THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decision No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 161/2005/NĐ-CP dated December 27, 2005 of the Government detailing and guiding the implementation of certain provisions of the Law on Enacting Legal Documents and the Law Amending and Supplementing Certain Provisions of the Law on Enacting Legal Documents;
Pursuant to Decision No. 03/2007/QĐ-TTg dated January 10, 2007 of the Prime Minister promulgating the Regulation on the Organization and Operation of the Drafting Board;

Article 1. The Drafting Board and Editorial Group to draft the Government Decree on Amending and Supplementing Decree No. 128/2005/NĐ-CP dated October 11, 2005 of the Government stipulating administrative violations in the fisheries sector shall be established. The list of members of the Drafting Board and Editorial Group is attached hereto.

Article 2. Tasks of the Drafting Board and Editorial Group

1. The tasks of the Drafting Board, its Chairperson, Deputy Chairpersons, and members shall be carried out in accordance with Articles 5, 6, 7, 15, 16, 17, 18, and 19 of the Regulation on the Organization and Operation of the Drafting Board issued together with Decision No. 03/2007/QĐ-TTg dated January 10, 2007 of the Prime Minister and other relevant legal documents. 2. The tasks of the Editorial Group shall be carried out in accordance with Articles 15, 16, 17, 18, and 19 of the Regulation on the Organization and Operation of the Drafting Board issued together with Decision No. 03/2007/QĐ-TTg dated January 10, 2007 of the Prime Minister and other relevant legal documents.

3. The Drafting Board shall be responsible for directing the Editorial Group to perform the tasks specified in Clause 2 of this Article.

4. The Drafting Board and Editorial Group shall dissolve themselves upon completion of their tasks.

Article 3. This Decision takes effect from the date of signature.

Article 4. The Director of the Ministry's Office, Heads of the Legal Department, the Cadres and Civil Servants Department, Heads of related agencies, and members of the Drafting Board and Editorial Group named in Article 1 shall be responsible for implementing this Decision.
