs.
3. Promote, guide, inspect, and urge agencies and units under the management of the Department of Foreign Affairs to comply with legal provisions on inspection.
4. Summarize and draw lessons from inspection work within the management scope of the Department of Foreign Affairs.
Article 70. Responsibilities of the Ministry of Justice
Article 9. Duties and Authorities of the Inspector General of the Department of Foreign Affairs
The Inspector General of the Department shall perform duties and authorities as prescribed in Article 25 of the Inspection Law and the following duties and authorities:
1. Report to the Director of the Department of Foreign Affairs, the Inspector General of the province, and the Inspector General of the Ministry on inspection work within their scope of responsibility.
2. Inspect the responsibilities of heads of agencies and units under the management of the Department of Foreign Affairs in implementing laws on inspection.
3. Summon civil servants and officials of related agencies and units to participate in inspection activities.
4. Administer administrative penalties in accordance with the law.
Article 70. Responsibilities of the Ministry of Justice
Article 10. Diplomatic Inspection Activities in Localities Without a Department of Foreign Affairs
For provinces and centrally-administered cities that have not established a Department of Foreign Affairs, the provincial inspectorate shall carry out administrative inspection work, and the Ministry's inspectorate shall conduct diplomatic specialized inspection work in accordance with this Decree and relevant provisions of the Inspection Law.
Article 11. Tasks and Authorities of the State Committee for Vietnamese Overseas
The State Committee for Vietnamese Overseas performs tasks and authorities as prescribed in Article 10 of Decree No. 07/2012/ND-CP dated February 9, 2012 of the Government on agencies assigned to perform specialized inspection functions and specialized inspection activities (hereinafter referred to as Decree No. 07/2012/ND-CP) and the following tasks and authorities:
1. Develop programs and plans for specialized inspections in the field of work related to Vietnamese overseas and submit them to the Inspectorate of the Ministry for consolidation and submission to the Minister of Foreign Affairs for approval, and organize the implementation of approved plans.
2. Perform tasks of handling complaints and denunciations and preventing corruption within the scope of management of the State Committee for Vietnamese Overseas.
3. Handle violations of laws in the field of work related to Vietnamese overseas within its authority or recommend competent state agencies to handle such violations.
4. Monitor, inspect, and urge the implementation of conclusions and decisions on specialized inspections, complaint resolution, denunciation resolution, and anti-corruption measures in the field of work related to Vietnamese overseas as prescribed by law.
Article 70. Responsibilities of the Ministry of Justice
Article 12. Tasks and Authorities of the Director of the State Committee for Vietnamese Overseas
The Director of the State Committee for Vietnamese Overseas performs tasks and authorities as prescribed in Article 11 of Decree No. 07/2012/ND-CP and the following tasks and authorities:
1. Direct and inspect specialized inspection work in the field of work related to Vietnamese overseas.
2. Decide on specialized inspections in the field of work related to Vietnamese overseas when there are signs of law violations.
3. Assign civil servants to carry out specialized inspection tasks.
4. Recommend handling overlapping issues regarding scope, subjects, content, and time of inspections within their management scope as prescribed by law.
5. Administering administrative penalties according to the provisions of law.
6. Perform other tasks and authorities as prescribed by law.
Article 13. Advisory Unit for Specialized Inspection Work Related to Vietnamese Overseas
1. The advisory unit for specialized inspection work related to Vietnamese overseas at the State Committee for Vietnamese Overseas shall be organized according to the model of a Department.
2. The staffing of the advisory unit shall be decided by the Director of the State Committee for Vietnamese Overseas within the total number of staff allocated.
Chapter III
FOREIGN AFFAIRS INSPECTION ACTIVITIES
Article 14. Content of Administrative Inspections
1. The Ministry shall inspect the implementation of policies, laws, and assigned tasks of agencies, organizations, and individuals under the management of the Ministry of Foreign Affairs.
2. The Department shall inspect the implementation of policies, laws, and assigned tasks of agencies, organizations, and individuals under the management of provincial and centrally-administered city Departments of Foreign Affairs.
Article 15. Content of Specialized Inspections
1. Regarding international treaties and agreements:
a) Compliance with legal provisions on signing, joining, and implementing international treaties as prescribed by law;
b) Compliance with legal provisions on signing and implementing international agreements as prescribed by law.
2. Regarding management of international conferences and seminars in Vietnam:
a) Issuance of permits for organizing international conferences and seminars;
b) Implementation of procedures for organizing international conferences and seminars as prescribed by law.
3. Regarding management of activities of non-governmental organizations in Vietnam:
a) Issuance, extension, amendment, supplementation, and revocation of registration certificates for foreign non-governmental organizations;
b) Compliance with contents stipulated in the registration certificates of foreign non-governmental organizations;
c) Compliance with legal provisions in managing the activities of foreign non-governmental organizations.
