CIRCULAR
PROVISIONS ON COMMAND AND CONTROL OF ROAD TRAFFIC BY TRAFFIC POLICE
Circular No. 69/2024/TT-BCA dated November 12, 2024, issued by the Minister of Public Security on command and control of road traffic by traffic police, which takes effect from January 1, 2025, has been amended and supplemented by:
Circular No. 13/2025/TT-BCA dated February 28, 2025, issued by the Minister of Public Security to amend and supplement certain articles of circulars regulating traffic order and safety on roads, railways, and inland waterways, which takes effect from March 1, 2025.
Pursuant to the Law on People's Public Security Forces 2018; the Law Amending and Supplementing Certain Provisions of the Law on People's Public Security Forces 2023;
Pursuant to the Law on Road Traffic Order and Safety 2024;
Pursuant to the Law on Roads 2024;
Pursuant to the Law on Handling Administrative Violations 2012; the Law Amending and Supplementing Certain Provisions of the Law on Handling Administrative Violations 2020;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security issues this Circular regulating command and control of road traffic by traffic police.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates requirements, standards, tasks, powers, responsibilities, equipment, means, weapons, support tools, principles, forms in command and control of road traffic; division of labor and levels of command and control of road traffic; management, operation, and exploitation of road traffic signal systems; use of smart devices to assist in command and control of road traffic; procedures for command and control of road traffic; handling specific cases while performing command and control tasks of road traffic by traffic police and the responsibility of other forces assigned the task of guiding traffic on roads.
Article 2. Applicability
This Circular applies to:
1. Officers and non-commissioned officers of traffic police performing command and control of road traffic (hereinafter referred to as traffic police commanding and controlling traffic).
2. Public security units and localities.
3. Agencies, organizations, and individuals related to road traffic activities within the territory of the Socialist Republic of Vietnam.
Article 3. Principles of Command and Control of Road Traffic
1. Compliance with provisions of this Circular, other relevant laws, and regulations on implementing democracy in ensuring traffic order and safety.
2. Ensuring that persons and vehicles participating in traffic travel in an orderly, safe, and smooth manner. In case there are priority vehicles participating in traffic, they must be allowed to proceed first based on the order of priority of the vehicles to open lanes for traffic. For sections with many vehicles, allow them to proceed first and have more time to pass; for sections with fewer vehicles, allow them to proceed later and have less time to pass; for sections with motor vehicles, allow them to proceed before sections with non-motorized vehicles.
3. Ensuring unity in organization, direction, management, division of labor, and coordination in command and control of road traffic.
4. When encountering vehicles or convoys carrying high-ranking Party and State leaders and foreign guests escorted by traffic police, traffic police officers commanding and controlling traffic must salute according to the Regulations of the People's Public Security Forces (Model No. 01 attached hereto), except when executing traffic control actions.
Article 4. Requirements and Standards for Traffic Police Commanding and Controlling Traffic
1. Requirements
a) Master and strictly implement the provisions of this Circular and other relevant laws;
b) Fully and accurately perform assigned tasks; regulations on implementing democracy in ensuring traffic order and safety and the People's Public Security Regulations.
2. Standards
a) Having a degree of Associate Degree in Public Security or equivalent or higher. For officers and non-commissioned officers graduating from non-Public Security institutions, they must have attended legal and public security training courses as prescribed;
b) Have undergone professional training in command and control of road traffic according to the program and content of the Traffic Police Corps;
c) Must be trained or instructed on the operating procedures, handling situations, methods of use, and maintenance when assigned the task of managing, operating, and exploiting road traffic signal systems; using smart devices to assist in command and control of road traffic; commanding and controlling road traffic at traffic control centers.
