DECREE
Amending and supplementing some articles of the Government's Decree No. 05/1999/NĐ-CP dated February 3, 1999 on Identity Cards
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Public Security,
Article 1. Amending and supplementing some articles of the Government's Decree No. 05/1999/NĐ-CP dated February 3, 1999 on Identity Cards as follows:
1. Market management agencies at all levels include: the Department of Domestic Market Management and Development under the Ministry of Industry and Trade; the Market Management Business Unit under the Department of Domestic Market Management and Development; the Market Management Sub-department under the Department of Industry and Trade of provinces and centrally-administered cities; and the Market Management Team under the Market Management Sub-department.
"Article 2. The Identity Card has a rectangular shape with dimensions of 85.6 mm in length and 53.98 mm in width. Both sides of the Identity Card are printed with light blue and white patterns. It has a validity period of 15 years from the date of issuance.
Front side: On the left, from top to bottom: the National Emblem of the Socialist Republic of Vietnam with a diameter of 14 mm; a photograph of the person to whom the Identity Card is issued, size 20 x 30 mm; valid until (day, month, year). On the right, from top to bottom: Socialist Republic of Vietnam; the phrase "Identity Card" (in red); number; full name at birth; other names; date of birth; gender; ethnicity; place of origin; place of permanent residence.
Back side: At the top is a two-dimensional barcode. On the left, there are two boxes: the upper box contains the fingerprint of the left index finger; the lower box contains the fingerprint of the right index finger. On the right, from top to bottom: physical characteristics; father's full name; mother's full name; date of issuance of the Identity Card; title of the issuing authority; signature and stamp."
2. Amend the first bullet point of Point b Clause 1 Article 6 as follows:
"- The application must clearly state the reasons for requesting a change or replacement of the Identity Card. In cases of replacement, the application must be confirmed by the police station of the commune, ward, or town where the applicant resides."
Article 2. This Decree shall take effect fifteen days after its publication in the Official Gazette.
Identity Cards issued before the implementation of this Decree according to the prescribed model shall remain valid until their expiration date as stipulated.
Article 3. The Minister of Public Security is responsible for guiding, directing, inspecting, and urging the enforcement of this Decree.
The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of provincial People's Committees under the central city shall be responsible for implementing this Decree./.