4. Regarding consular affairs:
a) Issuance, extension, amendment, supplementation, cancellation of passports, issuance of visas, and implementation of legal provisions on exit and entry for subjects managed by the Ministry of Foreign Affairs as prescribed by law;
b) Notarization, legalization, certification, and judicial delegation as prescribed by law;
c) Implementation of legal provisions on nationality and household registration of Vietnamese citizens and foreigners managed by the Ministry of Foreign Affairs as prescribed by law;
d) Implementation of other consular matters as prescribed by law.
5. Regarding protocol affairs:
a) Implementation of legal provisions on diplomatic etiquette in organizing delegations to travel abroad, receiving foreign guests, diplomatic delegations, and international organizations;
b) Implementation of regulations and preferential treatment, exemptions granted to diplomatic missions, consular posts, representative offices of international organizations in the United Nations system and intergovernmental international organizations in Vietnam, and members of these representative offices.
6. Regarding external information affairs:
a) Implementation of legal provisions on the operation of permanent foreign press offices in Vietnam;
b) Implementation of legal provisions on managing the activities of foreign resident and non-resident journalists in Vietnam.
7. Regarding economic diplomacy:
Implementation of legal provisions on economic diplomacy within the scope of state management of the Ministry of Foreign Affairs and Provincial Departments of Foreign Affairs.
8. Regarding cultural diplomacy:
Implementation of legal provisions on cultural diplomacy within the scope of state management of the Ministry of Foreign Affairs and Provincial Departments of Foreign Affairs.
9. Regarding border and national territory affairs:
Take the lead and coordinate with relevant agencies to conduct specialized inspections on border and national territory affairs.
10. Regarding Vietnamese overseas affairs:
Implementation of legal provisions in the field of work related to Vietnamese overseas within the scope of state management of the Ministry of Foreign Affairs.
Article 16. Competence for Specialized Inspection
1. The Ministry Inspectorate shall inspect the implementation of the provisions set forth in Clauses 1, 2, 3, 4, 5, 6, 7, 8, and 9 of Article 15 of this Decree.
The Ministry Inspectorate shall conduct specialized inspections on agencies, organizations, and individuals, both domestic and foreign, in Ho Chi Minh City within the scope of management under the Ministry of Foreign Affairs.
2. The Department Inspectorate shall inspect the implementation of the provisions set forth in Point b Clause 1 and Clauses 2, 3, 4, 5, 6, 7, 8, and 9 of Article 15 of this Decree.
3. The State Committee for Overseas Vietnamese shall perform specialized inspection functions as prescribed in Clause 10 of Article 15 of this Decree.
Article 17. Construction and Approval of Annual Inspection Plans
1. The construction and approval of annual administrative inspection plans shall be carried out in accordance with Article 36 of the Inspection Law.
2. The construction and approval of annual specialized inspection plans for Foreign Affairs shall be conducted in accordance with Article 39 of Decree No. 07/2012/NĐ-CP; specifically:
a) By no later than November 1st each year, the State Committee for Overseas Vietnamese shall submit its inspection plan to the Ministry Inspectorate for consolidation and reporting to the Minister of Foreign Affairs.
By no later than November 15th each year, the Ministry Inspectorate shall submit the Ministry of Foreign Affairs' inspection plan to the Minister of Foreign Affairs for approval.
The Minister of Foreign Affairs shall be responsible for reviewing and approving the inspection plan by no later than November 25th each year.
b) By no later than December 5th each year, the Department Inspectorate shall submit its inspection plan to the Director of the Department of Foreign Affairs for approval.
The Director of the Department of Foreign Affairs shall be responsible for reviewing and approving the inspection plan by no later than December 15th each year.
3. Adjustments to the inspection plan approved by the Minister of Foreign Affairs and the Director of the Department of Foreign Affairs.
4. The inspection plans stipulated in Clauses 1, 2, and 3 of this Article shall be sent to the inspected entities and related agencies and organizations.
Article 18. Handling Overlapping Activities in Inspection
1. The Chief Inspector of the Ministry shall be responsible for leading the handling of overlapping issues regarding the scope, subjects, contents, and timeframes of inspections between the Ministry Inspectorate and the State Committee for Overseas Vietnamese; coordinating with the Chief Inspector of the province to resolve overlapping issues in Foreign Affairs inspections with local inspection agencies, and submitting to the Minister of Foreign Affairs for review when necessary.
2. If the inspection plan of a subordinate agency overlaps with that of a superior agency, it shall be implemented according to the plan of the superior agency.
3. The Chief Inspector of the Department shall report to the Chief Inspector of the province to handle overlapping issues in inspections with local inspection agencies and report to the Ministry Inspectorate in specialized inspection activities.