Article 5. Tasks, Powers of Traffic Police Commanding and Controlling Traffic and Responsibilities of Other Forces Assigned to Guide Traffic on Roads
1. Tasks of Traffic Police Commanding and Controlling Traffic
a) Implementing directives from the Ministry of Public Security leadership; the Director of the Traffic Police Corps; the Provincial Public Security Director (hereinafter referred to as the Provincial Public Security Director); plans or schemes of the Head of the Traffic Control and Escort Department under the Traffic Police Corps; the Head of the Provincial Traffic Police Department;[2]
b) Commanding and controlling traffic, dividing flows, and routes, preventing and resolving traffic congestion on roads, coordinating with relevant agencies to ensure traffic order and safety on assigned traffic routes and areas as prescribed;
c) Promptly and strictly detecting and handling violations of laws on traffic order and safety on roads and other violations of laws as prescribed by law, ensuring compliance with procedures, formalities, and authority;
d) Protect accident scenes, coordinate rescue efforts for victims, and resolve traffic accidents in accordance with legal provisions;
d) Cooperating with units and functional agencies to prevent and combat criminal activities operating on road traffic routes and road transport vehicles as prescribed by law;
e) Identify weaknesses and deficiencies in state management of security and order to propose timely measures to address and rectify them to competent authorities.
2. Powers of Traffic Police Commanding and Controlling Traffic
a) Temporarily prohibiting persons and vehicles from traveling in certain sections of the road, redividing traffic flows and routes, and designating temporary parking areas when traffic congestion occurs or when necessary measures for security and order are required;
b) Within the scope and area assigned the task of commanding and controlling road traffic or according to plans or orders of competent authorities, stopping vehicles to inspect and control persons and vehicles violating traffic order and safety as prescribed by law;
c) Imposing administrative penalties for violations in the field of road traffic, security, and order, and other administrative violations in other state management fields as prescribed by law; applying measures to prevent and ensure the handling of administrative violations as prescribed by law;
d) Requesting agencies, units, organizations, and individuals to cooperate and support in resolving traffic accidents, congestion, and disruptions to traffic or other situations causing disorder and insecurity in road traffic;
đ) Use weapons, auxiliary tools, and technical equipment as prescribed by law;
e) Perform other powers as prescribed by law.
3. In addition to the tasks and powers stipulated in Clause 1 and Clause 2 of this Article, traffic commanders must collect, analyze, and evaluate related factors to develop solutions for managing road traffic operations in an orderly, safe, and smooth manner.
4. Responsibilities of other forces assigned the task of guiding road traffic
a) Other police forces, when assigned the task of ensuring traffic order and safety at intersections and complex points regarding traffic order and safety, must guide traffic, divide flows, and routes according to the assignment of traffic commanders and controllers;
b) Investigation police and fire prevention, firefighting, and rescue forces, upon receiving reports about traffic accidents indicating criminal acts or incidents involving vehicle fires or explosions, must promptly arrive at the scene to handle the situation according to the law and coordinate with traffic commanders and controllers in ensuring traffic order and safety.
c) Other forces outside the Public Security Force, when assigned the task of directing traffic on roads, shall be responsible for guiding and regulating traffic at places complicated with traffic order and safety; supporting the work of commanding and controlling road traffic according to the division of labor by traffic command and control police.
Article 6. Equipment, means of transportation, weapons, and auxiliary tools of traffic control and command police
1. In addition to uniforms, equipment, and means of transportation prescribed for traffic police, traffic control and command police shall be equipped with:
a) Horns, traffic direction batons, white gloves, reflective vests, flashlights, traffic police raincoats, and rain boots;
b) Motorcycles, eight-speed locks, short guns, gun cases, handheld radios, radio microphone cords, radio microphones, electric batons, portable battery-powered loudspeakers, and marking paint cans for accident scenes;
c) Smart devices supporting traffic control and command that have been safety certified by authorized agencies and approved for use by the Ministry of Public Security;
d) Other technical equipment and devices as prescribed by the Ministry of Public Security.
2. The use of technical equipment and devices, weapons, and auxiliary tools must comply with legal provisions and regulations of the Ministry of Public Security;
3. The position of wearing weapons and auxiliary tools of traffic control and command police shall be implemented according to models 02A, 02B, and 02C issued along with this Circular;
4. The provision of traffic control stands and rain and sun shelters at intersections
a) Traffic control stands shall be cylindrical or hexagonal, painted white, with blue directional arrows on each side around the stand;
b) Rain and sun shelters shall be made of yellow fabric material with the logo of traffic police and the word "CSGT"; the frame and base materials must be sturdy, easy to move, disassemble, repair, and replace;
c) The specific dimensions, shapes, and equipment of traffic control stands, rain shelters, and sunshades shall be decided by the Director of the Traffic Police Department and the Provincial Public Security Director to ensure suitability with organizational structures, traffic infrastructure, safety for traffic command and control police, and persons and vehicles participating in road traffic.
