Circular No. 17/2017/TT-BGDĐT amends the phrase "International Cooperation Department" and "Overseas Training Department" to "International Cooperation Agency"; and the phrase "Examination and Quality Assurance Department" to "Quality Management Agency" in Decision No. 77/2007/QĐ-BGDĐT dated December 20, 2007 issued by the Minister of Education and Training on the procedures and formalities for recognizing diplomas issued by foreign educational institutions to Vietnamese citizens, which has been amended and supplemented by Circular No. 26/2013/TT-BGDĐT dated July 15, 2013 issued by the Minister of Education and Training.

AMEND THE PHRASE "INTERNATIONAL COOPERATION DEPARTMENT" AND "FOREIGN EDUCATION DEPARTMENT" TO "INTERNATIONAL COOPERATION COUNCIL"; AMEND THE PHRASE "ASSESSMENT AND QUALITY ASSURANCE COUNCIL" TO "QUALITY MANAGEMENT COUNCIL" IN DECISION NUMBER 77/2007/QĐ-BGDĐT OF SEPTEMBER 20, 2007 ISSUED BY THE MINISTER OF EDUCATION AND TRAINING ON PROCEDURES AND REQUIREMENTS FOR RECOGNITION OF FOREIGN EDUCATION DOCUMENTS AWARDED TO VIETNAMESE CITIZENS BY FOREIGN EDUCATIONAL INSTITUTIONS AS AMENDED AND COMPLEMENTED BY CIRCULAR NUMBER 26/2013/TT-BGDĐT OF JULY 15, 2013 ISSUED BY THE MINISTER OF EDUCATION AND TRAINING.

Based on Decree No. 123/2016/NĐ-CP dated September 1, 2016 of the Government stipulating functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

To amend the phrase "International Cooperation Department"

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular takes effect from the date of signature.

Article 3. The Director of the Office, the Heads of the Quality Management Council and the International Cooperation Council, the Heads of relevant units under the Ministry of Education and Training; Directors of provincial Departments of Education and Training; Directors of universities and academies; Principals of university teacher training colleges and secondary teacher training colleges; organizations and individuals concerned are responsible for implementing this Circular./.
