The Minister of Natural Resources and Environment issues this Circular on the issuance of National Technical Regulations on national topographic maps at scales 1:500,000 and 1:1,000,000.
Article 1. Accompanying this Circular is the National Technical Regulation on national topographic maps at scales 1:500,000 and 1:1,000,000, code QCVN 75:2023/BTNMT.
Article 2. Effective Date
1. This Circular shall take effect from May 1, 2024.
2. The contents prescribed for national topographic maps at scales 1:500,000 and 1:1,000,000 in Decision No. 11/2006/QĐ-BTNMT dated August 22, 2006 of the Minister of Natural Resources and Environment on the issuance of map symbols for national topographic maps at scales 1:250,000, 1:500,000 and 1:1,000,000 shall cease to be effective from the date this Circular takes effect.
3. The contents prescribed for national topographic maps at scales 1:500,000 and 1:1,000,000 in Decision No. 09/2006/QĐ-BTNMT dated August 16, 2006 of the Minister of Natural Resources and Environment on the issuance of regulations on the establishment and printing of national topographic maps at scales 1:250,000, 1:500,000 and 1:1,000,000 shall cease to be effective from the date this Circular takes effect.
Article 3. Implementation Organization
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, and related organizations and individuals are responsible for implementing this Circular.
2. The Director of the Vietnam National Administration of Surveying, Mapping and Geoinformation shall be responsible for organizing the dissemination and inspection of the implementation of this Circular.
3. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment for consideration and decision.

4. Explanation of terms
4.1 National topographic maps at scales 1:500,000 and 1:1,000,000 are topographic maps of land, islands, archipelagos, and seabed topographic maps constructed within the national coordinate system and national height system for uniform use throughout the country.
4.2 Scale symbols are symbols whose size is proportional to the actual size of geographic objects.
4.3 Half-scale symbols are symbols whose one-dimensional size is proportional to the actual size of geographic objects, while the other dimension represents a convention.
4.4 Non-scale symbols are symbols that have a representative shape for geographic objects and a conventional size, not based on the actual size of the geographic objects.
4.5 Units of measurement for values displayed on the map: height, depth, length in meters (m); voltage in kilovolts (kV).
4.6 National coordinate point is a national survey point with coordinate values established according to national standards, technical regulations, and technical specifications.
4.7 The national height point is the national surveying point with height value established according to national technical standards and regulations.
4.8 The national coordinate and height point is the national surveying point with coordinate and height values established according to national technical standards and regulations.
4.9 GeoTIFF is a digital image file with the extension *.tif attached to the coordinates of geographic objects within a defined coordinate system.
4.10 GeoPDF is a data file with the extension *.pdf attached to the coordinates of geographic objects within a defined coordinate system. The GeoPDF file contains spatial data and attributes of geographic objects.
5. Accuracy of national topographic maps at scales 1:500,000 and 1:1,000,000
The root mean square error on the plane of geographic objects depicted on the national topographic map at the scale of establishment shall not exceed 0.5 mm on the map.
6. Product format of national topographic maps at scales 1:500,000 and 1:1,000,000
6.1 The national topographic map at scales of 1:500,000 and 1:1,000,000 includes digital and paper print formats.
6.2 The national topographic map in digital format is in GeoTIFF-24 bit and GeoPDF resolution of 300 dpi or higher. Each piece of the national topographic map in digital format has an accompanying metadata file.

II. TECHNICAL PROVISIONS
1.1 The national topographic maps at scales of 1:500,000 and 1:1,000,000 are established in the National Geodetic Reference System and Coordinate System VN-2000 (referred to as the VN-2000 System) and the National Height System.
1.2 The national topographic map at a scale of 1:1,000,000 is established using the transverse conic equal-angle projection with standard parallels at latitudes 110 and 210, central meridian 1080, , and origin latitude 40.
1.3 The national topographic map at a scale of 1:500,000 is established using the cylindrical equal-angle projection with zone 60, and scale factor k0 = 0.9996. The zone number and central meridian for each zone are specified in Table 1 below.

