Pursuant to the Education Law dated June 14, 2019;

Decree No. 86/2022/Decree-CP dated February 24 the 10 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;22 of the Government This Circular stipulates standards and conditions for promotion to higher ranks of teaching positions for staff members in public universities and teacher training colleges, including public college teacher training institutions that offer Early Childhood Education at the college level (hereinafter referred to collectively as teacher training colleges).

Pursuant to Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and continuous training for cadres, civil servants, and public officials; regulations on training and improving officials, civil servants, and public servants; Decree No. 89/2021/NĐ-CP dated October 18, 2021 of the Government amending and supplementing certain provisions of Decree No. 101/2017/NĐ-CP dated September 1, 2017 of the Government on training and continuous training for cadres, civil servants, and public officials;

At the proposal of the Director of the Department of Teachers and Educational Management Staff;

The Minister of Education and Training promulgates Circular amending and supplementing certain provisions of the Regulation on Continuous Training for Teachers and Management Staff of Early Childhood Education Institutions, General Education Institutions, and Continuing Education Centers issued together with Circular No. 19/2019/TT-BGDĐT dated November 12, 2019 of the Minister of Education and Training.

Article 1. Amending and supplementing certain provisions of the Regulation on Continuous Training for Teachers and Management Staff of Early Childhood Education Institutions, General Education Institutions, and Continuing Education Centers issued together with Circular No. 19/2019/TT-BGDĐT dated November 12, 2019 of the Minister of Education and Training

1. Amending and supplementing Clause 1, Clause 2 of Article 2 as follows:

"1. Teachers currently nurturing, caring for, and educating at preschools, kindergartens, nurseries, independent groups, independent kindergarten classes, independent pre-school classes (collectively referred to as early childhood education institutions); teachers currently teaching at primary schools, secondary schools, high schools, multi-grade general education schools, specialized schools, boarding schools for ethnic minorities, general education schools for persons with disabilities (collectively referred to as general education institutions); teachers currently teaching at continuing education centers, teachers teaching educational programs within the national education system's credential programs at vocational education and continuing education centers (collectively referred to as continuing education centers).

Teachers of early childhood education institutions, general education institutions, and continuing education centers are collectively referred to as teachers.

2. Principals, deputy principals of early childhood education institutions, general education institutions; directors, deputy directors of continuing education centers (collectively referred to as management staff)."

2. Amending and supplementing Clause 1 of Article 3 as follows:

"1. Continuous training in knowledge and skills according to the requirements of job positions for teachers and management staff; serves as the basis for managing, directing, organizing training, self-training to enhance the professional qualities and expertise of teachers and management staff; increasing the level of meeting the requirements of job positions for teachers and management staff; meeting the requirements for the development of early childhood education, general education, and continuing education and meeting the requirements of occupational standards."

3. Amending and supplementing Point b of Clause 1 of Article 7 as follows:

"b) Materials must ensure the combination of theory and practice; knowledge, experience, and practical skills; integration and embedding of similar training programs; no duplication. Programs and materials must be regularly updated and improved in line with actual conditions;"

4. Amending and supplementing Clause 1 of Article 9 as follows:

"1. Continuous training lecturers: Are educators from educational institutions implementing continuous training tasks; experts, educational management staff; core teachers and management staff of early childhood education institutions, general education institutions; teachers and management staff of continuing education centers meeting the criteria specified in Clause 2 of this Article."

5. Amending and supplementing Point c, Point d of Clause 2 of Article 9 as follows:

"c) Have experience in teacher and management staff training work; have a sense of responsibility, ability to collaborate with colleagues; have the ability to guide and advise teachers and management staff on self-study; be familiar with the procedures, content, techniques, methods, and forms of evaluation for continuous training;

6. Amending and supplementing Article 11 as follows:

"1. Evaluating the application of continuous training knowledge in practical teaching, childcare, student education; practical management of early childhood education institutions, general education institutions, and continuing education centers. Evaluation should combine regular assessment with periodic assessment using various appropriate methods and forms through tests, research assignments, and reports that meet the objectives, requirements, content of the continuous training program, and comply with the regulations set forth in this Regulation.

2. Tests, research assignments, and reports are graded out of ten points and are considered to meet the requirements if they score five points or higher.

3. Classification of continuous training results:

a) Completion of the continuous training plan: Teachers and management staff are classified as having completed the continuous training plan when they fully comply with the regulations of all training sessions during the academic year; complete all tests, research assignments, and reports with satisfactory results as stipulated in Clause 2 of this Article.

b) Failure to complete the continuous training plan: Teachers and management staff who do not meet the requirements specified in Point a of Clause 3 of this Article.

4. Continuous training evaluation and classification results are recorded in the file and serve as the basis for implementing career development policies and teacher and management staff utilization."

7. Amending and supplementing Article 12 as follows:

"Article 12. Recognition of completion of regular training plan

Teachers and management staff who complete the specified courses during the academic year as stipulated in Point a, Clause 3, Article 11 shall be recognized by the Department of Education and Training as having completed their regular training plan.

8. Amend and supplement Point c, Clause 2, Article 13 as follows:

"c) Implement regular training; evaluate, classify, and submit the results of regular training to the Department of Education and Training."

9. Amend and supplement Clause 1 of Article 19 as follows:

"1. Implement according to the coordination mechanism prescribed in Article 13 of this Regulation; develop training programs and materials and publicly announce the list of lecturers before organizing training."

Article 2. Effective Date

This Circular takes effect from January 20, 2023.

This Circular takes effect from December 25, 2025/.

The Heads of the Office, Inspectorate, Director of the Teacher and Educational Management Staff Department under the Ministry of Education and Training, Heads of relevant units under the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally-run cities, Directors of Departments of Education and Training, and related organizations and individuals are responsible for implementing this Circular./.