Article 7. Forms in traffic command and control work on roadways
The forms in traffic command and control work on roadways accompanying this Circular are as follows:
1. Form of salutation gesture (Form No. 01).
2. Form of wearing weapons and auxiliary tools for traffic command and control police (Forms No. 02A, 02B and 02C).
3. Model plan for deploying forces to perform traffic command and control duties on roads; logbook reporting the results of traffic command and control duty shifts (model number 03A/69 and 03B/69).
4. Form of gesture indicating prohibition of all-way traffic (Forms No. 04A, 04B and 04C).
5. Form of gesture indicating permission to proceed (Forms No. 05A, 05B and 05C).
6. Form of gesture indicating right lane faster (Form No. 06).
7. Form of gesture indicating left lane faster (Form No. 07).
8. Form of gesture indicating right lane slower (Forms No. 08A and 08B).
9. Form of gesture indicating left lane slower (Forms No. 09A and 09B).
10. Form of gesture indicating right lane stop (Form No. 10).
11. Form of gesture indicating left lane stop (Form No. 11).
12. Form of gesture indicating vehicles turning left to pass through (Forms No. 12A, 12B and 12C).
Chapter II. ASSIGNMENT AND CLASSIFICATION; MANAGEMENT, OPERATION, EXPLOITATION OF ROAD TRAFFIC SIGNAL SYSTEMS; USE OF SMART DEVICES TO SUPPORT TRAFFIC COMMAND AND CONTROL AND PROCEDURES FOR TRAFFIC COMMAND AND CONTROL ON ROADS
Article 8. Assignment and gradation in traffic command and control work on roadways
1. The unit assigned the task of ensuring traffic order and safety on a route or area shall carry out traffic command and control work on that route or area or as directed by the Director of the Traffic Police Department and the Provincial Public Security Director.
2. The Traffic Police Department shall organize the implementation of traffic command and control work on expressways under its management; direct the deployment of traffic command and control work, coordinate traffic flow regulation on national road networks when complex traffic situations arise involving multiple regions or other requirements for security and order assurance.
3. Provincial public security organs shall decide on the assignment and classification of traffic command and control work on routes and areas within their jurisdiction based on actual conditions.
Article 9. Management, operation, exploitation of the traffic signal system on roadways
1. The road traffic signal system must be connected to data with the Traffic Command Center to meet requirements for management, operation, command, direction, and statistics in traffic order and safety assurance work.
2. When managing and operating the traffic signal system on roadways, traffic police forces have the following responsibilities:
a) Advising, proposing, and recommending policies on planning, investment plans, and development of road traffic signal systems suitable with organizational structures and traffic infrastructure; effectively operating and exploiting traffic signal system devices, researching and applying intelligent traffic control;
b) Deploying forces to monitor and update traffic order and safety conditions and related information on road routes in a timely manner to adjust traffic light cycles appropriately; coordinating with forces tasked with ensuring traffic order and safety on routes and areas to command, control, and regulate traffic when priority vehicles are moving or congestion, accidents, or traffic incidents are detected and handling violations of traffic laws;
c) Continuously monitoring and inspecting the operational status of the road traffic signal system to report, propose, and recommend competent authorities about timely maintenance, repair, and replacement when damage is discovered, ensuring stable and continuous system operation.
Article 10. Use of intelligent devices to support command and control of road traffic
1. The use of smart devices to support traffic command and control must meet requirements for security, defense, traffic police operations, and safety for persons and vehicles participating in traffic.
2. Smart devices supporting traffic command and control are used to record information and data on traffic conditions on routes and transmit information and data to the Traffic Command Center; based on traffic volume and density, traffic police forces must promptly direct adjustments to the operation of the road traffic signal system or deploy force and vehicle arrangements to organize traffic flow and line regulation, handle, and mitigate situations causing disorder and insecurity in traffic or cooperate with functional agencies in ensuring security and order.
Clause 3. Provide information about traffic order and safety conditions through mass media for traffic participants to choose appropriate travel times and routes.
