Detailed Implementation of Certain Provisions of the Law on Competition and Rewards in the Information and Communications Sector
Pursuant to the Law on Encouragement and Reward No. 06/2022/QH15 dated June 15, 2022;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
This Circular details the implementation of Clause 4, Article 24; Clause 3, Article 26; Clause 3, Article 27; Clause 3, Article 28; Clause 2, Article 71; Clause 6, Article 74; Clause 2, Article 75; and Clause 6, Article 84 of the 2022 Law on Competition and Rewards in the Information and Communications Sector.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. Agencies, organizations, units, enterprises, and officials, civil servants, officers, and employees within agencies, organizations, units, and enterprises under or directly subordinate to the Ministry and sector of Information and Communications.
Article 2. Applicability
2. Agencies, organizations, units, enterprises, and other individuals who have made contributions to the construction and development of the Ministry and sector of Information and Communications.
1. The title "Advanced Worker" shall be awarded annually to individuals belonging to agencies, units, and enterprises under the Ministry that meet the criteria stipulated in Clause 1, Article 24 of the 2022 Law on Competition and Rewards.
Chapter II
OBJECTS, CRITERIA FOR CONSIDERING THE AWARD OF ENCOURAGEMENT AWARDS AND REWARD FORMS
Article 3. The title "Advanced Worker"
3. Individuals sent for short-term training or enhancement courses lasting less than one year, who complete the course and comply with the regulations of the training institution, shall have their study time counted towards their work period at the agency, organization, or unit for consideration of the title "Advanced Worker." In cases where individuals are sent for training or enhancement courses lasting one year or more, who comply with the regulations of the training institution and achieve satisfactory grades (for courses that rank as good or excellent), their study time will be considered for the award of the title "Advanced Worker."
2. Only individuals who are officials, civil servants, public employees, or workers (with contracts of one year or more) with at least six months of work during the year of consideration for awards shall be eligible for the award.
4. Female workers on maternity leave according to state regulations and individuals participating in combat, serving in combat, or performing courageous acts to save people or property of the State or the People, resulting in injuries requiring treatment or convalescence as determined by a county-level medical facility or equivalent, shall have their treatment or convalescence time counted towards consideration for the title "Advanced Worker."
5. For individuals transferred to new agencies, organizations, or units, the new agency, organization, or unit is responsible for considering and awarding the title "Advanced Worker." If the individual has worked at the previous agency for six months or more, the opinion of the previous agency must be obtained.
6. In cases where individuals are reassigned or seconded to another agency or unit for a specific period: The agency or unit to which they are seconded shall be responsible for considering the title "Advanced Worker." If the individual has worked at the previous agency or unit for six months or more, the agency or unit to which they are seconded shall seek the opinion of the previous agency or unit.
Article 4. Title "Advanced Labor Collective"
1. The title "Advanced Labor Collective" shall be awarded annually to agencies, units, and enterprises under the Ministry; departments, bureaus, and equivalent units directly under agencies, units, and enterprises under the Ministry that meet the criteria stipulated in Clause 1, Article 28 of the 2022 Law on Competition and Rewards.
1. The title "Outstanding Labor Collective" shall be awarded annually to agencies, units, and enterprises under the Ministry; departments, bureaus, and equivalent units directly under agencies, units, and enterprises under the Ministry that meet the criteria stipulated in Clause 1, Article 27 of the 2022 Law on Competition and Rewards.
2. The subject for awarding must have officially operated for ten months or more in the year of commendation.
Article 5. The title "Excellent Labor Collective"
1. The title "Outstanding Labor Collective" shall be awarded annually to agencies, units, and enterprises under the Ministry that meet the criteria set forth in Clause 1 of Article 27 of the Law on Competition and Rewards 2022, as well as departments and equivalent bodies directly under such agencies, units, and enterprises under the Ministry that satisfy the specified standards.
2. The subject for awarding must have officially operated for ten months or more in the year of commendation.
Article 6. The title "Flag of Excellence of the Ministry of Information and Communications"
1. The title "Flag of Excellence of the Ministry of Information and Communications" under the annual regular competition movement shall be awarded to collectives leading the competition movement organized by the Ministry of Information and Communications, meeting the standards prescribed in Clause 1 of Article 26 of the Law on Competition and Rewards in 2022.
2. The title "Flag of Excellence of the Ministry of Information and Communications" shall be awarded to collectives leading the competition movement for specific topics launched by the Ministry of Information and Communications when the movement lasts for three years or more upon its conclusion.
3. The subjects, criteria for awarding shall be specifically stipulated by the Ministry of Information and Communications according to each competition movement.
