DIRECTLY SUBORDINATED TO THE MINISTRY OF SCIENCE AND TECHNOLOGY

On the basis of Law on Government Organization dated February 18, 2025;

On the basis of Law on Science and Technology dated June 18, 2013;

On the basis of Law on Education dated June 14, 2019;

On the basis of Law on Higher Education dated June 18, 2012; Law Amending and Supplementing Certain Provisions of the Law on Higher Education dated November 19, 2018;

On the basis of Law on Press dated April 5, 2016;

Decree No. Article 1. Abolishing certain Circulars issued by the Minister of Information and Communications in the field of telecommunications

Decree No. Decision No. 103/2022/NĐ-CP dated December 12, 2022 of the Government stipulating schools under state agencies, political organizations, socio-political organizations, and people's armed forces;

Pursuant to the proposal of the Minister of Science and Technology;

The Prime Minister issues this Decision to regulate the functions, tasks, powers, and organizational structure of the Institute for Science and Technology Strategy.

Article 1. Position and Functions

1. The Institute for Science and Technology Strategy is a public service unit directly subordinate to the Ministry of Science and Technology, performing the function of researching science and technology; developing strategies, planning, and policies; professional training; master’s and doctoral education; disseminating specialized theories and publicizing research results; consulting and providing services in the fields of science, technology, innovation, and digital transformation.

The Institute for Science and Technology Strategy has the international trade name in English as: Vietnam Institute of Science and Technology Strategy (abbreviated as VISTS).

2. The Institute for Science and Technology Strategy has legal personality, its own seal and bank account, with its main office located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. To develop and submit to the Minister of Science and Technology for approval the strategy, program, and annual or phase plan of activities of the Institute and organize implementation after issuance.

2. Regarding research and development of strategies, planning, and policies:

a) Research theoretical knowledge, summarize practical experience, domestic and international experiences in management and development of science, technology, innovation, digital transformation, and related economic and social issues to serve the State management work of the Ministry of Science and Technology;

b) Take the lead and participate in developing strategies, plans, and programs for the development of the science and technology sector; participate in formulating policies, regulatory documents, programs, projects, models, and solutions for the development of areas within the scope of State management of the Ministry of Science and Technology;

c) Monitor and evaluate the implementation results of strategies and plans for the development of the science and technology sector that have been issued;

d) Take the lead or participate in reviewing strategies and plans of ministries, sectors, and localities concerning contents related to the functions and tasks of the Ministry of Science and Technology as assigned by the Minister;

đ) Conduct research, surveys, collect information, statistics, development indices, and assess the impact of policies, strategies, plans, and programs for the development of areas within the scope of State management of the Ministry of Science and Technology.

3. Regarding scientific and technological research:

a) Implement programs, topics, projects, and research tasks on science, technology, innovation, and digital transformation;

b) Study, analyze, and forecast issues in the fields of science, technology, innovation, and digital transformation, propose solutions, conduct controlled trials, and replicate models;

c) Conduct research to support educational and training activities in the field of science and technology;

d) Develop professional standards, technical regulations, and economic-technical norms in areas within the scope of State management of the Ministry of Science and Technology as assigned by the Minister;

đ) Study mechanisms and policies for developing the science and technology market, enhancing the competitiveness of enterprises, and organizing activities in the fields within the scope of State management of the Ministry of Science and Technology;

e) Organize research and forecasting on human resource development in the fields managed by the Ministry of Science and Technology.

4. Regarding professional training:

a) Develop and submit to the Minister of Science and Technology for approval annual programs and plans for professional training activities for cadres, civil servants, and employees in the management field of the Ministry of Science and Technology, and organize their implementation;

b) Compile content and materials for professional training programs in science and technology according to the assignment of the Minister; issue certificates and certifications in accordance with the law;

c) Train knowledge, skills, professional expertise, foreign languages, and enhance capabilities for cadres, civil servants, employees, and workers in the science and technology sector;

d) Train administrative management knowledge according to civil servant grade standards and vocational career standards; train knowledge and skills according to job requirements for leadership and management positions and professional and technical positions as prescribed;

đ) Organize training according to programs, projects, and assignments as assigned by the Minister.

5. Regarding master’s and doctoral education:

a) Provide master’s and doctoral education and issue corresponding diplomas in accordance with the law;

b) Offer majors and specializations in master’s and doctoral education to serve management work in science, technology, innovation, and digital transformation, meeting societal needs, aligning with the Institute’s development orientation, and complying with legal provisions;

c) Collaborate in master’s and doctoral education through appropriate forms with universities, academies, and organizations both domestically and internationally within the assigned functions, tasks, and powers.