Article 11. Development and Implementation of Plans for Command and Control of Road Traffic
1. Based on superior plans and actual traffic order and safety conditions, security requirements, traffic police units shall build work plans within their authority and assigned areas, arranging forces and specifically assigning tasks to each traffic command and control police officer (according to model number 03A/69 issued together with this Circular). Force deployment must be appropriate to the situation and characteristics at each location and intersection. For locations and intersections with two or more traffic command and control police officers deployed, one officer must be designated as Team Leader, and the rest as Team Members.
2. Traffic command and control police officers must thoroughly understand the content of the plan and assigned positions before performing their duties; prepare and carefully check all means of transportation, weapons, auxiliary tools, relevant documents, and other equipment serving traffic command and control work.
3. Traffic command and control police officers must arrive at their duty positions ten minutes early to grasp traffic order and safety conditions and take over ongoing cases handed over by the previous shift (if any); inspect and supervise the operation of the road traffic signal system, immediately reporting any abnormal operation of the road traffic signal system to the unit commander or the Traffic Command Center for rectification. When the end of the duty shift finds traffic order and safety still complicated, they must report to the unit commander for direction and continue to coordinate with the next shift's traffic command and control police officers until traffic order and safety return to normal.
4. Upon completion of the shift, the Team Leader or the Traffic Control Police Officer (when there is only one Police Officer) must compile the situation, report the work results (in accordance with Form No. 03B/69 issued together with this Circular) and hand over equipment, means of transportation, weapons, auxiliary tools, case files to the unit commander or duty officer.
Article 12. Forms of Operation of Traffic Command and Control Police
1. Directly commanding and controlling traffic on road traffic routes
a) Commanding and controlling traffic at intersections;
b) Commanding and controlling traffic at a location or area on the road when there is road traffic congestion;
c) Commanding and controlling road traffic in areas where events, festivals, conferences take place.
2. Commanding and controlling road traffic from the Traffic Control Center.
Article 13. Assignment of Tasks for Traffic Command and Control Police Operating Directly on Road Traffic Routes
1. Commanding and controlling traffic at intersections
a) For intersections with 01 Traffic Command and Control Police Officer
In cases where traffic order and safety at the intersection are normal, the Traffic Control Police Officer must stand in a position that is advantageous for observation and monitoring to guide participants in traffic to move orderly, safely, and in compliance with regulations; detect and handle violations of traffic order and safety, initially resolve other criminal cases or traffic accidents, and implement information and reporting procedures as prescribed.
In cases where traffic order and safety at the intersection become complicated, the Traffic Control Police Officer must stand at the center of the intersection or on a platform if the intersection is equipped with a control platform.
b) For intersections with 02 or more Traffic Command and Control Police Officers
The Team Leader is responsible for commanding and managing all activities of the Team and assigning specific positions to each Team Member.. When traffic signals malfunction or when there is a high density of people and vehicles participating in traffic, the officer must personally or assign a team member to stand at the center of the intersection or on a platform if the intersection is equipped with a control platform; direct, inspect, and handle violations of road traffic laws; and implement information and reporting procedures as prescribed.
The team member stands at the edge of the crosswalk stop line or in the middle of the crosswalk stop line (on the main road, where there is a high density of people and vehicles participating in traffic or where traffic order and safety are complicated); when changing traffic signal lights, the team member may move to another direction based on the complexity of traffic order and safety along each road. The team member's duties include directing traffic according to traffic signal commands or the commands of the traffic control officer standing at the center of the intersection or on the control platform; detecting and handling violations of traffic order and safety, initially resolving other criminal cases or traffic accidents as prescribed; performing other tasks assigned by the Team Leader.
c) The scope of operation of the Traffic Control Police Officer extends from the center of the intersection to the vehicle stop lines or the boundary of the intersection area. In cases where incidents related to social order and safety or traffic congestion occur outside the intersection area, the Traffic Control Police Officer must directly or coordinate with other forces to resolve them as prescribed.
