CIRCULAR
Regulations on the banking code system used in
banking operations and transactions
On the basis of Law on the State Bank of Vietnam No. 46/2010/QH12 dated June 16, 2010;
On the basis of Law on Credit Institutions No. 47/2010/QH12 dated June 16, 2010;
On the basis of Law on Electronic Transactions No. 51/2005/QH11 dated November 29, 2005;
On the basis of Law on Information Technology No. 67/2006/QH11 dated June 29, 2006;
Decree No. Decision No. 156/2013/NĐ-CP dated November 11, 2013 stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Information Technology Department;
The Governor of the State Bank of Vietnam issues this Circular stipulating the banking code system used in banking operations and transactions.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the banking codes applicable to:
1. Internal activities of the State Bank;
2. Activities and transactions through the State Bank;
3. Reporting and electronic data exchange activities with the State Bank of Vietnam (hereinafter referred to as the State Bank).
Article 2. Applicability
1. Entities eligible for banking codes include:
a) Units of the State Bank;
c) Other organizations engaged in reporting and exchanging electronic data related to the State Bank.
2. The State Bank encourages credit organizations, foreign bank branches, and Treasury Departments to use the banking codes prescribed in this Circular in their internal business operations or inter-bank transactions.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. A banking code is a series of characters defined according to a unified principle and uniquely assigned to each entity eligible for a code.
2. Banking information consists of basic information about entities eligible for banking codes, linked to the banking code and some attributes of the entity eligible for a banking code.
3. Internal activities of the State Bank refer to activities within the scope of a unit or between units of the State Bank.
4. Activities and transactions through the State Bank include those of credit organizations, foreign bank branches, Treasury Departments, and other entities engaged in activities related to the State Bank, including:
a) Payment activities through settlement accounts;
b) Bill auction transactions, bond auction transactions, and open market operations;
c) Credit information activities;
d) Anti-money laundering information activities;
e) Other activities and transactions as prescribed by the State Bank.
5. Units of the State Bank are units within the organizational structure of the State Bank as stipulated in Article 3 of Decree No. 156/2013/NĐ-CP dated November 11, 2013 stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam.
6. Affiliated units of credit organizations are units within the operational network of credit organizations, including branches, transaction offices, representative offices, public service units within the country; overseas branches and representative offices according to the provisions of the law.
7. Submitting applications for issuance, cancellation, or adjustment of banking codes through the electronic portal of the State Bank involves sending requests for issuance, cancellation, or adjustment of banking codes via the State Bank's electronic portal using secure digital signatures issued by the State Bank in accordance with regulations on the management and use of digital signatures, digital certificates, and digital signature verification services of the State Bank.
Article 4. Principles for Granting and Revoking Bank Codes
1. A bank code shall be granted uniquely to each unit within the scope of entities entitled to a bank code as stipulated in Clause 1, Article 2 of this Circular.
4. The granting of a bank code shall be carried out when the entity entitled to a bank code is established, merged, divided, or split.
Article 5. Authority to Grant, Revoke Bank Codes and Adjust Banking Information
The Governor of the State Bank assigns the Director of the Department of Information Technology to issue, cancel, or adjust banking codes and banking information.
Article 6. Public Disclosure of Bank Codes and Banking Information
Banking codes and banking information are publicly disclosed on the electronic portal of the State Bank.
Chapter II
REGULATIONS ON THE STRUCTURE OF BANK CODES AND BANKING INFORMATION
Article 7. Structure of Bank Codes
The structure of bank codes consists of 8 characters and is divided into 3 groups as follows:
1. Group 1 consists of the first two characters on the left, which are the province or centrally administered city code or a common code for branches abroad of credit organizations.
2. Group 2 consists of the next three characters following Group 1, which are the system code of the organization assigned the banking code.
3. Group 3: includes the last three characters, which are the serial number of the unit within each system in each province or centrally-administered city, or abroad.
Article 8. Banking Information
1. Banking information of entities entitled to a bank code includes:
a) Trading name including full name in Vietnamese (as prescribed in the competent authority's document), English name, abbreviated name;
b) Address of the entity entitled to a bank code;
c) Contact phone number, fax number, email address;
d) Type of credit institution (for credit institutions);
đ) Unit type (head office, affiliated unit).