Article 19. Time Limits, Procedures, and Processes for Inspections
1. The time limits for Foreign Affairs inspections shall be carried out in accordance with Article 45 of the Inspection Law, Article 16, and Article 30 of Decree No. 07/2012/NĐ-CP, and guiding documents.
2. Inspection activities conducted by the Ministry Inspectorate and the Department Inspectorate shall be carried out in accordance with the Inspection Law; Decree No. 86/2011/NĐ-CP dated September 22, 2011, of the Government detailing and guiding the implementation of certain articles of the Inspection Law (hereinafter referred to as Decree No. 86/2011/NĐ-CP); and Decree No. 07/2012/NĐ-CP.
3. The procedures and processes for specialized inspection activities in the field of work concerning overseas Vietnamese shall be carried out in accordance with the Inspection Law and Decree No. 07/2012/NĐ-CP.
4. Inspection activities conducted by inspectors and specialized inspection officials shall be carried out independently in accordance with the provisions of Decree No. 07/2012/NĐ-CP.
Article 20. Re-inspection
1. The Inspector General of the Ministry shall decide to re-inspect cases that have been concluded by the Chairman of the People's Committee of provinces and centrally governed cities, the Director of the State Committee for Overseas Vietnamese within the scope and authority of state management of the Ministry of Foreign Affairs but show signs of violation of laws as assigned by the Minister of Foreign Affairs.
2. The decision on re-inspection includes contents prescribed in Articles 44 and 52 of the Inspection Law. Within the latest five working days from the date of signing the re-inspection decision, the person issuing the re-inspection decision must send the re-inspection decision to the person who signed the inspection conclusion and the subject of re-inspection.
3. Based on the re-inspection decision, the time limit for re-inspection, the duration of re-inspection, the tasks and powers of the person issuing the re-inspection decision, the Head of the Inspection Team, and members of the Inspection Team shall report the results of re-inspection according to the provisions of the Inspection Law, Decree No. 86/2010/ND-CP, and Decree No. 07/2012/ND-CP.
4. The person issuing the re-inspection decision issues a re-inspection conclusion. The content of the re-inspection conclusion is regulated by the law on inspection.
5. The re-inspection conclusion shall be sent to the Minister of Foreign Affairs and the Chief Inspector General of the Government for reporting.
Article 21. Authority to issue inspection decisions
1. The Inspector General of the Ministry and the Inspector General of the Department shall issue administrative inspection and specialized inspection decisions and establish Inspection Teams. When deemed necessary, the Minister of Foreign Affairs and the Director of the Department of Foreign Affairs may issue inspection decisions and establish Inspection Teams.
2. The Director of the State Committee for Overseas Vietnamese shall issue specialized inspection decisions according to plans and establish Inspection Teams.
For complex cases involving the management responsibility of multiple units, the Minister of Foreign Affairs shall issue specialized inspection decisions and establish Inspection Teams.
Article 22. Consolidation and Reporting Work
1. The Inspector General of the Ministry shall consolidate and report to the Minister of Foreign Affairs and the Chief Inspector General of the Government on inspection work, complaint and denunciation resolution, and anti-corruption efforts within their scope of responsibility.
2. The Inspector General of the Department shall consolidate and report to the Inspector General of the province, the Director of the Department of Foreign Affairs, and the Inspector General of the Ministry on inspection work, complaint and denunciation resolution, and anti-corruption efforts within their scope of responsibility.
3. The State Committee for Overseas Vietnamese shall report to the Ministry Inspectorate on inspection work, complaint and denunciation resolution, and anti-corruption efforts within their scope of responsibility so that the Ministry Inspectorate can consolidate and report to the Minister of Foreign Affairs and the Chief Inspector General of the Government.
Chapter IV
INSPECTORS, SPECIALIZED INSPECTION CIVIL SERVANTS AND INSPECTION ASSISTANTS
Article 23. Inspectors
1. Inspectors are civil servants of the Ministry Inspectorate and Department Inspectorate appointed to the inspector rank to perform inspection tasks and other tasks assigned by the Inspector General of the Ministry and the Inspector General of the Department. Inspectors are provided with uniforms and inspection cards in accordance with the law.
2. Inspectors must comply with the law, be responsible before the Inspector General of the Ministry, the Inspector General of the Department, and the law in performing assigned tasks and powers.
3. Standards for ranks; appointment, removal, and conditions ensuring activities for inspectors shall be implemented in accordance with the law.
Article 24. Professional Inspectors in the Field of Overseas Vietnamese Affairs
1. Professional inspectors in the field of overseas Vietnamese affairs are civil servants within the establishment of the State Committee for Vietnamese Overseas.