2. Commanding and controlling traffic at a location or area on the road when there is road traffic congestion
Based on the situation and degree of traffic congestion, forces are deployed to command and control traffic at various locations on the road. Deployment of forces is carried out according to the following provisions:
a) Deploying personnel at diversion points on the outermost ring near the congested area. At these points, the assigned personnel have the task of guiding and diverting traffic or temporarily stopping vehicles from afar according to preventive and resolution plans for traffic congestion or as directed by superiors to limit vehicles entering the congested area, facilitating vehicles exiting the congested area.
b) Deploying personnel along the route in the congested area to control and guide traffic, preventing vehicles from encroaching on each other's lanes and quickly clearing traffic from outside to the congested area, creating conditions for rescue vehicles and forces to quickly access the scene to resolve causes of traffic congestion.
3. Commanding and controlling road traffic in areas where events, festivals, conferences take place
Based on the actual situation regarding traffic order and safety, security requirements, and the scale, nature, and level of importance of events, festivals, or conferences being organized, traffic police units shall organize surveys, develop plans, or deployment schemes to guide and control traffic, divert traffic flows, and delineate routes at intersections and complex areas concerning traffic order and safety within the event, festival, or conference venue and on surrounding roads to ensure orderly, safe, and smooth traffic.
Article 14. Command and Control of Road Traffic at the Traffic Control Center
Clause 1. Traffic police officers responsible for command and control of road traffic shall receive, record information, monitor, supervise, analyze, evaluate, and forecast situations related to road traffic order and safety through the camera system and other monitoring tools connected to the Traffic Control Center to implement tasks according to plans and schemes approved by competent authorities.
Clause 2. In case of complex situations regarding traffic order and safety or requirements for ensuring security and order within the assigned management area, traffic police officers must promptly adjust traffic signal cycles or report to competent authorities to direct the deployment of forces, traffic diversion, traffic regulation, handling of violations of traffic order and safety, providing traffic information to road users or providing information to relevant units to mobilize forces and means to perform rescue and emergency response tasks as prescribed.
Clause 3. The National Traffic Control Center directly directs the work of command and control of road traffic on expressways managed by the Highway Police Department and directs provincial and centrally-administered city Traffic Control Centers to implement the work of command and control of road traffic according to Clauses 1 and 2 of this Article.
4. The provincial and centrally-administered city Traffic Control Centers shall be responsible for:
a) Implement regulations stipulated in Clause 1 and Clause 2 of this Article and directives from the National Traffic Control Center;
b) In cases where complex situations regarding traffic order and safety occur on road traffic routes within the management scope with a risk of spreading to many neighboring provinces and cities, they must immediately report to the National Traffic Control Center for timely direction.
Article 15. Use of Horn and Speaker Signals in Commanding and Controlling Road Traffic
Clause 1. Horn signals are used in conjunction with traffic command and control gestures, specifically:
a) A long, strong horn blast indicates stop;
b) A short, quick horn blast indicates permission to proceed;
c) A long horn blast followed by a short one indicates permission to turn left;
d) Two short, strong horn blasts indicate slow down;
e) Three short, quick horn blasts indicate speed up;
f) Continuous strong horn blasts indicate stopping for inspection or signaling a violation.
Clause 2. For certain positions with complex traffic order and safety situations, traffic police officers may use speakers mounted on vehicles or handheld battery-powered speakers to remind, guide, or request road users to comply with traffic command and control operations conducted by functional forces.
Article 16. Gestures for Commanding and Controlling Road Traffic
1. Gesture indicating prohibition of all-direction traffic flow (according to models 04A, 04B, and 04C issued together with this Circular)
a) Stand at attention;
b) Blow a long, strong horn sound; simultaneously, the right hand holds the baton close to the body, turning slowly clockwise towards the front and raising the arm straight up, palm facing forward above the head, the baton standing vertically, the left hand hanging straight along the seam of the pants, this gesture has the effect of prohibiting traffic movement in all directions.
In cases where people and vehicles participating in traffic are still moving within the intersection range, they are allowed to quickly leave the intersection. At intersections where there are designated stopping positions for people and vehicles participating in traffic, they must stop at the designated positions.