1.4 Fragmentation and designation of the sheet code for the national topographic map at a scale of 1:1,000,000
1.4.1 Fragmentation of the national topographic map at a scale of 1:1.000.000
The national topographic map at a scale of 1:1,000,000 is the intersection of zones 60 divided by meridians and parallels 40 divided by parallels. Each sheet of the national topographic map at a scale of 1:1,000,000 has dimensions of 40x 60.
1.4.2 Designation of the sheet code for the national topographic map at a scale of 1:1.000.000
1.4.2.1 Each sheet of the national topographic map at a scale of 1:1,000,000 is the intersection of parallels divided by parallels and zones divided by meridians. The parallel symbol is designated by Latin letters A, B, C... (excluding O and I) starting from parallel A between latitudes 00 and 40 North increasing from the equator towards the pole. The zone symbol is designated by Arabic numerals 1, 2, 3... starting from zone 1 between longitudes 1800 East and 1740 West, increasing from East to West. The sheet code for the national topographic map at a scale of 1:1,000,000 consists of the parallel symbol and the zone symbol in the form X-yy, where X is the parallel symbol and yy is the zone symbol.
1.4.2.2 In the international fragmentation system, the sheet code for the national topographic map at a scale of 1:1,000,000 is designated as in Point 1.4.2.1 and the letter N is added before the parallel symbol for parallels in the Northern Hemisphere and the letter S for parallels in the Southern Hemisphere. The sheet code for the national topographic map at a scale of 1:1,000,000 consists of the parallel symbol and the zone symbol in the form NX-yy, where NX is the parallel symbol and yy is the zone symbol.
1.4.3 When presenting the sheet code for the national topographic map at a scale of 1:1,000,000, it must be presented first according to the provisions of Point 1.4.2.1, followed by the presentation according to the provisions of Point 1.4.2.2 enclosed in parentheses.
Example: The sheet of the national topographic map at a scale of 1:1,000,000 with the code F-48 (NF-48).
1.4.4 The fragmentation diagram and sheet code for the national topographic map at a scale of 1:1,000,000 are specified in Appendix F of this national technical regulation.

1.5.2.1 In the international fragmentation system, each sheet of the national topographic map at a scale of 1:1,000,000 is divided into 4 sheets of the national topographic map at a scale of 1:500,000 and is designated by letters A, B, C, D in clockwise order starting from the northwest corner. The sheet code for the national topographic map at a scale of 1:500,000 includes the sheet code for the national topographic map at a scale of 1:1,000,000 containing that sheet, a hyphen, and then the sheet code for the national topographic map at a scale of 1:500,000 within that sheet.
1.5.2.2 When presenting the sheet code for the national topographic map at a scale of 1:500,000, it must be presented first according to the provisions of Point 1.4.2.2.1, followed by the presentation according to the provisions of Point 1.4.2.2.2 enclosed in parentheses.
1.5.3 Example: The sheet of the national topographic map at a scale of 1:500,000 with the code F-48-D (NF-48-C).
2.1 Organization of data layer groups of the national topographic map at a scale of

The national topographic maps at scales of 1:500,000 and 1:1,000,000 are established from the national geographic database at a scale, including the following data layer groups:1:500.000, 1:1.000.000
- Group of data layers for national borders and administrative boundaries;
- Group of mathematical basis data layers;
- Group of population data layers;
- Group of terrain data layers;
- Group of transportation data layers;
- Group of vegetation cover data layers;
- Group of hydrographic data layers.
2.2 Technical requirements for representing the content of the national topographic map at a scale of 1:500,000 and 1:1,000,000
The content of the national topographic map at a scale of 1:500,000 and 1:1,000,000 is represented by corresponding symbols according to the model of symbols for the national topographic map at a scale of 1:500,000 and 1:1,000,000 stipulated in Article 3 Part II of this national technical regulation.
2.2.1 The content of the national topographic map at scales of 1:500,000 and 1:1,000,000 is presented using corresponding Symbols according to the model of symbols for the national topographic map at scales of 1:500,000 and 1:1,000,000 as stipulated in Article 3, Part II of this National Technical Regulation.