2. Professional inspectors in the field of overseas Vietnamese affairs must meet the conditions stipulated in Clause 1, Article 12 of Decree No. 07/2012/ND-CP and specific standards prescribed by the Minister of Foreign Affairs.
3. Professional inspectors are entitled to receive allowances as prescribed by law when performing inspection tasks.
Article 25. Inspection Collaborators
1. Inspection collaborators are civil servants or employees recruited by the Ministry's Inspectorate or Department Inspectorate to join inspection teams. Inspection collaborators are not part of the establishment of state inspectorates.
2. Inspection collaborators must have political integrity; be conscientious, honest, impartial, and fair; possess professional qualifications suitable for the assigned inspection tasks.
3. Inspection collaborators are entitled to benefits and policies as prescribed by law during their participation in inspection teams.
Chapter V
RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS IN FOREIGN AFFAIRS INSPECTION ACTIVITIES
Article 26. Responsibilities of the Minister of Foreign Affairs
1. Lead and direct inspection activities within the scope of management of the Ministry of Foreign Affairs.
2. Direct the development and approval of inspection programs and plans.
3. Timely address conclusions and recommendations regarding inspection work.
4. Strengthen the organization, allocate capable and virtuous officials for diplomatic inspection work; organize, direct, and ensure conditions for the operation of diplomatic inspection work.
4. Strengthen organizational structure, allocate capable and virtuous staff for foreign affairs inspection work; organize, direct, and ensure conditions for the operation of foreign affairs inspection work.
6. Performing other tasks as prescribed by law.
Article 27. Responsibilities of the Chairman of the People's Committee of Provinces and Central Cities
1. Direct the Director of the Provincial Department of Foreign Affairs to strengthen the organization and operation of the Department Inspectorate, ensuring the effectiveness of the Department Inspectorate and the policies for foreign affairs inspection staff as proposed by the Director of the Provincial Department of Foreign Affairs.
2. Coordinate with the Minister of Foreign Affairs to direct foreign affairs inspection activities within the scope of provincial and central city state management.
3. Direct the Provincial Inspectorate to train administrative inspection procedures, complaint resolution, and anti-corruption measures for the Department Inspectorate.
Article 28. Responsibilities of the Director of the Provincial Department of Foreign Affairs
1. Lead and direct inspection activities within the scope of management of the Provincial Department of Foreign Affairs.
2. Direct the development and approval of inspection programs and plans.
3. Timely address conclusions and recommendations regarding inspection work.
4. Strengthen the organization, allocate capable and virtuous officials for diplomatic inspection work; organize, direct, and ensure conditions for the operation of diplomatic inspection work.
4. Strengthen organizational structure, allocate capable and virtuous staff for foreign affairs inspection work; organize, direct, and ensure conditions for the operation of foreign affairs inspection work.
6. Performing other tasks as prescribed by law.
Article 29. Coordination Responsibilities between Foreign Affairs Inspectorates and Other Agencies and Organizations
1. The Ministry's Inspectorate:
a) Be guided on inspection procedures by the Government Inspectorate; report to the Government Inspectorate on inspection work, complaint resolution, and anti-corruption measures as prescribed by law;
b) Coordinate with the Government Inspectorate, Inspectorates of Ministries and sectors, Provincial Inspectorates, Directors of Provincial Departments of Foreign Affairs, Department Inspectorates, and other agencies in inspection activities, complaint resolution, and anti-corruption measures.
2. Provincial Inspectorate:
a) Be guided on specialized inspection procedures by the Ministry Inspectorate; on administrative inspection procedures, complaint resolution, and anti-corruption measures by the Provincial Inspectorate; report to the Ministry Inspectorate and Provincial Inspectorate on inspection work, complaint resolution, and anti-corruption measures as prescribed;
b) Have the responsibility to coordinate and send personnel to participate in inspection teams established by the Head of the Ministry Inspectorate or the Minister of Foreign Affairs upon request;
c) Coordinate with the Ministry Inspectorate, Provincial Inspectorate, Department Inspectorates, and other local agencies in inspection activities, complaint resolution, and anti-corruption measures.
3. The responsibilities and rights of inspected subjects and related agencies, organizations, and individuals shall be implemented according to Article 10 of the Inspection Law.
Chapter VI
IMPLEMENTING PROVISIONS
Article 30. Effective Date
This Decree takes effect from May 2, 2014, replacing Decree No. 157/2006/NĐ-CP dated December 27, 2006, on the organization and operation of foreign affairs inspections.
Article 31. Responsibility for Implementation
1. The Minister of Foreign Affairs shall guide and implement this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of the People's Committees of provinces and centrally-administered cities, and relevant agencies, organizations, and individuals are responsible for implementing this Decree./.