2. Banking information is linked to the bank code of the entity entitled to it and ceases to exist when that bank code is revoked.
Chapter III
REGULATIONS ON PROCEDURES FOR GRANTING, REVOKING BANK CODES, AND ADJUSTING BANKING INFORMATION
Article 9. Procedures for Granting Bank Codes
1. For State Bank units, when there is a need to apply for a banking code, the unit submits a request for issuance of a banking code in the format specified in Appendix 01 to the email address of the Department of Information Technology (announced on the State Bank's electronic portal);
2. For credit organizations (excluding people's credit funds), foreign bank branches, within ten working days from the date the credit organization or foreign bank branch is granted a license to establish and operate (new establishment, merger, division, or spin-off), the credit organization or foreign bank branch sends one set of application documents for issuance of a banking code to the email address of the Department of Information Technology (announced on the State Bank's electronic portal), the documents include:
a) An application for issuance of a banking code in the format specified in Appendix 01;
b) A copy of the license to establish and operate the credit organization or foreign bank branch;
c) An application for issuance of a network-based banking code management account in the format specified in Appendix 04.
3. For affiliated units of credit organizations (excluding people's credit funds), within ten working days from the date of obtaining a license to establish, the credit organization sends one set of application documents for issuance of a banking code to the Department of Information Technology via the network, the documents include:
a) An application for issuance of a banking code in the format specified in Appendix 01;
b) A copy of the license to establish the affiliated unit of the credit organization.

b) A copy of the establishment decision of the competent authority.
6. For other entities involved in reporting and electronic data exchange related to the State Bank, when there is a need to apply for a banking code, the entity sends one set of application documents for issuance of a banking code to the email address of the Department of Information Technology (announced on the State Bank's electronic portal), the documents include:
a) An application for issuance of a banking code in the format specified in Appendix 01;
b) A copy of the establishment decision of the competent authority.
7. Within three working days from the date of receiving a valid application, the Department of Information Technology issues a banking code and notifies the result to the applicant via the network. In case of refusal to issue a banking code, the Department of Information Technology notifies the applicant via the network and specifies the reasons.
8. In cases where necessary for reporting and electronic data exchange activities, the Department of Information Technology proactively issues banking codes to entities specified in Point c Clause 1 Article 2 of this Circular.
Article 10. Procedures and formalities for cancellation of bank codes
1. For State Bank units, within ten working days from the date of cessation of operations, the Personnel Organization Department submits a request for cancellation of a banking code in the format specified in Appendix 02 to the Department of Information Technology via the network.
3. For credit institutions that are merged or consolidated, within ten working days from the date of the Merger or Consolidation Decision, the credit institution receiving the merger or the credit institution established after consolidation shall prepare one set of documents requesting to cancel the bank code for the merged or consolidated credit institution and send it to the Directorate of Information Technology via the network. The documents include:
a) A document requesting to cancel the bank code according to Model Appendix 02;
b) A copy of the Merger or Consolidation Decision of the entity whose bank code is to be canceled.
4. For dependent units of credit institutions (excluding people's credit funds), within ten working days from the date of the Decision to terminate operations, the credit institution shall prepare one set of documents to cancel the bank code and send it to the Directorate of Information Technology via the network. The documents include:
a) A document requesting to cancel the bank code according to Model Appendix 02;
b) A copy of the Decision to terminate operations of the entity whose bank code is to be canceled.

7. For other organizations engaged in reporting and exchanging electronic data related to the State Bank, when there is a need to cancel the bank code, the organization shall submit a document requesting to cancel the bank code according to Model Appendix 02 to the Directorate of Information Technology via the network.
8. Within three working days from the date of receipt of valid application documents, the Directorate of Information Technology shall cancel the bank code and notify the result through the network to the requesting unit. In case of refusal to cancel the bank code, the Directorate of Information Technology shall notify the requesting unit through the network and specify the reasons.
9. When there is no longer a need to receive reports or exchange electronic data with other organizations that have been assigned a code under Clause 6 and Clause 8 of Article 9 of this Circular, the Directorate of Information Technology shall proactively cancel the bank code and notify the relevant units.