Article 7. Certificate of Merit of the Minister of Information and Communications
1. "Certificate of Merit of the Minister of Information and Communications" for achievements based on merit:
a) Awarded or posthumously awarded to individuals belonging to agencies, units, enterprises under the Ministry who exemplarily implement the Party's guidelines and policies, State laws, have been twice consecutively awarded the title "Model Worker at the Grassroots Level" or have been continuously recognized as outstandingly completing tasks for two years or more during which period they have had two recognized and effectively applied initiatives within their grassroots level or have had two scientific research topics, scientific projects, scientific and technological works that have been accepted and effectively applied within their grassroots level.
b) Awarded to collectives of agencies, units, enterprises under the Ministry; departments, divisions, and equivalent bodies directly under agencies, units, enterprises under the Ministry, who have consecutively completed outstanding tasks for two years, maintain internal unity, exemplarily implement the Party's guidelines and State laws, democratic regulations at the grassroots level, organize well the competition movement; care for the material and spiritual life of the collective; practice thrift and combat waste; fully implement all systems and policies for all members of the collective.
2. "Certificate of Merit of the Minister of Information and Communications" for achievements in the regular annual competition movement, for specific topics launched by the Ministry of Information and Communications: shall be awarded when concluding the regular annual competition movement, for specific topics; the Ministry of Information and Communications will award Certificates of Merit to collectives and individuals with outstanding and exemplary achievements in the competition movement. Regarding the subjects, quantity of Certificates of Merit, criteria for awarding, the Ministry of Information and Communications will specifically stipulate according to each competition movement.
3. "Certificate of Merit of the Minister of Information and Communications" awarded or posthumously awarded to workers and employees who exemplarily implement the Party's guidelines and policies, State laws, achieve many merits in labor and production, having a significant impact within their agencies, units, organizations, enterprises in the field of Information and Communications.
4. "Certificate of Merit of the Minister of Information and Communications" awarded to collectives and individuals who exemplarily implement the Party's guidelines and policies, State laws, achieving outstanding and sudden merits: shall be awarded to collectives and individuals winning high awards at national and international contests, reunions, exhibitions in the field of state management of the Ministry of Information and Communications; having inventions, innovations, patents, applications of advanced science and technology bringing high efficiency or collectives and individuals achieving outstanding merits with a large impact, serving as role models for learning in the field of Information and Communications.
5. "Certificate of Merit of the Minister of Information and Communications" for long-term contributions to the construction and development of the Ministry and the Information and Communications sector, shall be awarded to collectives on the occasion of celebrating the traditional day of the agency or unit in years ending in five and odd years.
6. "Certificate of Merit of the Minister of Information and Communications" awarded to Vietnamese collectives and individuals abroad and foreign collectives and individuals who have made contributions to the development of the Ministry and the Information and Communications sector.
7. Other cases shall be examined and decided by the Minister of Information and Communications within his authority.
Article 8. Certificate of Merit of the Head of the Agency or Unit with Legal Person Status under the Ministry
1. "Certificate of Merit" shall be awarded to individuals who serve as exemplary models in implementing the Party's guidelines, State policies and laws, meeting one of the following criteria:
a) Completing assigned tasks well for at least one year; having good moral qualities; consistently studying to improve professional expertise;
b) Achieving outstanding results recognized in competitive campaigns initiated by the agency or unit;
c) Achieving many merits or outstanding and sudden achievements within the scope managed by the agency or unit.
2. "Certificate of Merit" shall be awarded to groups that serve as exemplary models in implementing the Party's guidelines, State policies and laws, meeting one of the following criteria:
a) Completing assigned tasks well for at least one year; maintaining internal unity, effectively implementing grassroots democracy regulations, organizing various competitive movements; caring for the material and spiritual life of the collective, practicing thrift; fully implementing systems and policies for all members of the collective;
b) Achieving outstanding results recognized in competitive movements;
c) Achieving many merits or outstanding and sudden achievements within the scope managed by the agency or unit.
Article 9. Commemorative Medal "For the Information and Communications Cause"
1. The Commemorative Medal "For the Information and Communications Cause" (hereinafter referred to as the Commemorative Medal) is a form of award granted by the Ministry of Information and Communications to individuals who have made contributions to the construction and development of fields under the management of the Ministry of Information and Communications (hereinafter collectively referred to as Information and Communications fields).
Each individual can be considered for the Commemorative Medal only once, with no posthumous awards.
2. Recipients of the Commemorative Medal:
a) Within the Industry:
Officials, civil servants, employees, and workers currently working in agencies, units, organizations, and enterprises operating in Information and Communications fields.
Individuals within the Industry who have retired, left their positions according to state regulations, or transferred out of the Industry within a period not exceeding one year from the time of nomination for the Commemorative Medal.
b) Outside the Industry: Vietnamese citizens (including those living and working abroad); foreigners (including Vietnamese citizens holding foreign citizenship) who have made significant contributions to the construction and development of Information and Communications fields.
3. Criteria for Awarding the Commemorative Medal
a) Within the Industry:
General criteria: Completing assigned tasks; having good moral qualities; leading a healthy lifestyle.
Having worked in the Industry for a total of 20 years or more (for males), 15 years or more (for females); if there is a fraction of six months or more, it will be counted as a full year. Time spent working in the Industry includes time from agencies, units, organizations, and enterprises in the Industry that were sent to perform military service, study, or work elsewhere according to practical requirements and then returned to work in agencies, units, and enterprises in the Industry; disciplinary periods will not be counted towards time worked in the Industry when considering for the Commemorative Medal.