2. Gesture indicating permission to proceed (according to models 05A, 05B, and 05C issued together with this Circular)
After the prohibition signal for all directions (when all people and vehicles participating in traffic within the intersection range have passed through, except for intersections with designated stopping positions for people and vehicles participating in traffic that require stopping), permission to proceed must be given, the time depending on the traffic volume and conditions in each direction. The sequence of signaling actions is as follows:
a) From the position of prohibiting all-direction traffic flow;
b) Blow a short, quick horn sound; simultaneously, the left hand slowly raises, the right hand holding the baton turns counterclockwise in front of the face until both hands are stretched out horizontally at shoulder level, the right hand holding the baton forms a straight line parallel to the ground, palm facing down. When performing the signal allowing traffic to proceed, if the permitted proceeding time is longer, traffic police officers may lower one hand. The signal allowing traffic to proceed is a command for people and vehicles participating in traffic on the right and left sides of the traffic police officer to proceed, while those from the front and rear of the traffic police officer must stop.
3. Gesture indicating faster movement on the right side (according to model 06 issued together with this Circular)
From the position of the signal allowing traffic to proceed, fold the right arm holding the baton from the elbow to the hand towards the chest, the right arm and baton straight, then extend it like the signal allowing traffic to proceed, folding and unfolding the arm at least three times, each time combined with three short, quick horn sounds, eyes looking to the right.
4. Gesture indicating faster movement on the left side (according to model 07 issued together with this Circular)
From the position of the signal allowing traffic to proceed, fold the left arm from the elbow to the hand behind the neck, hand slightly tilted upwards, palm facing the neck, then extend it like the signal allowing traffic to proceed, folding and unfolding the arm at least three times, each time combined with three short, quick horn sounds, eyes looking to the left.

7. The action to signal the right side to stop (as per model number 10 issued together with this Circular)
From the position of the signal allowing traffic to proceed, hold the baton with the right hand, rotate the wrist slowly in a vertical and perpendicular direction to the arm, combined with a long, strong horn sound, signaling vehicles on the right to stop, eyes looking to the right.
8. The action to signal the left side to stop (as per model number 11 issued together with this Circular)
From the position of the signal allowing traffic to proceed, rotate the left wrist slowly in a vertical and perpendicular direction to the arm, left palm facing the left side, combined with a long, strong horn sound, signaling vehicles on the left to stop, eyes looking to the left.
9. The action to signal vehicles to turn left through the lane (as per model number 12A, 12B, and 12C issued together with this Circular)
a) From the position of the signal allowing traffic to proceed, turn the right hand holding the baton slowly forward, raising it straight horizontally at shoulder level, palm facing down, combined with a long, strong horn sound. The left hand slowly raises from below to above the face, straight, left palm gradually tilting from horizontal to vertical, moving back and forth at least three times, each time combined with a short horn sound, eyes looking to the left, where vehicles are allowed to turn left across the lane.
b) In this position, all types of vehicles and pedestrians from the right side and behind the traffic control officer must stop; in front, all types of vehicles are permitted to turn right; on the left side of the traffic control officer, all types of vehicles are permitted to proceed in all directions.
Chapter III. RESOLUTION OF SOME SPECIFIC CASES WHILE PERFORMING TRAFFIC COMMAND AND CONTROL TASKS
Article 17. Resolution of road traffic congestion
1. Traffic control officers must be familiar with the plans for preventing and resolving traffic congestion at intersections and routes that have been approved by competent authorities.
2. When there is a non-severe traffic congestion at an intersection or traffic route, it must be based on the actual situation and the traffic congestion prevention and resolution plan to分流车辆和交通线路,分离车流,进行允许通行或禁止通行的措施。如果超出能力范围无法自行解决,则必须立即报告单位指挥官以增加力量,从远处分流,及时处理,防止发生严重的、长期的交通拥堵。

4. When traffic congestion persists over a wide area and involves adjacent regions or interconnecting routes, the following actions should be taken:
a) If traffic congestion occurs within the jurisdiction managed by the Provincial Public Security Traffic Police Department, the Provincial Public Security Traffic Police Department shall be responsible for reporting to the Provincial Public Security Director and directly notifying the adjacent Provincial Public Security Traffic Police Department related to the traffic congestion to arrange personnel and equipment to cooperate in remote diversion and line division, preventing vehicles from entering the congested area. At the same time, report to the Traffic Police Corps for unified command;
b) If traffic congestion occurs on expressways under the management of the Highway Patrol and Control Room of the Traffic Police Corps, the Highway Patrol and Control Room shall be responsible for reporting to the Chief of the Traffic Police Corps for unified command and coordinating with the Provincial Public Security Traffic Police Department related to resolve the traffic congestion according to regulations.