Article 11. Procedures and formalities for adjusting bank information
2. For credit institutions (excluding people's credit funds) and foreign bank branches, when there is a change in bank information as prescribed in Clause 1 of Article 8 of this Circular, within ten working days from the date of the change in bank information, the credit institution or foreign bank branch shall prepare one set of documents to adjust bank information and send it to the Directorate of Information Technology via the network. The documents include:
a) A document requesting to adjust bank information according to Model Appendix 03;
b) A copy of the approval document for changes in information as specified in Points a, b, d, đ of Clause 1 of Article 8.

5. For other organizations engaged in reporting and exchanging electronic data related to the State Bank, when there is a need to adjust bank information, the organization shall prepare one set of documents to adjust bank information and send it to the Directorate of Information Technology via the network. The documents include:
a) A document requesting to adjust bank information according to Model Appendix 03;
b) A copy of the approval document for changes in information issued by the competent authority as specified in Points a, b, d, đ of Clause 1 of Article 8.
6. Within three working days from the date of receipt of valid application documents, the Directorate of Information Technology shall adjust the bank information and notify the result through the network to the requesting unit. In case of refusal to adjust the bank information, the Directorate of Information Technology shall notify the requesting unit through the network and specify the reasons.
7. The Directorate of Information Technology shall proactively review and adjust bank information for other organizations that have been assigned a bank code under Clause 6 and Clause 8 of Article 9 of this Circular and notify the relevant units.
Chapter IV
IMPLEMENTING PROVISIONS
Article 12. Responsibilities of Units
1. The Department of Information Technology is responsible for:
a) Receiving and processing procedures as specified in Articles 9, 10, and 11 of this Circular;
c) Issuing and guiding the procedures for submitting applications for issuance, cancellation, and adjustment of banking information via the network;
d) Publicly announce information about the bank code, bank information, email of the Directorate of Information Technology, procedures for submitting applications for issuance, cancellation, and adjustment of bank codes via the State Bank’s official website.
2. Relevant units under the State Bank of Vietnam shall perform tasks as prescribed in this Circular.
Article 13. Transitional Provisions
Entities that were granted a bank code before this Circular takes effect may continue to use their bank code and bank information associated with the granted bank code. The cancellation of bank codes and adjustments to bank information for entities that were granted a bank code before this Circular takes effect shall be carried out in accordance with the provisions of this Circular.
Article 14. Effective Date
1. This Circular takes effect from July 1, 2016.
2. This Circular replaces the following documents and regulations:
a) Decision No. 23/2007/QĐ-NHNN dated June 5, 2007, issued by the Governor of the State Bank of Vietnam, regulating the banking code system used in banking operations;
b) Decision No. 43/2007/QĐ-NHNN dated November 23, 2007 of the Governor of the State Bank of Vietnam on amending Article 2 of Decision No. 23/2007/QĐ-NHNN dated June 5, 2007 of the Governor of the State Bank of Vietnam promulgating regulations on the banking code system used in banking operations;
c) Decision No. 08/2008/QĐ-NHNN dated April 7, 2008 of the Governor of the State Bank of Vietnam on amending Article 1 of Decision No. 43/2007/QĐ-NHNN dated November 23, 2007 of the Governor of the State Bank of Vietnam on amending Article 2 of Decision No. 23/2007/QĐ-NHNN dated June 5, 2007 of the Governor of the State Bank of Vietnam promulgating regulations on the banking code system used in banking operations;
d) Article 7 Circular No. 23/2011/TT-NHNN dated August 31, 2011 on implementing simplification of administrative procedures in payment activities and other fields pursuant to the Government Resolution on simplifying administrative procedures within the scope of management functions of the State Bank of Vietnam;
The Director of the Office, the Director of the Department of Information Technology, Heads of units related to the State Bank of Vietnam, Governors of the State Bank of Vietnam branches in provinces and centrally governed cities, General Directors of the Treasury, and Chairmen of Management Boards (Boards of Members), General Directors (Directors) of credit organizations, foreign bank branches, and other entities engaged in reporting and electronic data exchange with the State Bank of Vietnam are responsible for organizing the implementation of this Circular./.