2.2.2 Represent by proportional symbols when geographical objects in linear form have a width of 250 meters or more for the scale of 1:500,000 and 500 meters or more for the scale of 1:1,000,000; the representation by proportional symbols for geographical objects in area form is specified in detail according to each group of map data.
2.2.3 Represent by half-proportional symbols when geographical objects in linear form have a width less than 250 meters for the scale of 1:500,000 and less than 500 meters for the scale of 1:1,000,000.
2.2.4 Represent by non-proportional symbols for geographical objects that do not meet the criteria set out in Points 2.2.2 and 2.2.3.
2.2.5 Represent by explanatory notes when it is necessary to explain the characteristics of geographical objects. Explanatory notes are provided in Appendix B of this National Technical Regulation.
2.2.6 Content elements presented parallel to the southern frame of the map
When presenting the content of national topographic maps at scales of 1:500,000 and 1:1,000,000, symbols and notes must be presented parallel to the southern frame of the map including:
- Non-proportional symbols;
- Symbols representing vegetation distribution;
- Notes on the height of elevation points and depth of depression points;
- Population notes, name notes, and explanatory notes;
2.2.7 For symbols and notes of geographical objects in linear form, they must be presented along the direction of the object, with the head of letters and numbers facing north; for highway number notes, the digits should be perpendicular to the southern frame of the map.
2.2.8 When placing elevation value notes for contour lines and depth value notes for depression contour lines, the head of the digit must face upwards towards higher terrain and preferably face north.
2.2.9 Principles for representing the position of geographical objects using half-proportional and non-proportional symbols
For geographical objects that need to accurately represent their position through symbols, the center of the symbol must coincide with the center of the geographical object according to the following principles:
- Circular, square, triangular, star, oval symbols: the center of the symbol is the center of the shape;
- Linear symbols: the center of the symbol is the axis of the symbol, the axis of the symbol is the central axis of the longer sides of the symbol;
- Symbolic shapes with a base such as ancient towers, monuments, mausoleums, temples, golf courses, lighthouses, maritime danger zones, ports: the center of the symbol is the midpoint of the base;
- Symbols with perpendicular feet or round dots, circles such as churches, drilling platforms, extraction towers, beaches, ports, water sources, underwater rocks: the center of the symbol is at the top corner, at the foot or center of the round dot at the foot;
- Mining area symbols, domestic airport symbols: the center of the symbol is the midpoint of the symbol.
2.2.10 Priority levels for geographical objects when represented on national topographic maps at scales of 1:500,000 and 1:1,000,00000.000, 1:1.000.000
When two or more geographical objects overlap or are close to each other, priority should be given to accurately and correctly representing the positions of geographical objects with higher priority levels and those with higher directional significance. Geographical objects with lower priority levels should be broken up or yield to those with higher priority levels. The priority levels for geographical objects when represented on national topographic maps at scales of 1:500,000 and 1:1,000,000 are as follows:
- For independent geographical objects, priority is given in the following order: national survey points; geographical objects with higher directional significance; more durable materials;
- For linear geographical objects, priority is given in the following order: railways, rivers, streams, roads, canals, ditches, land use boundaries, vegetation boundaries;
- In special cases, if both geographical objects need to be represented, the symbol may be shifted by 0.2 mm on the map but must ensure compliance with the priority levels of the geographical objects.
2.2.11 When symbols intersect, the symbol with a higher spatial position or higher priority level should be fully represented, while the symbol below should be broken to avoid crossing the symbol above.
2.2.12 Non-proportional symbols with the center of the symbol located on the inner frame line should be presented on larger map fragments.
2.2.13 Principles for representing the names of geographical objects on maps
2.2.13.1 When representing the names of geographical objects, priority should be given to larger objects with significant meaning, fame, or higher directional significance. If the map's capacity does not allow for full representation of all geographical object names or if full representation would affect other map contents and readability, abbreviations of common nouns may be used, and only specific names need to be presented for objects already indicated by standardized symbols. Common noun abbreviations must comply with the provisions in Appendix C of this National Technical Regulation.
2.2.13.2 Geographical objects with wide distribution areas may repeat their names at appropriate intervals and aesthetically pleasing distances within the distribution range of the object.
