Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Science and Technology dated June 18, 2013;

Pursuant to the Law on Safety and Hygiene lcode on June 25, 2015;

At the proposal of the Minister of Science and Technology, the Chairman of the Vietnam General Confederation of Labor;, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPof the Vietnam General Confederation of Labor;

The Government issues this Decision on the organization and operation of the Institute of Safety and Hygiene Science under the Vietnam General Confederation of Labor.iealth l1. The Institute of Safety and Hygiene Science (formerly known as the Institute for Research on Scientific and Technological Protective Equipment for Labor) is a public scientific and technological institution under the Vietnam General Confederation of Labor, with the function of conducting scientific research to serve management, implementation, and application of scientific and technological results related to safety, hygiene, and working environment according to the provisions of the law.

Article 1. Position and Functions

The Institute of Safety and Hygiene Science has the international name in English: Viet Nam National Institute of Occupational Safety and Health (abbreviated as VNNIOSH).

2. The Institute of Safety and Hygiene Science has legal personality, its own seal, and is allowed to open accounts at the state treasury and commercial banks to operate according to the provisions of the law. The main office of the Institute is located in Hanoi City.

Article 2. Tasks and Authorities of the Institute

1. Conducting scientific research to serve state management on safety and hygiene in the workplace, ensuring the safety and health of workers, protecting the working environment:

a) Developing and applying science and technology related to safety and hygiene in the workplace; preventing and handling environmental pollution to ensure the safety and health of workers.

b) Studying and building methods and procedures for standardization and conformity assessment of personal protective equipment and safety devices; researching, identifying, and recommending additions to the list of occupational diseases covered by insurance in Vietnam.

2. Conducting scientific research to serve the activities of the Vietnam General Confederation of Labor:

a) Conducting research and providing scientific evidence to assist the Vietnam General Confederation of Labor in participating with state agencies in formulating policies and regulations on safety and hygiene in the workplace, as well as policies and benefits for work-related accidents and occupational diseases.

b) Conducting research and providing scientific evidence to assist the Executive Committee of the Vietnam General Confederation of Labor in directing and enhancing the effectiveness of activities, guiding, and inspecting safety and hygiene in the workplace within the trade union system.

3. Other tasks related to safety and hygiene in the workplace, ensuring the safety and health of workers, and protecting the working environment:

a) Implementing monitoring and analysis activities of the working environment; evaluating, supervising, and forecasting environmental pollution in the workplace; providing scientific information and knowledge about safety and hygiene in the workplace.

b) Collaborating in establishing systems of indicators and standards for safety and hygiene in the workplace, and environmental impact assessments.

c) International cooperation in the field of science and technology related to safety and hygiene in the workplace and protection of the working environment.

d) Building and developing the capacity of the Institute to meet the requirements of development in science and technology related to safety and hygiene in the workplace and protection of the working environment.

4. Consulting and scientific and technological service activities and international cooperation as prescribed by law:

a) Training and education on occupational safety, hygiene, and occupational health.

b) Assessing risks and hazards related to occupational safety and hygiene, and occupational health risks. Consulting on the establishment of occupational safety and hygiene management systems and occupational health systems in enterprises.

c) Testing and analyzing, assessing environmental impacts; measuring environmental pollution indices; occupational hygiene and anthropometry.

d) Consulting, designing, reviewing, and evaluating systems for controlling and treating environmental pollution in the workplace; supplying protective equipment and safety devices; investing, transferring technology, and supplying systems for controlling and treating environmental pollution.

e) Providing services for diagnosis and treatment of occupational diseases and health conditions related to occupational health.

5. Performing other assigned tasks.

e) Perform occupational health examination and treatment services, and services related to occupational health.

Article 3. Organizational Structure of the Institute

1. The leadership of the Institute consists of the Director and not more than three Deputy Directors. The Director and Deputy Directors shall be appointed and relieved of their positions by the Chairman's Board of the Vietnam General Confederation of Labor in accordance with the regulations.

The Director is responsible before the law and before the Chairman's Board of the Vietnam General Confederation of Labor for all activities of the Institute. The Deputy Directors assist the Director according to the Director’s assignment and are responsible before the law, before the Director and the Chairman's Board of the Vietnam General Confederation of Labor for the tasks assigned to them.

2. The organizational structure of the Institute shall be decided by the Chairman's Board of the Vietnam General Confederation of Labor in accordance with the provisions of the law.

Article 4. Operation Mechanism, Human Resources, and Operating Budget of the Institute

1. The Institute implements the autonomous mechanism of public scientific and technological organizations in accordance with the provisions of Government Decree No. 54/2016/NĐ-CP dated June 14, 2016, on the autonomous mechanism of public scientific and technological organizations and the provisions of the law. The Institute is organized and operates in accordance with the Charter issued by the Chairman's Board of the Vietnam General Confederation of Labor.

2. The number of civil servants, officials, and staff working at the Institute shall be determined according to the job position plan approved by the competent authority in accordance with the law.

3. The operating budget of the Institute includes: budget support from the state budget in accordance with the functions and tasks of the Institute; budget provided by the Vietnam General Confederation of Labor and other legitimate sources of funding.

Article 5. Effective Date

1. This Decision takes effect from July 15, 2017.

2. This Decision replaces Decision No. 141/1998/QĐ-TTg dated August 1, 1998, of the Prime Minister regarding the restructuring of the organization and supplementation of the functions and tasks of the Institute of Occupational Safety and Health Science Research.

Article 6. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial People's Committees under central cities, and the Director of the Institute of Occupational Safety and Health Science are responsible for implementing this Decision.
