To establish the Steering Committee for the technical assistance program to implement the Vietnam - United States Trade Agreement (referred to as the Steering Committee) comprising the following members:
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Chairman: Mr. Nguyen Quoc Huy, Deputy Director of the Government Office.
Considering the proposal of the Minister, Head of the Government Office,
DECISION:
Article 1. Vice-Chairman: Mr. Ha Hung Cuong, Deputy Minister of Justice.
Mr. Luong Van Tu, Deputy Minister of Commerce,
Mr. Le Van Bang, Assistant Minister of Foreign Affairs,
Members:
Mr. Nguyen Duc Hiet, Deputy Director General, Ministry of Public Security,
Mr. Do Khac Chien, Deputy Director General, Ministry of Culture, Information and Tourism,
Mr. Thach Can, Director General, Ministry of Science, Technology and Environment,
Mr. Pham Manh Dung, Deputy Department Head, Ministry of Planning and Investment,
Mr. Ha Huy Tuan, Deputy Department Head, Ministry of Finance,
Mr. Duong Duy Khuong, Deputy Secretary-General of the Vietnam Chamber of Commerce and Industry,

The Steering Committee shall have the following tasks:
1. Agreeing with the United States on the specific contents of the technical assistance program to implement the Vietnam - United States Trade Agreement, recommending policies and measures to ensure effective implementation of the technical assistance program to implement the Vietnam - United States Trade Agreement for submission to the Prime Minister for approval.
Article 2. 2. Assisting the Prime Minister in directing and organizing coordination among ministries, sectors, agencies, and provincial people's committees under the central government in implementing the contents of the technical assistance program to implement the Vietnam - United States Trade Agreement.
3. Summarizing the situation, evaluating results, and approving quarterly and annual plans of the technical assistance program to implement the Vietnam - United States Trade Agreement.
4. Monitoring, inspecting, urging, and supporting ministries, sectors, and provincial people's committees under the central government in performing their assigned functions and tasks in implementing the contents of the technical assistance program to implement the Vietnam - United States Trade Agreement.
5. Performing other tasks related to the program as assigned by the Prime Minister.
Members of the Steering Committee shall perform their duties on a part-time basis and serve as focal points for coordinating related work within their respective agencies.
The Chairman of the Steering Committee shall be responsible to the Prime Minister for the work of the Steering Committee. The operational regulations of the Steering Committee shall be decided by the Chairman.
Article 3. The Steering Committee is permitted to use the seal and account of the Government Office.
The operating funds of the Steering Committee shall be provided from the state budget through the Government Office.
The Steering Committee shall have a working group placed at the Government Office. Members of the working group shall be appointed by the Minister, Director of the Government Office upon the recommendation of the Chairman.
The working group shall be responsible for serving the activities of the Steering Committee and acting as the focal point for coordination with the United States side to manage the program according to our requirements.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial people's committees under the central government, the Chairman and members of the Steering Committee shall be responsible for implementing this Decision.
The working group is responsible for serving the activities of the Steering Committee and serves as the coordinating point to work with the American side to manage the program in accordance with our requirements.
Article 4. This Decision takes effect from the date of signature.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government, Chairman and members of the Steering Committee are responsible for implementing this Decision.