5. When traffic congestion occurs, the traffic police force must cooperate with information and communication agencies to announce on mass media about the traffic order and safety situation, the traffic diversion measures implemented by the traffic police force, so that road users can choose appropriate travel times and routes.
6. For intersections and traffic routes that frequently experience traffic congestion, the traffic police force must conduct surveys, evaluations, determine the patterns and causes of traffic congestion, and take measures to alleviate traffic congestion within their authority; propose to relevant authorities to address organizational traffic issues causing congestion.
Article 18. Commanding and controlling traffic in case of road traffic accidents
1. Upon discovering or receiving a report of a road traffic accident, the traffic control officer must immediately report to their direct unit commander and carry out tasks according to the Ministry of Public Security's regulations on responsibility allocation and coordination relationships in traffic accident investigation and resolution; the traffic police road traffic accident investigation and resolution procedures.
2. If the traffic accident does not fall within their jurisdiction, the traffic control officer must notify the competent authority to handle it; when the functional unit arrives to resolve the matter, the traffic control officer has the responsibility to exchange information, hand over completed tasks, and cooperate in resolving the incident (if required) according to their defined functions and responsibilities.
3. Deploy personnel to guide and control traffic, ensure no traffic congestion or accidents occur in the accident area, or promptly resolve traffic congestion caused by the accident.
Article 19. Handling cases where violators do not comply with traffic violations handling concerning road traffic order and safety by traffic police officers; motor vehicles causing traffic congestion when parked or stopped
a) Briefly and clearly explain to the violator their violation and the measures for resolution according to the law to encourage voluntary compliance;
b) If the violator does not comply, temporarily seize the relevant documents or vehicle, invite witnesses to sign the temporary seizure record, then invite the violator to the unit's headquarters for resolution or guide them on how to file a complaint according to the law.

1. In cases of floods or storms
a) Post temporary prohibitory signs, guide and control traffic, reroute and zone traffic to ensure orderly, safe, and smooth passage for people and vehicles;
b) Immediately notify relevant authorities to take timely measures; at the same time, report to the unit commander for guidance.
2. In cases where vehicles traveling on the road suddenly break down, stall, or obstacles appear on the road causing traffic obstruction, traffic command and control police must require drivers and traffic participants to assist or coordinate with relevant authorities to move the vehicle or obstacle off the road to ensure the safe and smooth passage of vehicles and traffic participants.

In case a vehicle traveling on the road suddenly breaks down, stalls, or there are obstacles on the road causing traffic obstruction, traffic police officers must require the driver and other traffic participants to assist or cooperate with relevant authorities to move the vehicle or obstacles off the road to ensure safe and smooth passage for vehicles and pedestrians.
Article 21. Handling cases where public disorder incidents disrupt traffic order and safety on roads
1. Use technical equipment to record the incident; immediately stop the behavior, confiscate weapons (if any), check the identity documents of those involved, coordinate to organize emergency medical care (if any); coordinate with relevant forces to apply appropriate measures according to regulations, preventing complex situations from arising regarding security and order.
2. Disperse crowds (if present).
3. Prepare a record documenting the incident and require those involved to report to the nearest police station or local authority for resolution.
4. In case the violator intentionally refuses to comply with the police's requirements, uses violence or threatens to use violence against law enforcement officers, preventive and blocking measures shall be taken, and the act of resisting law enforcement shall be handled according to regulations. Simultaneously, use technical equipment or devices capable of recording audio and video to document the incident. If traffic congestion occurs, handle it according to Article 17 of this Circular. In serious cases beyond the capacity to resolve, immediately report to the unit commander for guidance; at the same time, promptly inform the local public security organs and authorities about the incident to coordinate in resolving it.