2.2.13.3 Linear geographical objects must repeat their names at intervals of 15 cm to 20 cm on the map.
2.2.13.4 Geographical objects spanning multiple map fragments should have their names displayed on all fragments if the map's content capacity allows.
2.2.13.5 Fully represent foreign place names based on the national geographic database. For Chinese place names familiar to Vietnamese people, additional phonetic transcriptions in Sino-Vietnamese should be added, enclosed in parentheses below or to the right of the official name.
2.3 Provisions on the content of the boundary and administrative boundary data layer groups
2.3.1 The boundary and administrative boundary data layer groups represent the national border, baseline points, baseline lines, provincial and district administrative boundaries on land, and provincial and district administrative boundaries at sea.
2.3.2 The national border must be fully, accurately, and consistently represented according to the standard border map. The national border must be represented continuously without breaks, accurately depicting the corners, intersections of the border, and maintaining the correct relationship with other geographical objects.
2.3.3 Administrative boundary lines must be fully and accurately depicted. Administrative boundary lines must be continuously displayed without interruption, accurately presenting all turns and intersections of administrative boundary lines, and maintaining the correct relationship with geographic objects. On national topographic maps at a scale of 1:500,000, provincial and district administrative boundary lines are shown. On national topographic maps at a scale of 1:1,000,000, only provincial administrative boundary lines are shown.
2.3.4 Maritime administrative boundary lines at various levels shall only be depicted when specific requirements arise at the time of map creation, updates, and when sufficient legal basis exists.
2.3.5 Nprinciples for depicting national borders and administrative boundary lines at various levels
2.3.5.1 In cases where national borders and administrative boundary lines at various levels coincide with linear features represented at half-scale or at scale but the width of these linear features on the map is less than 1 mm, they may be offset and staggered on both sides of the linear feature, each side from 2 to 4 tick marks. In this case, the distance from the national border and administrative boundary lines to the linear feature on the map is 0.2 mm.
2.3.5.2 When national borders and administrative boundary lines at various levels overlap, priority should be given to depicting the national border and the highest-level administrative boundary line.
2.3.5.3 When administrative boundary lines at various levels coincide with linear features represented at scale on the map with a width of 1 mm or more, the administrative boundary lines at various levels should be depicted within the body of the linear feature.
2.3.5.4 At three-way and four-way intersections of national borders and administrative boundary lines at various levels, the beginning or end of a segment of the national border or administrative boundary line must be clearly and completely marked.
2.3.5.5 Sovereignty over islands, peninsulas, and sandbanks on rivers and seas must be clearly depicted when national borders and administrative boundary lines at various levels pass through them.
2.3.5.6 Depict baseline and base point on national topographic maps when required.
2.4 Provisions on the content of the mathematical base data group class
2.4.1 The mathematical base data group class depicts on maps contents related to projection grids, sheet identifiers, map scales, national survey points within the sheet area, and contents presented outside the sheet frame.
2.4.2 Projection grids on national topographic maps at a scale of 1:500,000 are depicted using orthogonal coordinate grids, meridian and parallel grids. Orthogonal coordinate grids are shown with dimensions of 10 km x 10 km; Meridian and parallel grids are shown with dimensions of 30' x 30'.
2.4.3 Projection grids on national topographic maps at a scale of 1:1,000,000 depict meridian and parallel grids with a density of 10 x 10.
2.4.4 Each sheet of national topographic maps at scales of 1:500,000 and 1:1,000,000 must include the sheet name and identifier. The name of the sheet is based on the name of the largest or most important populated place within the sheet's territory. If there is no populated place name within the sheet's content, the name of the most important geographic object is used. In exceptional cases, if a national topographic sheet does not contain land or islands, submerged or emerged reefs, or contains them but lacks names, only the sheet identifier is shown.
2.4.5 The inner frame of the sheet is limited by the standard size of the sheet as stipulated in Point 1.4, Article 1 of this Part. For national topographic maps at a scale of 1:500,000, if the land area within a sheet does not exceed 1/6 of the sheet area, with the remainder being sea or foreign territory, the frame can be extended up to 5' for adjacent sheets called "broken frame." In this case, the identifier of the main sheet is recorded first, followed by the identifier of the broken frame sheet; coordinates of the corners of the frame must be shown at all four corners of the main sheet and at the expanded corner positions.