Special cases eligible for consideration without regard to the time requirement in the Industry: Ministers and Deputy Ministers of the Ministry of Information and Communications; Chief Editors and Deputy Chief Editors of the People's Newspaper; Chief Editors and Deputy Chief Editors of the Communist Party Magazine; General Directors and Deputy General Directors of Vietnam News Agency; General Directors and Deputy General Directors of Vietnam Television; General Directors and Deputy General Directors of Voice of Vietnam; Chairman of the Vietnam Journalists Association; Director of the National Political Publishing House; Secretary of the Party Committee, Chairman of the Board of Directors of State-owned Corporations and Companies established by the Prime Minister's Decision; Heroes of Labor, Heroes of the People's Armed Forces, People's Teachers, Outstanding Teachers, People's Medical Practitioners, Outstanding Medical Practitioners, National Model Workers; Having research works serving the Information and Communications cause that won the State Prize, Ho Chi Minh Prize; Being awarded the Labor Order, Military Service Order, and higher; Having particularly outstanding achievements decided by the Minister to be rewarded.
Cases eligible for reduced time requirement: Department Heads, Division Chiefs and equivalents; Members of the Board of Directors, General Directors of State-owned Corporations and Companies established by the Prime Minister's Decision, time in office is multiplied by three to calculate time worked in the Industry; Deputy Department Heads, Deputy Division Chiefs and equivalents; Provincial Directors and equivalents; Deputy General Directors of State-owned Corporations and Companies established by the Prime Minister's Decision, time in office is multiplied by two to calculate time worked in the Industry; Being awarded the title of Grassroots Model Worker, receiving a Certificate of Merit from the Minister and equivalents, Excellent School Teacher or working in agencies, units, organizations, and enterprises in the Industry in mountainous, island, border areas, each year is multiplied by 1.5 to calculate time worked in the Industry; Engaging in heavy, hazardous, dangerous occupations under labor conditions from Class IV and above, each year is multiplied by 1.2 to calculate time worked in the Industry.
b) Outside the Industry: Leaders of the Party and State who have contributed to leadership and guidance in the construction and development of Information and Communications fields; Leaders of Central Ministries, Departments, and Organizations from Deputy Division Chiefs and above and equivalents, directly leading and guiding in the construction and development of Information and Communications fields; Leaders of localities from Deputy County Chairmen and above and equivalents, directly leading and guiding in the construction and development of Information and Communications fields; Vietnamese citizens and foreigners who have contributed to building and consolidating international cooperation relations; contributing money, effort, science and technology, initiatives, solutions to contribute to the construction and development of Information and Communications fields.
Chapter III
APPLICATION FOR CONSIDERATION OF AWARDING COMPETITIVE AWARDS AND RECOGNITION FORMS WITH THE AUTHORITY OF THE MINISTER OF INFORMATION AND COMMUNICATIONS
Article 10. Documents for proposing to award commendation titles and forms of reward within the authority of the Minister of Information and Communications
1. The documents for proposing to award commendation titles and forms of reward within the authority of the Minister of Information and Communications shall be implemented in accordance with the provisions of Article 84 of the Law on Competition and Reward and Section 3 Chapter IV of Decree No. 98/2023/ND-CP dated December 31, 2023, guiding the implementation of certain articles of the Law on Competition and Reward.
2. When submitting reward proposal documents, agencies, organizations, units, and enterprises must send the original paper copy of the reward documents along with electronic files (Word and PDF formats) to the Ministry of Information and Communications via the address https://vanban.mic.gov.vn, except for documents containing state secrets. The reward documents will only be accepted when the Ministry of Information and Communications receives both the original paper copy and the electronic files of the documents in accordance with the regulations.
Chapter IV
IMPLEMENTING PROVISIONS
Article 11. Effective Date
1. This Circular takes effect from January 1, 2025.
2. Circular No. 11/2023/TT-BTTTT dated September 30, 2023, guiding competition and reward work in the Information and Communications sector and Decision No. 2490/QĐ-BTTTT dated December 30, 2022, promulgating the Regulation on awarding Commemorative Medals for the Information and Communications cause, shall cease to be effective from the date this Circular takes effect.
3. In cases where the legal documents referred to in this Circular are amended, supplemented, or replaced, they shall be applied according to the newly issued documents.
Article 12. Transitional Provisions
Reward proposal documents submitted to the Ministry of Information and Communications before the date this Circular takes effect shall continue to be implemented in accordance with Circular No. 11/2023/TT-BTTTT dated September 30, 2023, of the Minister of Information and Communications.
Article 13. Implementation Organization
1. Heads of agencies, organizations, units, and enterprises under the Information and Communications sector are responsible for disseminating and organizing the implementation of this Circular and the provisions of the Law on Competition and Reward 2022, Decree No. 98/2023/ND-CP dated December 31, 2023, guiding the implementation of certain articles of the Law on Competition and Reward, and related legal documents concerning competition and reward.
2. During the process of organizing and implementing competition and reward work, if there are difficulties or issues that are not suitable, heads of agencies, organizations, units, enterprises, and individuals concerned shall reflect these issues to the Ministry of Information and Communications (through the Cadre and Civil Servant Department) for consolidation and reporting to the Minister for consideration and decision.