6. Regarding international cooperation and integration:

a) Carry out international cooperation activities, development, joint ventures, and collaborations with domestic and foreign organizations and individuals regarding scientific and technological consultation, innovation, digital transformation; master’s and doctoral education, professional training, and other activities consistent with assigned functions, tasks, and legal provisions.

b) Support international cooperation in technology transfer; assist Vietnamese enterprises to access advanced technology from abroad; sign cooperation agreements, participate in international programs and projects under the management of the Ministry;

c) Participate in international organizations in the field of science and technology according to the division of the Minister;

7. Regarding information dissemination, specialized theoretical work, and publication of scientific research results;

a) Perform the function of information dissemination and theoretical work to serve the management activities of the Ministry of Science and Technology; publish scientific research results in various fields;

b) Organize production, editing, and publishing of Journals (print and electronic versions in Vietnamese and English), supplements, special issues, publications serving the management and operation activities of the Ministry of Science and Technology in accordance with licenses and legal regulations;

8. Regarding consulting and providing scientific and technological services:

a) Provide policy, strategy, planning consultation on science, technology, innovation, and digital transformation;

b) Provide scientific and technological services, innovation, digital transformation, entrepreneurship, technology incubation, incubation and development of science and technology enterprises, innovative startup enterprises, and other services as prescribed by law;

c) Organize and support technology transfer activities, consulting, and project management between research institutes, universities, enterprises, and other organizations both domestically and internationally;

9. Conduct examinations and evaluate training quality according to legal provisions;

10. Propose competent authorities to issue certain special mechanisms and policies for the Academy;

11. Take the lead and coordinate in organizing conferences, seminars, symposiums within the scope of assigned functions and tasks;

12. Implement administrative reform tasks, digital transformation, application of digital technology in Academy activities; implement information and reporting systems as prescribed by law and the Ministry of Science and Technology;

13. Implement financial mechanisms; basic construction investment; financial and asset management according to legal provisions and regulations of the Ministry of Science and Technology;

14. Manage organizational structure, civil servants, number of employees; implement systems and policies; training and capacity building; commendation and reward and disciplinary measures for Academy civil servants and workers according to legal provisions and regulations of the Ministry of Science and Technology;

15. Carry out other tasks and powers as prescribed by law and assigned by the Minister of Science and Technology;

1. Office.

2. Planning and Finance Department.

3. Scientific Management and Training Department.

4. Postgraduate Education Department.

5. Strategy Institute.

6. School for Training and Capacity Building of Science and Technology Cadres.

7. Vietnam Science and Technology Journal.

8. Center for Strategic and Policy Consulting on Science and Technology.

The Minister of Science and Technology shall stipulate the functions, tasks, powers, and organizational structure of units directly under the Academy according to regulations.

The Academy of Science and Technology Strategy is established with a Scientific and Training Council and other councils to advise the Academy Director in carrying out assigned tasks.

Article 4. Leadership of the Academy

1. The Academy of Science and Technology Strategy has a Director and Deputy Directors. The Director and Deputy Directors of the Academy of Science and Technology Strategy are appointed and relieved from duty by the Minister of Science and Technology in accordance with the provisions of the law.

2. The Director of the Academy of Science and Technology Strategy is responsible to the Minister of Science and Technology and to the law for all activities of the Academy.

3. The Deputy Directors of the Academy of Science and Technology Strategy assist the Director in directing and managing the areas of work of the Academy, and are responsible to the Director, to the Minister of Science and Technology, and to the law for the performance of their assigned tasks.

Article 5. Effective Date

1. This Decision takes effect from June 16, 2025.

2. This Decision replaces Decision No. 08/2018/QĐ-TTg dated February 23, 2018 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Academy of Science, Technology, and Innovation under the Ministry of Science and Technology.

3. Abolish:

a) Decision No. 2488/QĐ-BTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating the functions, tasks, powers, and organizational structure of the Institute of Information and Communication Strategies;

b) Decision No. 1166/QĐ-BTTTT dated July 12, 2018 of the Minister of Information and Communications promulgating the regulations on organization and operation of the School for Training and Capacity Building of Information and Communication Management; Decision No. 1513/QĐ-BTTTT dated October 5, 2021 of the Minister of Information and Communications amending the regulations on organization and operation of the School for Training and Capacity Building of Information and Communication Management issued together with Decision No. 1166/QĐ-BTTTT dated July 12, 2018;

c) Decision No. 1166/QĐ-BTTTT dated June 30, 2023 of the Minister of Information and Communications stipulating the functions, tasks, powers, and organizational structure of the Information and Communication Magazine;

d) Decision No. 279/QĐ-BKHCN dated February 17, 2020 of the Minister of Science and Technology promulgating the Charter on Organization and Operation of the Center for Research and Development of International Science and Technology Integration;

đ) Decision No. 2399/QĐ-BKHCN dated October 20, 2023 of the Minister of Science and Technology promulgating the Charter on Organization and Operation of the Vietnam Science and Technology Magazine.

Article 6. Responsibility for Implementation

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, the Director of the Academy of Science and Technology Strategy, and related agencies and organizations are responsible for implementing this Decision.