Example: For a national topographic map sheet at a scale of 1:500,000: F-48-D+C means F-48-D is the main sheet, F-48-C is the broken frame sheet. The international sheet identifier will be NF-48-C+D.
2.4.6 If a broken frame sheet lies between two belts or two zones, the broken frame sheet must include additional belt and zone numbers.
2.4.7 Inner frame notes include country names, administrative unit names next to the frame, longitude and latitude grids. Additionally, distances in kilometers from the discontinuous points of highways and national roads within the sheet frame to the nearest populated center or prominent landmark must be noted.
2.4.8 CElements outside the frame
Elements outside the frame of national topographic maps at scales of 1:500,000 and 1:1,000,000 include:
- Sheet name, sheet identifier;
- Names of countries and provincial administrative units within the sheet;
- Scale bar, scale bar note;
- Nautical mile ruler, nautical mile ruler note;
- Mean sea level elevation, values of depths of mean low water datum must be shown;
- Administrative map, table of contents diagram, terrain profile diagram;
- South frame note, symbol model and explanation of symbols;
- Names of countries and provincial administrative units are presented in the northwest corner of the frame. The name of Vietnam is presented on the upper line, names of other countries on the lower line; names of provincial administrative units are presented in order from the province with the largest area to the smallest;
- South frame note is presented in the southeast corner of the frame including basic information such as responsible organization, method of creation, year of creation, information about the mathematical basis of the map and basic information related to map creation. For printed maps, additional information about the printing organization and the year of map printing is included;
- Sheets containing the northern boundary line must be depicted with the same accuracy as meridians and parallels, accompanied by explanatory notes "northern boundary line."
2.4.9 Map frame model and notes outside the frame
The map frame model and notes outside the frame are specified in Appendix D and Appendix E of this National Technical Regulation.
2.5 Provisions on the content of population data layers
2.5.1 The population data group class depicts residential areas and facilities related to residents, including urban residential areas, rural residential areas, special function zones, and other economic, cultural, and social facilities.
2.5.2 Principles for representation PROVINCE urban and rural residents
2.5.2.1 Depending on the scope and size, urban residential areas are represented at scale, half-scale, or without scale.
2.5.2.2 Urban population is represented in six levels using corresponding symbols, with the center of the symbol placed at the administrative committee of that urban area.
2.5.2.3 Combine the graphic representation of urban residential areas with the corresponding population level symbols only when the area of the urban residential area is larger than three times the area of the population level symbol.
2.5.2.4 Prioritize the representation of traffic road symbols, symbols indicating the boundaries of construction projects, and special functional zones when these objects overlap with the urban residential area symbols.
2.5.2.5 Rural resident symbols are used to represent villages, hamlets, clusters, neighborhoods, wards, villages, and have their own names. Selective representation of rural residential areas prioritizes those with larger populations, named areas that are famous landmarks or directional indicators. The center of the symbol is placed in the center of the rural residential area but must ensure geographic correlation with other map content elements.
2.5.3 Represent the power transmission system
2.5.3.1 Only represent high-voltage power lines with a voltage of 500 kV.
2.5.3.2 The corners of power lines are presented with rounded dots of thickness 0.4 mm.
2.5.3.3 When passing through residential areas, high-voltage power lines must be represented intermittently.
2.5.3.4 In cases where they pass through important features, high-voltage power lines may be represented intermittently to give way to more important features, but not at corner points.
2.5.4 Boundaries of construction projects, special functional zones, and public facilities are represented on the map using enclosed land boundary symbols accompanied by explanatory notes or specific names. In cases where land boundaries coincide with national borders or administrative boundaries at various levels, priority should be given to representing national borders or administrative boundaries at various levels.
2.5.5 Fully and systematically represent submarine power cable systems, submarine telecommunications cables, and underwater oil and gas pipelines.

- If the specific name has only one syllable or is a number, both the general term and the specific name must be shown. If there is insufficient space to show the name, abbreviate the general term. Abbreviation rules for general terms are specified in Appendix C of this National Technical Regulation.
