CIRCULAR

ABOLISHING CERTAIN CIRCULARS ISSUED BY THE MINISTER OF FINANCE

Pursuant toLaw on Legislative Regulatory Documents dated June 22, 2015;

On the basis of Law Amending and Supplementing Certain Articles of the Law on Legislative Regulatory Documents dated June 18, 2020;

On the basis of Law on State Budget Management dated June 25, 2015;

Decree No. Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures Law on Legislative Decrees;

Decree No. Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures Law on Legislative Decrees;

Decree No. 59/2024/NĐ-CP dated June 1, 2024 of the Government amending and supplementing certain articles of Decree No. Decision No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents amended and supplemented certain articles pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to the proposal of the Director of the State Budget Department;

The Minister of Finance issues this Circular to abolish certain Circulars issued by the Minister of Finance.

Article 1. Abolish entirely eight Circulars issued by the Minister of Finance

1. Circular No. 71/2017/TT-BTC dated July 13, 2017 of the Minister of Finance guiding the preparation of the state budget estimate for 2018 and the financial-budgetary plan for three years 2018-2020;

2. Circular No. 54/2018/TT-BTC dated June 8, 2018 of the Minister of Finance guiding the preparation of the state budget estimate for 2019 and the financial-budgetary plan for three years 2019-2021;

3. Circular No. 71/2020/TT-BTC dated July 30, 2020 of the Minister of Finance guiding the preparation of the state budget estimate for 2021 and the financial-budgetary plan for three years 2021-2023;

4. Circular No. 132/2017/TT-BTC dated December 15, 2017 of the Minister of Finance stipulating the implementation of the state budget estimate for 2018;

5. Circular No. 119/2018/TT-BTC dated December 5, 2018 of the Minister of Finance stipulating the implementation of the state budget estimate for 2019;

6. Circular No. 88/2019/TT-BTC dated December 24, 2019 of the Minister of Finance stipulating the implementation of the state budget estimate for 2020;

7. Circular No. 109/2020/TT-BTC dated December 25, 2020 of the Minister of Finance stipulating the implementation of the state budget estimate for 2021;

8. Circular No. 122/2021/TT-BTC dated December 24, 2021 of the Minister of Finance stipulating the implementation of the state budget estimate for 2022.

Article 2. Implementation clause

1. This Circular takes effect from June 10, 2025.

2. The Director of the State Budget Department, Heads of units under the Ministry of Finance, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