Article 22. Handling certain other cases
The driver who does not comply with the stop command and flees; the violator who does not comply with the inspection requirement, incites others to obstruct law enforcement officers; the violator who verbally abuses, threatens, obstructs, or physically pushes law enforcement officers; the violator who does not comply with inspections, requests to view patrol plans, inspection equipment, records the activities of traffic police officers performing their duties; the violator who takes advantage of social media to provide false, misleading information, defame, slander, or insult the reputation of traffic police forces, the honor and dignity of individual officers while performing patrol and inspection duties; the driver who drives into law enforcement officers; the driver who uses force, weapons, dangerous objects against law enforcement officers; in cases of immediate crime, persons present on vehicles transporting contraband goods with criminal indications; handling cases involving foreigners, vehicles of foreign nationals violating traffic order and safety or other illegal acts, traffic police officers shall handle according to Article 73 of the Road Traffic Order and Safety Law, the provisions of the Ministry of Public Security on patrol, inspection, and administrative violation handling procedures in the field of road traffic, and other relevant laws.
Chapter IV. IMPLEMENTATION[3]
Article 23. Effectiveness of Implementation
1. This Circular shall take effect from January 1, 2025.
2. Circular No. 26/2017/TT-BCA dated August 22, 2017 of the Minister of Public Security on traffic command and control by traffic police officers ceases to be effective from the date this Circular comes into effect.
Article 24. Responsibility for Implementation
1. The Director of the Traffic Police Department shall be responsible for:
a) Directing, monitoring, guiding, inspecting, and urging units and localities under the Ministry of Public Security to implement this Circular;
b) Directing the development of training programs, plans, and content for traffic command and control operations;
c) Organizing training for traffic command and control operations for officers and soldiers under the Traffic Police Corps and leaders and commanders of traffic police units nationwide;
d) Direct traffic command and control work, organize training or guidance on the operation process, usage methods, maintenance of road traffic signal systems, smart devices supporting traffic command and control for units.
2. The Provincial Public Security Director is responsible for:
a) Organize professional training on traffic command and control work for traffic police officers and other police forces assigned traffic guidance tasks on roads under local management according to the training materials compiled by the Traffic Police Corps;
b) Organize training or guidance on the operation process, usage methods, maintenance of road traffic signal systems, smart devices supporting traffic command and control for units under provincial public security organs.
3. Heads of units under the Ministry of Public Security; Provincial Public Security Directors, Directors of centrally-administered city public security agencies are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, local public security units shall report to the Ministry of Public Security (through the Traffic Police Corps) for timely guidance../.

“Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004; the Law Amending and Supplementing Certain Provisions of the Law on Inland Waterway Traffic dated June 17, 2014; the Law Amending and Supplementing Certain Provisions of 37 Laws Related to Planning dated November 20, 2018;
Pursuant to the Railway Law dated June 16, 2017;
BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
Pursuant to Decree No. 02/2025/NĐ-CP dated February 18, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security hereby promulgates the Circular amending and supplementing certain provisions of circulars regulating road traffic order and safety, railway traffic, and inland waterway traffic.
[2] The term "Head of the Police Force of District, County, City under Province, City directly under the Central Government (hereinafter referred to as Head of the Police Force at the County Level)" is abolished according to Clause 1, Article 9 of Circular No. 13/2025/TT-BCA dated February 28, 2025, of the Minister of Public Security amending and supplementing certain provisions of circulars regulating road traffic order and safety, railway traffic, and inland waterway traffic, which takes effect from March 1, 2025.
[3] Article 14 of Circular No. 13/2025/TT-BCA dated February 28, 2025, of the Minister of Public Security amending and supplementing certain provisions of circulars regulating road traffic order and safety, railway traffic, and inland waterway traffic, which takes effect from March 1, 2025, is stipulated as follows:
“Article 14. Implementation clause
1. This Circular takes effect from March 1, 2025.
2. The Director of the Traffic Police Corps shall be responsible for monitoring, guiding, inspecting, and urging the implementation of this Circular.
3. Heads of units under the Ministry, Directors of Public Security Departments of provinces and centrally-administered cities, organizations, and individuals concerned shall be responsible for implementing this Circular.
4. During the process of implementing this Circular, if there are difficulties or obstacles, local public security units shall report to the Ministry of Public Security (through the Traffic Police Corps) for timely guidance..