Example: Dong Tien, Dong Oai, Chua Doi, Hue City.
Represent administrative significance of residential areas
Represent the names of provincial and district administrative units (with administrative significance for residential areas) including: capital city name; province and centrally-administered city name; city within province, provincial capital, city town, district town name. The name is placed at the position of the administrative unit's committee.
Administrative unit names do not include general terms, except when the specific name of the administrative unit has only one syllable.
2.5.7 Place the name of the provincial administrative unit below the provincial capital name of the corresponding provincial administrative unit. If the provincial capital name coincides with the provincial administrative unit name, the provincial administrative unit name is not shown.
2.5.7.1 Place the name of the district administrative unit below the district town name of the corresponding district administrative unit. If the district town name coincides with the district administrative unit name, the district administrative unit name is not shown.
2.5.7.2 For islands and archipelagos, place the name of the administrative unit in parentheses below the island or archipelago name.
2.5.7.3 2.6 Provisions on Content of the Group of Topographic Data Layers
2.5.7.4 The group of topographic data layers describes the shape and characteristics of the Earth's surface and seabed surface, including: elevation points, depth points, contour lines, depth contour lines, and other topographic objects.
2.5.7.5 Contour lines are represented on national topographic maps at scales of 1:500,000 and 1:1,000,000, including basic contour lines, half-interval contour lines, and subsidiary contour lines.

2.6.4 Depth contour (m)
2.6.5 A main contour line is a basic contour line, with every fourth basic contour line being represented by a main contour line.
2.6.6 A half-interval contour line is a contour line whose elevation value is equal to half the interval of the basic contour line used when the basic contour line does not adequately describe the characteristics of the terrain or special features of the topography such as horseback saddles, low hills, slopes, terraces, valleys, and where the distance between two adjacent basic contour lines exceeds 2 cm in that area.
2.6.7 An auxiliary contour line is a contour line whose elevation value is equal to one quarter of the interval of the basic contour line used when the half-interval contour line does not fully describe the special sloping or gentle features of the topography.
2.6.8 The seabed topography is depicted using depth contour lines and annotated with depth points. Depth contour lines are shown on the map according to the following Table 3 below:

2.6.9 For areas at the bottom of the sea with sudden terrain changes, extremely steep slopes, or large coral reefs where the terrain is too complex to be represented by depth contour lines, symbols shall be used instead. Depth contour lines may terminate at positions marked by these symbols or at the boundaries of such reefs or vegetation areas.
2.6.10 Rocky mountain regions and sandy terrain shall be depicted using contour lines combined with corresponding symbols. The boundaries of these regions need not be shown.
2.6.11 Elevation values for main contour lines, subsidiary contour lines, and depth values for depth contour lines shall be annotated at appropriate locations to facilitate quick and convenient determination of the elevation or depth of any point on the map.
2.6.12 Slope indication lines shall only be used in areas where it is difficult to determine the slope direction of the terrain, such as mountain peaks, depressions, ridges, valleys, contour lines, and depth contour lines near the edges of the map fragment.
2.6.13 Elevation and depth points shall be presented with symbols accompanied by annotations of their respective values. On each map fragment, select four to five control elevation points evenly distributed within the scope of that fragment.
2.6.14 Names of mountains, mountain ranges, famous volcanoes, and those with directional significance shall be displayed. Mountain names should be oriented towards the peak, while mountain range names should follow the direction of the range but must not overlap with ridges or peaks.
2.7 Provisions on the content of the transportation data layer group
2.7.1 The transportation data layer group represents the transportation network and related facilities, including road systems, railways, airports, waterways, bridges, tunnels, ports, stations, and other transportation works.
2.7.2 The presentation of the transportation system must ensure the connectivity of the transportation network, the correlation, and compatibility between transportation works and other technical infrastructure objects.
2.7.3 The road transportation system shall be depicted according to the following hierarchy: expressways, national highways, provincial roads, district roads, commune roads, and urban roads.
2.7.4 The railway transportation system shall include existing railways and under-construction railways.
2.7.5 Bridges, ferries, and mountain passes must accurately reflect their relationship with the transportation routes or related hydrographic objects. Only bridges and ferries over major rivers connected to expressways and national highways shall be depicted. Characteristics and technical parameters of bridges shall not be shown.
2.7.6 Large transportation works with directional significance, such as airports, ports, and stations, shall be prioritized for display, especially those serving as hubs or connecting lines. For national topographic maps at a scale of 1:1,000,000, stations shall not be depicted.
2.7.7 Where multiple intersecting transportation routes are at different levels, they shall be depicted from above in vertical projection. In cases where objects completely overlap geometrically, only the uppermost object shall be fully depicted, while lower objects shall stop at the point of obstruction.
2.7.8 All maritime port objects, lighthouses, and dangerous areas shall be fully depicted. Dangerous areas such as whirlpools, submerged rocks, and underwater or surface objects potentially hazardous to marine traffic shall be accompanied by explanatory notes indicating "danger."
2.7.9 Depiction of transportation object names
2.7.9.1 Names of roads at the provincial level and above shall be shown; national highway names shall be presented within circles, while expressway and provincial road names shall be presented within rectangular frames. The orientation of the text shall be perpendicular to the general direction of the road. Specific named roads like the Ho Chi Minh Highway shall also include their specific names.
2.7.9.2 Names of mountain passes, bridges, tunnels, and ferry terminals connected to national highways, expressways, and provincial roads, and when the map's tolerance allows, shall be depicted.
2.7.9.3 Names of airports, ports, and famous stations with directional significance, and when the map's tolerance allows, shall be depicted. If station names coincide with residential area names, they shall not be depicted.
2.7.9.4 Names of seaports, offshore oil ports, lighthouses, and dangerous areas, when the map's tolerance allows, shall be depicted.
2.8 Provisions on the content of the vegetation cover data layer group
2.8.1 The vegetation cover data layer group shall depict vegetation zones, boundaries of vegetation zones, natural conservation area boundaries, highlighting the characteristics, types, site conditions, and development levels of vegetation.
2.8.2 For forest and annual plant vegetation zones, only background colors corresponding to the type shall be used for depiction.
2.8.3 For other vegetation zones, plant symbols classified according to type shall be used in combination with corresponding background colors.
2.8.4 Boundaries of vegetation zones must be closed. Where vegetation boundaries coincide with linear geographic features, these features shall be used to replace the coinciding sections of the vegetation boundary.
2.8.5 Names of all natural conservation areas, national parks, and named forests, when the map's tolerance allows, shall be depicted.
2.9 Provisions on the content of the hydrographic data layer group
2.9.1 The hydrographic data layer group shall depict river, stream, canal, irrigation ditch, sea, island, lake, marsh, estuary, water source, and other hydrographic objects.
2.9.2 Full characteristics of perennial water bodies, seasonal water bodies, and uncertain sections of hydrographic objects shall be depicted using corresponding symbols.
2.9.3 For river and stream sections depicted half to scale, line thickness shall gradually increase from 0.1 mm at the source to 0.5 mm at the point where the section begins to be depicted to scale. For sections without width change, line thickness shall remain constant.
2.9.4 Canals and irrigation ditches shall be depicted using half-scale symbols. Sections with widths of 12.5 meters or more shall be depicted with a line thickness of 0.3 mm, while those less than 12.5 meters shall be depicted with a line thickness of 0.15 mm.
2.9.5 Mineral water springs and hot water springs shall be depicted with explanatory notes indicating "mineral" or "hot" based on actual conditions.
2.9.6 Islands, archipelagos, sandbars, and shoals shall be depicted to scale. Where depiction to scale is not possible but necessary, non-proportional symbols shall be used, and islands shall not be grouped together.
2.9.7 All water-retaining dams in reservoirs and river sections depicted to scale shall be fully depicted.
2.9.8 Hydrodevelopment dutiesPresent the names of objects in the group of resident data based on the economic, cultural, and social conditions of each established area and the capacity to accommodate content objects on the map, ensuring clear reflection of the characteristics of the area including:energy graphic
2.9.8.1 Select the representation of hydrographic object names to highlight the characteristics of the entire region and within the permissible map tolerance. Prioritize fully displaying the names of hydrographic objects that are significant or related to national borders and administrative boundaries at all levels.
2.9.8.2 Fully display the names of seas, bays, gulfs, archipelagos, sea mouths, river mouths, large peninsulas or those with significant meaning.
2.9.8.3 Display the names of rivers, streams, canals, ditches with lengths on the map of 4 cm or more, lakes with areas on the map of 25 mm² or more; for rivers, streams, canals, ditches with lengths on the map of 20 cm or more, the names should be repeated at intervals of 10 cm to 15 cm.
2.9.8.4 Display the names of coastal emergent, submerged, and half-emergent areas with areas on the map when permissible within the map tolerance.
2.9.8.5 Display the names of islands with areas on the map of 2 mm² or more; in concentrated island areas with small sizes, only display the names of larger islands. Islands with areas less than 2 mm², underwater reefs, small peninsulas but with significant meaning must have their full names displayed.
3. Symbols for national topographic maps at scales 1:500,000 and 1:1,000,000
3.1 The symbols for the national topographic maps at scales of 1:500,000 and 1:1,000,000 are detailed in Appendix B of this National Technical Regulation.
3.2 The symbols for the national topographic maps at scales of 1:500,000 and 1:1,000,000 are designed and used according to the following principles:
3.2.1 The size of the symbols and annotation characters is calculated based on the size on the printed map at the correct scale. The unit for measuring symbol size is millimeters (mm). The unit for measuring font size of annotations is points (pt).
3.2.2 The size and line thickness of the symbols are noted next to the symbol. If the line thickness is not noted, the default line thickness is 0.1 mm. For half-scale symbols, only the specified size for the non-proportional part is noted, the rest is drawn at the map scale.
3.2.3 The symbols for the national topographic maps at scales of 1:500,000 and 1:1,000,000 are designed in the CMYK color system where C (Cyan) is light blue, M (Magenta) is dark red, Y (Yellow) is yellow, and K (Key) is black. The colors of the symbols and color components are detailed in Appendix A of this National Technical Regulation.
4. Metadata for national topographic maps at scale 1:500.000, 1:1.000.000
The metadata for digital national topographic maps shall be implemented in accordance with the metadata regulations stipulated in Appendix I of QCVN 42:2020/BTNMT and TCVN 12687:2019 Geographic Information Database - Metadata Construction.
8.2. Domestic-produced TNP1 explosive must declare compliance according to Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 28/2012/TT-BKHCN) and Circular No. 02/2017/TT-BKHCN dated March 31, 2017, issued by the Minister of Science and Technology amending and supplementing certain provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012, issued by the Minister of Science and Technology regarding declaration of conformity to standards and technical regulations and methods of conformity assessment (hereinafter referred to as Circular No. 02/2017/TT-BKHCN).
1. Conformity assessment methods
Method 1: Conduct typical sample testing to evaluate compliance. The content and sequence of main activities in Method 1 are carried out according to Section I of Appendix II issued together with Circular No. 28/2012/TT-BKHCN dated December 12, 2012, of the Minister of Science and Technology regarding the announcement of conformity, declaration of compliance, and methods for evaluating compliance with standards and technical regulations.

The Ministry of Natural Resources and Environment shall inspect and evaluate in accordance with Article 3, Part III of this Regulation before putting it into operation.
3. Testing Methods
3.1 Use visual inspection methods and specialized software tools to check the edited, presented, and graphically displayed digital pieces of national topographic maps in the prescribed product format.
3.2 Check the colors and content symbols of each piece of the national topographic map according to the prescribed symbol samples in Appendix B and the technical criteria stipulated in Part II of this National Technical Regulation.
3.3 If the technical criteria in Part II are not met, conclude that it does not comply with the regulation.
IV. IMPLEMENTATION
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, centrally governed cities, and relevant organizations and individuals are responsible for implementing this National Technical Regulation.
2. The Director of the Vietnam National Mapping, Cartography, and Geographical Information Center is responsible for organizing the dissemination and monitoring the implementation of this National Technical Regulation.
3. During the implementation process, if there are difficulties, relevant agencies, organizations, and individuals should promptly report to the Ministry of Natural Resources and Environment for consideration and decision. /
